ECONOMY
What changes, if any, should be made to the tax code?
Big picture we need to move to adopt a state tax system more similar to Texas, Florida, and Tennessee including the elimination of the state income tax. Additionally, we need to eliminate the inventory tax, and reduce regulation of businesses.
What government spending would you reduce in order to balance the budget?
I would need to review the entire budget for specific cuts, but I believe we need to make constitutional changes to allow the legislature greater flexibility to make cuts across the board. Specifically, I believe we can either eliminate and/or consolidate many boards and commissions.
Taxpayer-funded public education should be guaranteed through college.

I fully support the current TOPS program. I think Louisiana needs to modernize our higher education system, and also our secondary education system to educate the work force of the 21st century. That means more emphasis on vocational training in high school, more post high school vocational training, more public/private apprenticeship programs, and overall fewer students seeking a traditional four year college degree immediately after high school.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Under what circumstances can government close churches?
Under no circumstances should the government ever have the authority to close a church (absent maybe if the building was in imminent danger of collapse or something of that nature specific to a location but not to the holding of church services in general). I believe any such action is a direct violation of both the Louisiana and United States Constitutions.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
In general option "C" would most reflect my view. I support a private healthcare system. I think there are significant abuses, and waste in the current Medicaid system and I would support alternatives to that system from a cost savings stand point. Overall as a state we must be working to have fewer able bodied adults on Medicaid or other publicly funded healthcare.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
I do not support government mandated vaccinations in general.
NATIONAL SECURITY
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Who should be allowed to immigrate to the U.S. and under what circumstances?
We should have an orderly process for legal immigration that includes various levels of legal entry into the U.S. including but not limited work visas, student visas, migrant worker visas, temporary work visas, and permanent resident visas. Priority should be given to immigrants who can establish that they will not be a burden on the social service programs. Greater scrutiny should be applied to those who seek to abuse the asylum process.

EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
NO. This country is the most inclusive, and least racist it has ever been in history. While racism certainly still exist, today it is the rare exception and not the norm. I condemn true racism in all forms. The constant labeling of anyone who disagrees with the positions are the far left as racism is nothing more than a political tactic of the left to avoid having to discuss difficult issue or failed policies of the liberal left.

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

I support the use of hydraulic fracking to extract oil and natural gas resources.

I support fracking in a safe manner, away from dense areas of population, and with safeguards in place to protect ground water from contamination.

What do you think is the general purpose of government?
Government's purpose is to protect us from foreign enemies through a strong military, protect us from crime through law enforcement, provide critical services such as fire protection, construct public roads and infrastructure, and create an environment for free enterprise to flourish. I believe in limited government.

As chairman of the Republican Party of St. Tammany Parish I have spoken at numerous public meetings, and town hall forums on conservative issues. What else would you like voters to know about you, including your legislative priorities?
My highest priority after election will be to work to lower our homeowners insurance cost. I have a three pronged plan to work to reduce insurance cost. First, I will propose that Louisiana enter into a cooperative agreement with the other gulf coast states to spread the risk for hurricane insurance across the gulf coast states through either a joint Citizens Program or a joint reinsurance program for Citizens. I will also work to streamline the claims process and eliminate the current abuses.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I support mental health programs and believe we can do more in that area. I do not support taking away funds from police departments to accomplish this.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
I support the 2nd Amendment. The right of the people to keep and bear Arms shall not be infringed. I support constitutional carry. I believe the current federal gun laws are more than sufficient to provide for public safety if they are properly enforced.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

I do not support gambling in general from a moral standpoint, however, I do believe that each local Parish government and voters therein should be able to decide if they want the current legal forms of gambling in their respective jurisdictions.
