RIGHT TO LIFE
Under what circumstances should abortion be allowed?
I support a Constitutional Right to an abortion in the following circumstances: Rape. Incest. To protect the life of the woman. Severe fetal deformity.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

I'm a Libertarian. All organizations should be prohibited from receiving funds from the government. The governments should collect much less in taxes and then I will choose which organizations are worthy of my support.
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

I believe that a person in pain should be given lots of drugs to take away pain or consciousness if wanted. It is, however, inappropriate to speed the end of life.
ECONOMY
What changes, if any, should be made to the tax code?
Simplify. Shift responsibility for all programs to the most local level possible. No taxes collected could be transferred to a different level of government. (Again, reduce the taxes collected at the Fed and State levels. That would permit local levels to increase taxes if necessary to support the necessary services that are now provided via Fed and State transfers) Pass "Nil" legislation that essentially states that that body of government will NOT provide a certain service. That will permit more creativity from local governments and non-profits and individuals to create solutions to problems without a trip to Washington or Topeka.
What government spending would you reduce in order to balance the budget?
I would limit the federal government to the Constitutional responsibilities and shift all remaining responsibilities to the states. There would be a necessary reduction in federal taxes to accompany this change.
Taxpayer-funded public education should be guaranteed through college.

I teach at a community college. I have two bachelor's degrees and two master's degrees. I strongly value higher education. However, whenever government guarantees something, they also control how it is delivered. Those guarantees crush any attempt to improve education,
RELIGIOUS LIBERTY
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

This is not Alabama in 1960. The services being provided are very available from many other providers. Refusing service to someone comes with a high cost. Allow the free market to punish and reward individuals and businesses for such decisions.
Under what circumstances can government close churches?
None. The public will judge them/punish them if their actions are so gross and outrageous that they are endangering others. The pressure on a government official to act in favor of "public safety" is out of balance with the harm that is done by such closures. I would argue that the "government forced closures" of churches actually protected them from harm that they MAY have done to themselves. Allow them to fail and suffer the consequences.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
C. Medicare and Medicaid are firmly entrenched, and I would not take them from people who want it. I would provide for a private option for young adults to select from early in their working life. They would select between either 1) "I will pay for and participate in Medicare" or 2) "I will opt out of Medicare and begin paying a percentage of every dollar earned towards a future private healthcare. I will also pay a small percentage of my income to cover my "social contract" responsibilities associated with those currently on Medicare. After 80 or so years, that extra payment to support Medicare would be phased out and those who elected to stay with Medicare would be fully responsible for its expenses without any assistance from general tax dollars.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Most people are fully willing to voluntarily participate in vaccinations. A mandate is a step too far. It actually would increase resistance vaccines and decrease compliance. A lot of confidence has been lost in public health professionals over the last two years. We need to return to system of voluntary compliance that the public fully trusts and is fully transparent.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
This issue is not the religion of Islam. The problem is with radicals that manipulate and twist the religion to create horrible outcomes. In general, people who are economically successful and have happiness in their lives do not hate others.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

IMMIGRATION
The U.S. should do more to physically secure the southern border.

The ability of a person to cross the border into the United States must be managed. It should not be eliminated. I would create an ability for a person to register with the government and obtain the permission to work and live in the United States. This would not be citizenship; it would be a work permit. That work permit would not entitle the person to SNAP or other entitlements. It would entitle the person to regular benefits such as K-12 education for their children.
Who should be allowed to immigrate to the U.S. and under what circumstances?
Anyone that can provide more than they take should be eligible. That would not necessarily be a path to citizenship for that immigrant.
EDUCATION
I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

In western Kansas school districts are small and struggle to survive. In a world with vouchers, a few of those schools would go away. Some would flourish with new students attracted by their programming. Vouchers and other programs would bring a diversity of options to all students. Such diversity would strengthen most schools and create new opportunities in the communities where schools fail. School closures have been happening for years and they will continue to happen in the future.

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

I support adding gender identity as a specially protected class in non-discrimination laws.

I am not opposed to a person expressing their gender. I believe that there is a difference between "sex" and "gender." I believe that there are instances where a person's sex should be the primary factor in determining participation or classification. I have voluntarily elected to use a person's preferred pronouns. I haven't always gotten it right and I have apologized when I made a mistake. I firmly believe that such a decision must remain voluntary.
Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

