As defined by the Texas Education Code, the board as a body corporate, shall oversee the management of the district and ensure that the superintendent implements and monitors plans, procedures, programs, and systems to achieve appropriate, clearly defined, and desired results in the major areas of district operations.

Who should have the authority to set curriculum and determine resources used in those curricula?

The parents or legal guardians help to establish the need for programs which help identify the curriculum. The Board defines the vision for and approves resources for the curriculum. The Superintendent implements and determine the specific resources needed to achieve the Boards vision and the parent's identified programs.

When should parents be restricted from speaking in school board meetings?

In general, parents and legal guardians should be encouraged to communicate with board members. They should also be informed of the purpose of a board meeting and how to speak at it to address agenda items and to address other school related items. Items that are not related to the operations of the District or the education of the youth should be limited at board meetings. Parents and legal guardians should be informed of the process of how to communicate topics that may not be appropriate for a board meeting.
