A. I lived in Germany, and my step-daughter's friend became ill when they were visiting me. She went to a doctor, got diagnosed, and received a prescription which we filled later that day for around 20 Euros. The US is the only industrialized nation that doesn't have universal healthcare, spends the most per capita on healthcare, has one of the lowest death rates (we die younger), and has the highest maternal death rate.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Government, schools, and employers should be allowed to require vaccinations under any circumstance as a matter of protecting public health. I traveled to 46 countries, mostly through my military service, and my vaccination record is very extensive.

Yes, Federal Intelligence agencies have stated for years that racist groups in the US represent the highest domestic security threats. The Insurrection of January 6th, 2021 was a symptom of this threat.

CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Pre-puberty, there should be no restrictions. As hormones start to make a difference in athletic performance, that is where the separation becomes necessary.
