QUESTIONNAIRE

RIGHT TO LIFE

Human life deserves legal protection from conception until natural death.

Strongly Agree

As a physician, I believe human life has inherent value and deserves legal protection. Medical ethics requires me to do no harm - and government has a fundamental responsibility to protect life and liberty. Congress should end dangerous uncertainty surrounding medically necessary abortion. I am prepared to author federal legislation protecting a woman's right to receive a medically indicated abortion, and as a physician who has performed emergency abortion, I am qualified to do so.

The lives of human embryos created through artificial methods ought to be protected from purposeful destruction.

Strongly Agree

I recognize that this is a deeply personal issue, particularly for people who struggle with infertility. I have great compassion for those families. But if human life deserves protection from conception, I do not believe that protection should depend upon whether conception occurred inside or outside the human body. More broadly, I am concerned about the increasing commercialization of human reproduction and the commodification of the human body. Advances proceed faster than medical ethics.

Under what circumstances should an elective abortion be allowed?

I would allow elective abortion in cases of rape or incest. I would distinguish those circumstances from medically indicated or therapeutic abortion. When a serious medical condition involving the mother, fetus, or pregnancy makes termination medically indicated, I believe that decision should remain available based upon appropriate medical judgment. I support federally codifying that protection so physicians and patients have clear standards and medically necessary care is not delayed.

Abortion providers, including Planned Parenthood, should receive taxpayer funds from federal, state, or local governments (including Title X grants).

Strongly Disagree

I do not believe taxpayers should be required to subsidize elective abortions. As an addiction-medicine physician. I treat women who endured horrific sexual exploitation and trafficking, including patients who were confined, repeatedly raped, and injected with heroin to maintain control over them. PP asks no questions. Women deserve real doctors with comprehensive services, where they can easily access trauma informed wrap around care, away from their abusers. PP does not offer this.

The Comstock Act, which bans interstate transportation of abortion-inducing drugs, should be enforced.

Strongly Agree

As a physician, I believe prescribing a medication carries responsibility for the patient's care. That responsibility should not disappear simply because a prescription is written remotely or crosses a state line. Medical abortion may involve complications requiring urgent medical or surgical care. A prescribing clinician is responsible for this care, and must follow the laws of states in which they are licensed. Tele-abortion is the new coat hanger. Incredibly irresponsible and dangerous.

ECONOMY

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

The right to own property is a fundamental human right, and free enterprise is essential to both economic prosperity and individual liberty. Government should establish and fairly enforce the rules of the marketplace, not manage the economy or choose its winners and losers. I am equally concerned about cronyism masquerading as free enterprise. I aim to fix that, creating a level playing field for small businesses, urban businesses, and those enmeshed in unfair regulatory structures.

People who can afford to pay more taxes should do so in order to provide relief for working families.

Strongly Disagree

Working families are not struggling because government has failed to collect enough taxes from someone else. They are struggling with the consequences of excessive deficit spending, growing national debt, inflation, waste and fraud, and a tax system that places too much burden on earned income and productive work. I would reduce waste and fraud, restore fiscal discipline, and work to shift the tax burden away from wages and working hours and toward appropriate taxation of financial activity.

The government should cut spending in order to reduce the national debt.

Strongly Agree

The federal government must reduce spending and restore fiscal discipline. We should begin with fraud, waste, and improper payments before cutting services Americans legitimately depend upon. We should aggressively combat fraud, secure our borders, and ensure taxpayer-funded benefits intended for citizens and lawful beneficiaries are not improperly paid to ineligible people. Responsible budgeting is not simply cutting. We should also invest in policies that produce measurable long-term savings

List your top 3-5 priorities to eliminate government waste.

1. Attack fraud and recover of improperly paid funds. 2. Radical Transparency: make federal expenditures, grants, contracts, subsidies, and recipients easily searchable and understandable to the public. 3. Require measurable results from government programs and federally funded nonprofits. 4. End cronyism and politically connected spending through competitive contracting, stronger conflict disclosure, and congressional term limits. 5. Enforce eligibility rules for taxpayer-funded benefits

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Freedom of conscience is at the heart of human liberty. Government should not compel an individual to participate in an act that violates a sincerely held moral or religious conviction simply because that person entered a profession or opens a business. Existing laws against unlawful discrimination should continue. I would also support protecting lawful viewpoint from government-imposed ideological conformity while preserving protections against harassment and unlawful discrimination.

