It is not a stretch to extend that freedom to allow Americans to decide how and when they want their lives to conclude. When elected, I would welcome relevant congressional testimony from doctors, nurses, and moral philosophers to craft policy that will give Americans the freedom to decide how and when their lives end.

Under what circumstances should abortion be allowed?

Abortion is a medical procedure that should be decided by a patient in consultation with their doctor. The government doesn't have an interest in intervening in patient healthcare decisions. I believe individuals have the right to make their own healthcare decisions.


ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

The income gap is at a record high in the United States. Wages have stayed stagnant as executive compensation has reached record highs. This has negatively impacted our economy, and individual buying power is constrained. Closing the gap would increase the overall quality of life in America.

The government should cut spending in order to reduce the national debt.

The purpose of government spending is to guarantee Americans' safety and quality of life. We should always be good stewards of public tax dollars. We should be mindful of budgetary efficiencies and positive income strategies necessary to deliver those guarantees. There are several strategies available to reduce the national debt. Cutting spending or increasing taxation are both oversimplifications of the issue. The goal is always to ensure the federal government serves the American people.

Historically, we have seen the tax burden shift from corporations to individual income earners. This has put an undue financial burden on the American people while corporations enjoy record profits. I support legislation that would create a fair balance that gives the American people financial breathing room while continuing to stimulate a business-friendly economy.

What should the United States do to help eradicate the threat of Islamic terrorism?

Following the destruction of the World Trade Center buildings in New York City, the attack on the Pentagon, and the downed plane in Pennsylvania on September 11th, 2001, the Bush administration launched the Global War on Terror. Its goal was to wipe out Islamic terrorism so America would never face another day like that again. Due to the horrific destruction and appalling loss of life totaling 2,977 people, for the first and only time in world history, on September 12th, 2001, NATO invoked Article V. Under Article V of the NATO charter, an attack on one is considered an attack on all NATO members. On October 7th, 2001, the United States and its NATO allies invaded Afghanistan as part of the Global War on Terror. It would become the longest-running war in United States history. The cost of lives was enormous. The United States endured the deaths of 2,420 service members and 3,937 contractors. Our total wounded is somewhere north of 37,000 personnel. Afghan security forces endured some 70,000 deaths. An additional 46,319 Afghan civilians were killed as a result of the war. The Taliban, Al-Qaeda and ISIL endured the deaths of 57,293 fighters and insurgents. These operations cost the United States government roughly two trillion dollars. The Global War On Terrorism is ongoing and has seen significant campaigns in Yemen, Afghanistan, Iraq, Lybia, Cameroon, Syria, Pakistan, Somalia, and the Philippines. So far, these wars have caused the deaths of an estimated 929,000 people, including over 364,000 civilians, and a total cost of over eight trillion dollars. We now live in a world that has seen nearly a million dead in the efforts to stamp out the idea of terrorism through force, yet there are still people willing to use violence in the name of Islam even after 21 years. The lives and resources spent in this effort have not resolved the issue. Before we send yet another generation to place their lives on the line as part of the Global War on Terror, we must ensure we are doing everything possible to reduce the threat and need for military action. The global weapons trade that empowers groups and individuals to carry out terror attacks must be addressed.


IMMIGRATION

The U.S. should do more to physically secure the southern border.

Securing the border in a humane way that protects human life and creates a pathway to opportunity in America should be the priority of immigration policy. We must create an accessible legal path for immigrants to participate in the US economy. We can simultaneously work with law enforcement to eliminate human and drug trafficking.

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

US immigration laws are outdated for current realities. Sanctuary cities are responding to a humanitarian crisis within our borders. We should allow and support their efforts to provide structured support within their communities and should expand US immigration policy to consistently provide integration into society.

We should have a non-partisan organized effort to streamline immigration to enhance our industries and continue to expand American culture to be a diverse nation of immigrants on which we were founded. I see immigration as a net positive for American culture and economy. America should always be where humanitarian needs are met and responded to with robust immigration support.

I fully support the individual self-expression of all people. Unfortunately, the LBTQI+ community still faces ongoing attacks on their freedoms. I support protections for all people discriminated against for their sexual orientation and gender identity.

I value the freedom of everyone to explore their religious and spiritual beliefs in their own way. Creating a society that gives everyone the room to explore those experiences without discrimination is key to the American Dream.

When requiring photo ID for government services, the government must provide accessible locations to obtain photo identification. We do not want to create barriers to voting. We want to ensure as much access to voting as possible while providing the resources to ensure election security.

Reparations should be given to people on the basis of race.

There is precedent for reparations in America. We have never adequately acknowledged the multi-generational damage that slavery is still causing communities in modern-day America.

Is racism a threat to domestic security in the United States? Why or why not?

Racism is fueling a rise in domestic terrorism. We have seen hate crimes across the country from Charlotte to Pittsburg and Buffalo. Americans are not feeling safe at church and the grocery store. America deserves leadership that will lead us away from hate crimes and violence and establishes a culture that celebrates diversity.

I support the use of hydraulic fracking to extract oil and natural gas resources.

While we transition our energy to clean and green energy sources, we need to maintain best practices in oil extraction to prevent as much damage to the environment as possible.

Katie Darling is a businesswoman committed to reproductive freedom and the ongoing fight for equality. Passionate about the well-being of children and families, Katie has served on the board of educational institutions and is currently working in the education technology sector. Her experience working in manufacturing, tourism, and business leadership has helped strengthen Louisiana’s economy. She served on the board of multiple state-wide business associations and intends to expand her impact through serving in public office. Katie, her husband John, and daughter Remy reside in Covington; they’re expecting their second child in September. Her decision to run for congress was motivated by a dedication to reproductive freedom, a desire for expanded and improved education, and a need for more effective preparation for and response to annual storm-related challenges, all of which are issues very personally relevant to Katie. The time is now for a new generation of leadership focused on building a better future for Louisiana.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

If conduct is consistent with departmental policy, the department needs to be held accountable for its policy and training. I would support a change in qualified immunity policy if it applied to all government employees, not exclusively police.

Police departments should include mental health and community programs as community policing practices. Whether the programming is funded and conducted from within the department, our police departments should be the primary sponsors and facilitators of crime prevention programs.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Guns should be available to those who have demonstrated the ability to respect the power of a firearm. This includes training and permitting requirements conditional upon mental health and a history of respecting the law. Unfortunately, current gun laws are proving they fail to keep people safe from gun owners. We need tighter restrictions on who has access to weapons for life safety in our country.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

In this situation, we have for profit companies promoting, selling, advertising and gaining profit from the sale of weapons. It only makes sense that they are also accountable for the impact of those weapons on society.
