What is the function of the local school board?

A school board is a governing body comprised of trustees who provide oversight and governance for the district. School boards are tasked with creating measurable student outcome goals and evaluating progress toward those goals. School boards adopt the policies and priorities that guide district actions, as well as hiring and evaluating the superintendent. Additionally, trustees are responsible for oversight of taxpayer dollars, setting the tax rate, and approving an annual budget which aligns with district goals and priorities. At a high level, the function of the board is to improve student outcomes while being a prudent steward of tax-payer resources.

Who should have the authority to set curriculum and determine resources used in those curricula?

The local school board should have the authority to set curriculum. The Superintendent makes those decisions which are then approved by the school board. Ultimately, parents should determine what resources are used with their children and should have the ability to opt their own children out of controversial curriculum, but not make curriculum decisions for the district as a whole.
