Public education is grossly underfunded at the Federal, State, and Local levels. Every Citizen of the United States should have access to a publicly funded education from Pre-K through College. Those that can afford it are entitled, under the law, to supplement that publicly funded education for their child(ren) if they so choose.

The function of a local School Board is to develop and vote on policies of a given School District, provide feedback and approve budgets, engage regularly with constituents of and those who do business within a School District, and vote on matters that cannot be resolved at the Administrative level.
Who should have the authority to set curriculum and determine resources used in those curricula?
In the Commonwealth of Virginia, that authority is vested in the Executive Branch, and I feel it is appropriate for curriculum. Determinations regarding resources, however, are best left to experts in the field of pedagogy (e.g. educators).
When should parents be restricted from speaking in school board meetings?

As a historian, however, I can say that the 1619 Project is an interesting and thought-provoking work of journalism, but I do not consider it to be appropriate curriculum that can be taught at the K-12 level. I don't have concern for the teacher that is a responsible, adequately trained, and licensed gun owner. I have concern for introducing a weapon into a space where children may gain access to said weapon in spite of that responsible, adequately trained, and licensed gun owner's best efforts.

Effective, adequately tested vaccinations should be required in public school settings, providing for exemptions in legitimate cases wherein reasonable accommodations can be made to protect the health and welfare of all students, employees, and school visitors.
