Under what circumstances should abortion be allowed?
Despite my own personal opinions, as a Libertarian I believe this is a personal, religious, and family decision that should not be decided by legislators/politicians. Any changes to Virginia's current statutes should be put in the Voter's hands and personal conscience via a ballot measure. It should not be decided by 140 or in the case of a tie 141 politicians in Richmond.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

No one should ever be forced to perform work/services that goes against their Moral or Religious beliefs. Either we are a free society, or we are not. I would fight to keep us free.
Under what circumstances can government close churches?
When they have violated their status as a religious institution or are financially insolvent. More to the point, I have remained clear that I view the lock down's, restrictions, curfews, and closures of businesses and institutions that our politicians implemented during covid as horrendous and unforgivable overreaches of government authority. I have and will continue to call for accountability of those responsible so that we can ensure this never happens again.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
As a US Army Combat Veteran who has served in the Middle East the first thing we can do is quit Killing people there. Sorry, that's just a blunt fact. After that: 1)Our tax dollars should not be spent supplying or supporting ANY nation engaged in conflict internally or externally. 2)Our Military should not be deployed, used in combat, or in supporting roles anywhere in the world without a congressional Declaration of War. 3) Nonbelligerent nations that are willing to host our military for quick reaction force capability and as a deterrence is acceptable and needed. We should maintain such bases with peaceful allies for defensive needs. 4) Use the initial money saved on the elimination of weapons and support of military costs worldwide in current actions to educate local populations about this shift in US policy (To what it was originally meant to be). Then use the future savings to reduce the federal deficit. 5) When our nation is attacked by any nation / terrorist organization (Islamic or otherwise) take immediate and decisive action to completely destroy that enemy and be done with it. No more long-term nation building for military industrial and corporate profits.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

I believe we should sanction Israel and cut all support immediately until they withdrawal from Palestine. But that said I believe there needs to be a two-state solution as originally agreed upon multiple times prior to resuming normal ties with either nation.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.
I think B closely resembles what we have today which I'm fine with. As this is federally mandated and I'm seeking a state office I honestly haven't researched it deep enough to feel a change to existing policy is needed. Even if I did research more, I'd have little ability to make such changes at the state level.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
In Virginia - public schools should be moved back to the pre-July 2021 standards (last major change) and allowed to continue with those requirements. Government and Employers should never be allowed to require Vaccinations.
ECONOMY
What changes, if any, should be made to the tax code?
1) Introduce a Taxpayers Bill of Rights – Similar to Colorado’s TABOR this legislation would limit the amount of revenue local and state governments can collect and spend. It would require voter approval for any new taxes, tax rate increases, or changes that increase tax revenue. If revenue exceeds the limit (based on inflation and population growth), the excess would be required to be refunded to taxpayers. One example of why we need this is the recently passed meals tax here in Fairfax County. In 2020 our Existing State Legislature passed a law letting local county boards enact taxes on meals. Prior to 2020 Fairfax County Voters had rejected a meals tax at the ballot multiple times and this move was done to take control from the voters. While this would apply to all new taxes or increases the Fairfax County meals tax is but one example of local and state governments treating our wallets and tax dollars as an open bank. This would force them instead invest the time and exercise fiduciary responsibility to cut waste out of the budgets. Being as they haven’t, it’s time we as taxpayers say no more and take control of mismanaged budgets at the state and local level. 2) Eliminate Virginia’s Car Tax - This comes up every election cycle and like far too many things often ends up nothing more than talk. Once in office it’s the same excuses “This is a nonstarter, we can’t get support, etc. etc.”. It’s time we put it on the table, get everyone on record, and whether committees or floor hold every politician accountable once and for all. 3) Cut Expenditures and Return the Budget Surplus - Virginia has seen surpluses of Billions of Dollars (YES BILLIONS) over the last several years and Legislative Sessions. Yet our legislature rather than take a look at cutting our massive spending budget and lowering our taxes, instead uses the majority of it for pet projects and to increase expenditures and the burden on our people. At a time when fellow Virginians are struggling and can use every dollar our state and local governments demand more and more of our income. When will we finally say no more? Let’s make a stand and end this cycle come November. 4) Bracket Creep – Virginia’s income tax brackets have not been changed since the last century! Currently individuals earning under 20K a year are taxed at the highest rate along with individuals earning 150K or more. We are for all intents a flat tax state……. poor or wealthy. 5) End the Taxation of Military Pensions – Virginia is one of only seven states that fully tax military pensions. 33 states do not tax military retirement benefits at all. The others all offer varying levels of discounts while Virginia taxes in full. It’s time to review how we tax and take care of our First Responders and Military members and their families. Our government should put an emphasis on serving those who serve us.
What government spending would you reduce in order to balance the budget?
Despite a surplus we should still reduce expenditures on DMV's, Prisons, College Athletics, Judicial Dept., Educational Dept., Public Transportation Subsidies, etc. by eliminating waste, redundancies, & upgrading technology. Not enough space here.
Taxpayer-funded public education should be guaranteed through college.

