School districts should be able to use taxpayer money for lobbying the state legislature.

This is a double edged sword. It could be abused and result in wasteful spending. However, schools districts are often restricted in their freedom to act on issues based on state laws and policies. Just like the people have a right to petition their government, school districts that represent their local constituents should petition their state lawmakers for changes when necessary. What they petition for, and how much they spend doing it should be openly discussed and disclosed in detail.

What is your position on government funding of public education from Pre-K through college?

Not everyone needs pre-k, and not everyone needs college to be successful. The cost/benefit of expanding public education in such a way is unlikely to support it.

To manage the school budget, and set policy for the school in order to 1) impart knowledge to students 2) develop the character of students and 3) prepare students for success after graduation

This is the role of the Superintendent, with the oversight and explicit approval of the elected school board.

When should parents be restricted from speaking in school board meetings?

Almost never. "This nation is founded on the profound national commitment to the principle that debate of public issues shall be uninhibited, robust, and wide open. And that it may well include vehement, caustic, and sometimes unpleasantly sharp attacks on government and public officials." - US Supreme Court. Rigorous and open debate is the cure, not the disease.

2ND AMENDMENT

Teachers who are licensed to carry should be allowed to carry guns at school.

This issue is quite contentious and likely needs more consideration than the undefined "licensed to carry" which means different things in different states - many Constitutional carry states require no license at all. In general I think the 2nd Amendment is pretty plain - 'shall not be infringed.' But, I think carrying in schools requires more thought, and there are very good models to follow.
