RIGHT TO LIFE

Under what circumstances should abortion be allowed?

Abortion should be allowed if there is a considerable health risk to the mother or child. Also, a victim of rape or incest should be allowed.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Certain funding is appropriate, especially in order to prevent the need for abortion in the first place.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Such decisions have to be made in appropriate circumstances and with proper discussion and knowledge.


ECONOMY

What changes, if any, should be made to the tax code?

Consideration should be given to food tax decreases, especially for destitute individuals and families.

What government spending would you reduce in order to balance the budget?

Spending should be reduced for agencies and organizations that have outgrown their importance and are only being continued because of legislation. Also, spending on non-essential items should be seriously considered for reduction.

Taxpayer-funded public education should be guaranteed through college.

Public education should definitely be provided through High School. After High School, there should be opportunities for assistance for both college and non-college training, especially if the payback is to provide service to the educational community after schooling.


RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Disagree

Essential services such as health care, food availability, water allowance, police and firefighter coverage and protections, etc. should be provided to all. Non-essential services such as massages, performances, contests, and similar activities should be allowed to exist with moral or religious restrictions, as such events are within the protective constitutional law.

Under what circumstances can government close churches?

If there is a threat of violence to the specific church, if there are abusive activities promulgated and permitted by certain churches, or if there is forcible attendance to specific churches, these should be shut down. Any violation of the laws should result in closure.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

As a physician, I have found that government health care is not always the best coverage for many people. Having healthcare insurance available for all, especially children, is of great importance. With no private options, there are substantial restrictions on the availability of needed care and benefits. Also, Administrative costs escalate whenever the government nationally overtakes other private institutional agencies. The ideal would be to improve both Medicare and Medicaid, have ALL children adequately covered, and make available health care benefits to all those who are decently engaged in their ability to perform work activities with this as a benefit.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

All private employers should be allowed to require vaccinations if they desire. Governmental and school institutions should closely follow local health recommendations for public protection. If someone is not vaccinated, and therefore produces a risk to themselves or others, they should be managed to protect those around them and to protect themselves. This may result in required virtual schooling or separate room isolations or other securities. Obviously, someone with a contagious disease needs to separate themselves from others.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

Adequate screening of out-of-country persons who come to the United States is necessary. Support for the majority of Islamic people who exist should be given, in order to build up their abilities to prevent terrorists from existing. Proper arrest and incarceration of terrorists will protect us all, even non-terrorist Islamic people.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

There are many plusses and minuses in this statement. Consideration and partnership and proper teamwork with all entities should result in reasonable decisions. Such non-extreme and bipartisan encounters need to occur so that practical and sensible decisions and agreements can be made.


IMMIGRATION

The U.S. should do more to physically secure the southern border.

There are many ways to physically secure the southern border. Allowing improper people to come into America hurts both U.S. citizens as well as many other refugees.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Immigration to the United States should result in the reunification of families, admitting immigrants with skills that are valuable to the U.S. economy, protecting refugees, and other standards that are currently legal for potential citizenship.


EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Any way that we can encourage proper education for children, I am strongly in favor of. By strengthening the educational opportunities and accomplishments of growing children, we decrease their tendency to become abusers and destroyers and increase their potential to contribute to the growth of our nation and its economy.

While I am in favor of permitting a marriage type of legal relationship for any two individuals, the word marriage itself still means the union of one man and one woman in my mind. Another word could be produced that would describe other such unions.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Most of America is not fundamentally racist. The best way to diminish racism is to perceive ALL individuals to be of equal value and importance. Anything that promotes this concept is of importance to the country.

Briefly describe your spiritual beliefs and values.

Everyone has their individual talents and capacities, each person with qualities and abilities better than any other person. Respect for others, consideration for assisting those who need support, and calm and peaceful communication results in a build-up of our universal family of all being equal brothers and sisters.


ELECTIONS AND VOTING

People should be able to vote without photo identification.

Such voting could result in subterfuge. While qualifying for voting should require photo identification, in Utah we have had mail order ballots sent out that have been accurate and appropriate.

What laws would you propose to change present voting practices?

None at the present time.


EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

Racism is a threat, as it separates people. Any separation can result in different groups fearing for and establishing policies that will decrease the security for both sides.

Reparations should be given to people on the basis of race.

Reparations should be available for all, regardless of race.


ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

Stricter environmental laws have recently been too counter-productive. Environmental laws and regulations are reasonable only if they transfer the use of carbon products and excessive water in scientific ways that do not destroy the current economy. As a member of the Utah Medical Association Environmental Health Committee, we tried to recommend changes as soon as possible, but with consideration for the results of dramatic rules and policies that would hurt the community.

I support the use of hydraulic fracking to extract oil and natural gas resources.

If this is done in a cautious way, it can help us to more gradually transfer our energy sources and decrease our reliance on Russia, Venezuela, Saudi Arabia, etc. However, there are some potential complications that can occur from fracking that have to be diligently evaluated before instigation of such an activity.

What do you think is the general purpose of government?

While the main purpose of the government is to make and enforce laws, freedom, rights, laws, order, and any other matter concerning how the government is run should all be targeted to conceive its main objective which is the well-being of society. Laws should be made to keep order. Rights are present to conserve freedom.

What else would you like voters to know about you, including your legislative priorities?

People above politics and the need to care for and heal the future of our residents is my priority, as I did similar things for my patients during my 40 years as a Family Practice physician.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Following departmental policy is proper, but there are many different ways to follow the policy that impact those around us.

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

As a medical provider for 4 Middle East deployments, I was engaged in many circumstances where there was PTSD (Post Traumatic Stress Disorder) in the troops. Such a condition also is of paramount importance for the police. Funds that are redirected from them prevent them from having access to appropriate mental health. They need such availability much more than the general public, just as fighting troops did in the Middle East.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Guns need to be restricted to all those with significant mental health issues that would result in inappropriate use.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

If firearms dealers and manufacturers sold or distributed harmful devices to mentally unstable or threat-producing buyers, it would be inappropriate. Also, if the manufacturers produced a device that could be misused easily by someone who was unfamiliar with the item, and enough education or information was not given out to that individual, they should be liable.