What does "separation of church and state" mean to you?

Every citizen brings a moral framework to civic life. I would apply the underlying principle to ALL ideology: government should not become an instrument for imposing ideological conformity. Our republic depends on freedom of religion, conscience, thought, and expression. My freedom of conscience cannot let me use our government to compel another person's conscience, and another person's beliefs cannot compel mine. It does not mean religious people must abandon their beliefs in the public square.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.

C - The federal government should not be sole payer for healthcare. The payer has enormous influence over what care is covered, what treatments are permitted, what information must be disclosed, and ultimately the choices available to patients and physicians. I would invest in evidence-based prevention, including obesity and diabetes prevention and the prevention of mental illness and addiction. Nothing in healthcare is truly free. Our objective should be intelligent care, not federal control

The government should keep a database of people with various ongoing medical illnesses to assess the economic burden of treatment.

Strongly Disagree

Absolutely not. A patient's medical information is among the most private information a person possesses. The federal government should not maintain an identifiable database of Americans organized according to their illnesses in order to calculate how economically burdensome those people are. We can and should study the economic burden of disease. I strongly support epidemiology, outcomes research, public-health surveillance, and responsible analysis. But government databases are intrusive.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

C - The United States should intervene in the affairs of other nations only when there is a compelling national-security, treaty, or humanitarian justification. Our history demonstrates that unnecessary intervention and attempts to reshape other countries can create instability, unintended consequences, and sometimes new threats to the United States. We must also distinguish the national-security interests of the American people from the economic interests of multinational corporations.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

Conflict in the 21st century does not necessarily begin with a declaration of war. It begins with cyberattacks, espionage, intellectual-property theft, technological competition, control of critical supply chains and minerals, economic leverage, political influence, and military pressure. We must reduce dependence on China for rare-earth minerals and other critical supply chains, strengthen ties with allies, protect strategically important American land and end foreign influence in universities.

Is the United States' relationship with Israel important, and if so why?

Israel is an important strategic partner of the United States because our relationship rests on substantial shared interests: democratic government, religious liberty, civil rights, technological innovation, intelligence cooperation, and regional security. Israel is not beyond criticism - no ally should be - but it remains one of America's strongest democratic partners in a region where authoritarian government and religious extremism remain powerful forces.

Islamic terrorism is a threat to the United States' national security.

Strongly Agree

The Islamic Republic of Iran has been an important source of terror since the 1979 revolution. Its ideology has infected the entire region, supported by armed proxy organizations throughout the Middle East. Iran-backed Hezbollah has also developed networks of supporters and financiers in the Western Hemisphere. Border security and migrant vetting is key, as is ending Iran's narco-terror and trafficking. We must stop Islamist terrorism while defending the religious liberty of peaceful Muslims.

IMMIGRATION

Who should be allowed to immigrate to the U.S. and under what circumstances?

Immigration means more than crossing a border or entering a labor market. Immigrants must want to become American and embrace individual liberty, freedom of religion and speech, equal protection and civil rights, the Bill of Rights, the rule of law, and the opportunity to succeed through work and initiative. It is not a mechanism for exploiting public benefits, defrauding taxpayers, undermining our constitutional system, or importing ideologies hostile to the US. True asylum seekers are welcome.

I support the existence of sanctuary cities to protect undocumented persons.

Strongly Disagree

A nation has the right and the responsibility to know who is within its borders and to enforce immigration laws fairly and consistently. When an undocumented person is already in government custody due to crime, cooperation with federal law is mandatory. Immigration enforcement should respect due process and constitutional protections, and people should be treated humanely regardless of immigration status. But compassion does not require local governments to obstruct lawful federal enforcement.

EDUCATION

I support eliminating the U.S. Department of Education and giving control back to states and communities.

Neutral

the majority of decisions about education should be returned to states, teachers, and parents. I would substantially reduce and restructure the U.S. Department of Education rather than eliminate it. The federal government's appropriate role should be narrow but important: protecting the constitutional and civil rights of children and parents, ensuring that states do not discriminate, providing accountability for funds, and protecting students from institutional abuses and political influences.

Foreign governments should be prohibited from funding American education.