I do believe that marriage is "God-ordained." I don't believe that government should have anything to do with marriage. Government has created a series of benefits for people that are married. They should not have done that. If those benefits for married people remain in place, then government must not discriminate against some and benefit others. The solution is to eliminate government benefits associated with marriage AND remove government "permission" to get married.
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Individuals and academics are free to believe and promote any theory. I believe that CRT is its own form of racism. If a person acts in a specific way that denigrates or denies rights to another because of race that is a bad act and should be morally opposed. It should not be illegal, because what one believes is racism is not what another believes and that should not be imposed upon the individual. Social media and friendships will punish bad actors.
Briefly describe your spiritual beliefs and values.
I am a member of the Church of Jesus Christ of Latter-day Saints. I am currently a member of the regional church council and was previously the Bishop of the Great Bend Ward. I believe that Jesus Christ was born of a virgin, taught his gospel, performed miracles, suffered in the Garden, died on the cross and was resurrected on the third day. He died for my sins and the sins of all humans. God the Father and his son, Jesus Christ are eager for me and all others to ask for his forgiveness because I am unable to save myself. I am fully dependent upon Christ for my salvation. My sins are forgiven through priesthood ordnances and the grace of his atonement. My religious belief is important to me, but I do not require others to believe as I do. All religious groups must have the right to practice their religion as they believe is best. Individuals must have the right to ignore or reject religious belief for themselves and their children. I believe that my exercise of religious beliefs should not be restricted or interfered with by the government in any way.
ELECTIONS AND VOTING
People should be able to vote without photo identification.

I do not believe that Kansas has an issue with widespread election fraud. We do however have a problem with many Kansas believing that there is election fraud here and across the country. I am supportive of efforts to ensure that there is no fraud in Kansas elections. I do not believe that the I.D. requirement is burdensome.
What laws would you propose to change present voting practices?
I would limit the number of days of early voting in Presidential Primary elections. In recent elections several of the participants have dropped out of the race due to their performance in the previous week's elections. Those individuals who voted early have voted for an individual that is no longer in the race. In my race I am knocking on doors in an effort to introduce myself to voters and gain their support. The more days of early voting, the harder for a candidate such as myself to get all of those visits in prior to the beginning of early voting. I may vote for a reduction in the number of voting days, but I would not vote to eliminate early voting and I would not be active in a drive to make this change.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
I believe that there are racist individuals in America. I do not believe that there are millions or even 100's of thousands of such people. They are idiots and should be treated as such. They should not be silenced. When they speak, they tell me who they are. If they are silenced, I may actually support them in some way because I am ignorant of their beliefs. If I am ignorant because I am lazy, that is my fault. If I am ignorant because the government has blocked me from that information, that is far worse.
Reparations should be given to people on the basis of race.

Individuals and organizations may choose to do this if they wish. I do not believe that it is helpful solution. Taxes should not be used for this purpose.
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Protecting KS families and industries by ensuring access to reliable sources of energy is vital. I would encourage the development of "walk away safe" nuclear power and non-subsidized renewable energy. If Kansas can demonstrate that we are prepared to provide energy for individuals and business when other states are rationing energy, we will stabilize and grow.

What do you think is the general purpose of government?
Ensure the fair enforcement of necessary laws. I believe that those necessary laws are less than we have today. At the Federal level, common defense is necessary.
When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?
Conservative
Those options do not work for a Libertarian. There are many "conservative" issues with which I agree. There are other issues where I clearly would be more identified as a Liberal. Kansas conservatives expend a lot of energy restricting the "free market" and I find nothing conservative about that. For me, local government control is a very conservative issue, but the conservatives in Kansas are constantly making decisions and imposing regulations at the Fed and State level.

What else would you like voters to know about you, including your legislative priorities?
I have been honest with voters about my beliefs. Some of my views are extreme when compared to others running for the Kansas House of Representatives. I could have modified or eliminated those statements about prison and drug law reform. If those positions are particularly scary to you, I ask that you remember that in the Kansas House of Representatives I will be one of 125. I will not, on my own, legalize any drugs, empty the prisons (I don't want to do this, but some may believe that that is my goal), or enact any other extreme action. I simply want to move all government decision making to the most local level possible. I want to give the residents of northcentral Kansas the greatest personal freedom possible. Including the freedom to fail. If the door to failure is locked, then the door to success is also locked. In order to have the freedom to succeed, you must also have the freedom to fail.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I believe that most officers are faithfully executing their duties. There are those who are in violation of the law and personal civil liberties. Those individuals should be charged with a crime and be prosecuted in a court of law. A full removal of qualified immunity is not wise, and I would vote against it.
I support redirecting funds from police departments to mental health and community programs.

Each community should decide for itself what the proper level of police funding is. Those funds should not come from the state or federal governments.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Purchase of a firearm prior to the age of 18 may require the permission of the parent. As a society we need to do a better job of teaching people to respect guns and not to fear them. I am uncertain of other ownership restrictions I would enact. When the 2nd amendment was passed, a citizen could legally own a weapon that was just a powerful as a weapon owned by the government. I don't believe that an individual has the right to own a nuclear weapon,
Victims of gun violence should be able to sue firearms dealers and manufacturers.
Disagree
Proper use of the court system to correct bad behavior is an excellent tactic. If the gun manufacturers have ignored specific safe practices or practiced their business in some unethical way, then they could open themselves to the court system. I do not believe that the manufacture of a product that is protected by the constitution should be required to defend itself in court.