With a state operating budget of over 92 billion dollars (larger than many nations in the world) I believe we could one day ensure college for everyone. But first we need to eliminate the billions of dollars in waste that exist in our state government. Once we reduce current over taxation and regulatory fees we can put it to the ballot for the Voters to decide. I believe any and all increased spending should be a Ballot issue at all times as it is the Voter's tax dollars not the state's money.
IMMIGRATION

Anyone who wishes too so long as they have no criminal background and properly follow the procedures to do so.
EDUCATION
I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Create Educational Competition- The issues were facing currently with our educational system stems from a lack of competition or alternatives for parents. Two ways to incentivize competition are through tax rebates and more choices. Every student removed from our public school system takes a burden off the taxpayer. We need to recognize that by providing a tax rebate to parents who choose alternative, charter, or private schools and increase the amount of Charter & private Schools.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I come from a law enforcement family and respect their service as I do all law enforcement officers. When I finished my military service many asked me why I wasn't pursuing the family field. You have to be a specific type of Brave Individual with serious self-control and a willingness to sacrifice to be trusted with weapons in a civilian environment. I don't have that trust in myself, but I expect and seriously respect all our law enforcement for having it. God Bless any of our LEO reading this.
I support redirecting funds from police departments to mental health and community programs.

This would depend on individual departmental budgets, but any waste should be eliminated to lower the burden on the taxpayers they serve.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
I feel Virginia is already restrictive enough, I wouldn't support any further laws that infringe on my neighbor's right to self-defense.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

C'mon - from here we'd go where? Should victims of car accidents sue auto manufacturers? Should knife victims sue retail stores? Should victims of food allergies sue grocery stores. The individual is at fault through their own choices, not the manufacturer or retailer of the tool they choose to use. The lawfare being used to supersede the voter's rights and decisions needs to end as relates not only to weapons but to many issues in today's society.

What do you think is the general purpose of government?
All Libertarians agree that in a perfect world there would be no need for Government, but as such a world doesn’t exist Government should remain as limited and localized as possible belonging to the people. At all times Individual Liberties and Freedoms should be protected within a government that answers to the people, not special interests, corporations, and national political parties' money. This was the America that our founders envisioned, and that those organizations have stripped from us

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

It is a part, but one should walk through the Supreme court for the best representation of all the different societies and religions that our founding fathers researched and incorporated into the constitution. We are truly a nation founded on the concept of "Out of Many, One". After decades of failures the Old political parties have no accomplishments to peddle to the voter, so instead they sell fear and division to distract us. We need to get back to being one united people made up of many.
I support adding gender identity as a specially protected class in non-discrimination laws.

This needs to stop, we now have "straight" employees suing for discrimination due to being passed over in promotions. Literal court cases for discrimination for not having specific gender identities. As a Libertarian I strongly support everyone's right to be who they want to be, love who they want to love, and do what they want so long as they don't harm others. That said this legislating everything needs to end. Right is right, wrong is wrong - let the courts decide such things case by case.
Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

I personally believe marriage is a sacred thing as stated above. But I also believe no government has the right to tell any adult who they can and can't marry for any reason - race, sex, religion, etc. If we have true faith why would we feel a need to legislate other's actions if they aren't harming us or others?
Briefly describe your spiritual beliefs and values.
I would absolutely describe myself as a universalist. I believe all religions seek the same end- to return to our Creator. As such I believe that all paths to the Benevolent, whatever name is used for Religion or God are valid paths. This works well with my Chaplain role in organizations as I have to recognize all. I was raised Episcopal, my wife in Jesuit schools from a Hindu family. We are raising our children in the Catholic faith as we both believe children need a structured religious foundation until such time as they are adults and can choose their own paths. It's not so much the particular religion or doctrine, but the structure/values that are important to us. Our local Catholic church is close and provides this structure for us.
ELECTIONS AND VOTING
People should be able to vote without photo identification.

What laws would you propose to change present voting practices?
1)Require a Valid State or federal issued photo ID to vote in all cases. 2)Make election day a holiday in Virginia and require employers to give staff time off to vote like many states already do. 3)Reduce the minimum signature requirements for third party and independent candidates to achieve ballot access. 4)Reduce the 10% of votes for a statewide office required threshold for major party status (ie. the ability to direct nominate candidates with no signatures) to 5%. 5)Require a lottery system to decide placement of all candidates for partisan offices for each office on the ballot. 6)Allow military personnel who have established residence in another state the option of voting in Virginia or the current state of residence if they have not been out of Virginia for more than 4 years. In order to get drivers licenses, Id's, and conduct business related to daily affairs a lot of military personnel are unable to travel back to Virginia to maintain registrations and drivers licenses etc. This especially impacts and disenfranchises our enlisted and younger military members. We should support those who have volunteered to serve us.