Strongly Agree

Education is the most powerful ways to shape a nation's culture, historical understanding, political beliefs, scientific priorities, and future leadership. Allowing foreign governments - particularly authoritarian governments - to finance American educational institutions creates an unacceptable opportunity for foreign influence. I support international scholarship, foreign students in America, and genuine academic collaboration. But foreign billions buy foreign influence over our students.

VALUES

Attempts to physically or socially transition a child to the opposite sex constitute child abuse.

Strongly Agree

As a physician and epidemiologist, I believe it is malpractice to interfere with a child's developing identity. Identity development is not psychologically trivial. Longitudinal research has found that maladaptive identity processes, identity confusion, and diffusion are associated with poorer mental-health outcomes. Puberty blockers, cross-sex hormones, and surgery carry known risk and unproven benefit. Children experiencing genuine gender dysphoria deserve evidence-based care, not ideology.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Strongly Agree

I distinguish Holy Matrimony, which belongs to religious faith and religious institutions, from civil marriage, which is a legal status administered by government. My position is both religious-liberty and civil-liberty based: government should protect the legal rights of same-sex couples while protecting the right of religious Americans and religious institutions to define, teach, and practice marriage as between a man and a woman without government compulsion or harassment.

Briefly describe your spiritual beliefs and values.

I am a conservative Christian with deeply held, traditional Christian values. My faith informs my conscience, my understanding of right and wrong, and the way I try to live my life. I do not believe religious liberty means imposing my beliefs upon others. I respect the right of other Americans to believe differently, and I expect the same respect for my faith and for the right of parents to raise their children according to their family's religious, moral, and cultural traditions. My principle is simple: I will not impose my Christian faith upon your family, and government must not impose its ideology upon mine. Religious liberty, parental rights, freedom of conscience, and respect for the dignity of every person are fundamental values.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

I support requiring photo ID to vote and proof of US citizenship when registering to vote in federal elections. The right to vote is fundamental, and protecting that right includes ensuring that every lawful vote is counted and that our election system can reliably establish the eligibility and identity of voters. I support the SAVE Act, and I support free access to documents for those in need. I support alternative documentation processes for seniors from rural areas without birth certificates

EQUALITY

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Strongly Agree

As a physician who cares for some of our most vulnerable women, I feel strongly about this issue. Biological sex is real. Men can't become women, and acknowledging that fact does not detract from the dignity or civil rights of transgender people. We must not solve one person's safety problem by transferring risk to another vulnerable population. Compassion for one person cannot require another person - particularly a vulnerable woman - to surrender her safety, privacy, or dignity.

ENERGY & ENVIRONMENT

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

Nuclear power, particularly the small modular reactors (SMRs), will play a major role in meeting America's growing demand for clean, reliable electricity. SMRs can be added together as demand grows. Cost must be addressed with research.

ABOUT YOU

Have you ever been penalized for sexual misconduct in either civil or criminal court? If so, please explain.

No.

Have you ever been convicted of a felony? If so, please explain.

No.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Conservative

I am a pragmatist rather than an ideologue. None of the available labels describes me particularly well. If required to select one, 'Conservative' is probably the closest, particularly on constitutional rights, religious liberty, parental rights, border security, fiscal responsibility, the Second Amendment, and the proper limits of government. But I am fundamentally a pragmatist. My standard is: Is it supported by evidence? Does it protect individual liberty? Does it work? What is the ROI?

CRIMINAL JUSTICE & PUBLIC SAFETY

Government has a responsibility to protect children from sexual exploitation during online activities.

Strongly Agree

YES, but with caveats. Children must not be subject to the violation of their privacy by the government, not now, not ever. I do not support biometrics or other invasive data gathering to "protect children." I strongly support going after the people who do the exploiting, with harsh and inescapable penalties. Shutting down the websites of those who refuse to police their predators, such as "Roblox" is something I would support. Police yourself, or get shut down. Parents need tech support, too.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

What part of "shall not be infringed" is not clear? I must say that in the past, I was friendly to "sensible gun laws". But the more I understand the government, the less willing I am to give up ANY gun ownership rights. I support mandatory gun classes for safety, storage, and proper use prior to ownership. I support a one-time license for a person to demonstrate knowledge and skill. Like driver's ed. People passing a test is a reasonable ask because guns don't kill people, people kill people.
