Statement from Jayme Stevenson, Candidate for Congress Following Supreme Court Decision on Roe v. Wade:

...“With the repeal of the landmark Roe v. Wade Supreme Court decision, the medical equity mil-lions of women have understood to be their right for 50 years is now gone.

“No matter a woman’s views on the deeply personal abortion issue, women are afraid and frustrated, and they feel as if their voices no longer matter. In short, they’re feeling “less than.” And that’s not acceptable.

“As the Republican candidate for Connecticut’s Fourth Congressional District, I pledge to work tirelessly as your representative to restore our hard-fought rights and protect medical equality for all women.

Jim Himes has had more than 13 years to codify women’s rights at the federal level but has failed to act. We must elect more women to Congress. I’m the only candidate in this race with the experience to represent the generations of Fourth District women who demand more than political rhetoric. As your Congresswoman, I pledge to fight for the individual rights of women and all Americans.

...

“Additionally, we must work with parents and young adults, so women and men are informed and aware of all the options available to avoid an unwanted pregnancy. Making birth control readily available and affordable is a common sense step to keeping abortion legal and rare. Further, we must continue to empower people to take personal responsibility for their choices.

“The Supreme Court’s ruling to overturn Roe has reignited the fight to protect and strengthen women’s rights. As your Congresswoman, I will be a champion for women and families.” [emphasis added]

QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Agree

I am pro-choice because I believe abortion is a personal decision. However, I also believe that in order to respect people’s personal opinions, they should know their hard-earned tax dollars are not being used to fund elective abortions.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Neutral

This is a complicated issue that I think should be left up to the states

Under what circumstances should abortion be allowed?

I support codifying Roe v. Wade. I believe in all cases before 15 weeks. I also believe that we must always ensure that we protect the life and health of the mother. I would not be in favor of limiting access to abortions in the case where a rape or incest has occurred.

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Strongly Disagree

We need to spend less time discussing inequality and spending more time discussing ways to lift people out of poverty. Prior to the pandemic, African Americans and Latinos saw increased wage growth at record rates. We should return to these policies and inequality will largely resolve itself.

The government should cut spending in order to reduce the national debt.

Strongly Agree

It should also cut spending to reduce inflation. As Democrat economist Larry Summers indicated, federal spending has been a major driver of inflation. Wages are no longer keeping up with costs.

What changes, if any, should be made to the tax code?

We should ensure that Americans can deduct their local taxes. These localities are closest to the people and are responsible for funding our public schools and our police forces.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Agree

The First Amendment is first for a reason. We should ensure that people are able to exercise their liberties. I believe the more limited the government, the less these rights will be at risk.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

I believe that public accommodations - like restaurants and hotel rooms - should be available to all people. However, small business owners, churches, and religious organizations should never be forced to go against their fundamental beliefs.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

I believe private employers should have broad latitude on setting office policies provided they do not violate the individual rights of their citizens. The government must respect the reasonable decisions of all of its citizens. Healthcare is an incredibly personal topic and should be left up to the individual wherever possible.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

I believe we must ensure that Medicaid and Medicare remain solvent and put on a stronger footing. I also support the CHIP program for low-income children. As we exit the pandemic, we may need to make more health resources available to children, particularly in the areas of mental health. To afford this, however, we need to be careful how we spend money elsewhere.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

The United States should always look first to our national interest. We know that when America is weak our enemies are emboldened. This does not mean we remain isolated. We should seek friendship with fellow democracies and work to protect our collective interests.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

I am proud that the United States played a key role in the Abraham Accords - which brought peace and trade between the UAE, Morocco, Bahrain and Israel. Few people thought this would ever occur. It shows America’s special ability to bring people together in the cause of peace. Targeting Israel through BDS would undo this good work. It is also, frankly anti-Semitic. One can criticize Israeli policies - but to target the one Jewish-majority state is unacceptable.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

I am relieved that Americans are finally waking up to this threat. We need to figure out ways to move our supply chains out of this hostile country so we can make ourselves more secure. We need to upgrade our capabilities against them as quickly as possible and I will lead the charge on this while in Congress. As we learned from the recent events in Ukraine, our enemies will attack our allies when they view America as weak. We must not make this mistake in Taiwan.

What should the United States do to help eradicate the threat of Islamic terrorism?

This district was heavily impacted by 9/11. We must take the fight to the terrorists and never be afraid to call out those who would harm American citizens. We know that most Muslims are peaceful (and are themselves frequently harmed by Islamic Terrorism). We must build coalitions with moderate Muslim countries, our European allies and all those impacted by terrorism. After the disastrous pullout from Afghanistan, we should ensure our intelligence community is keeping a close watch on events there. I was horrified to learn that Al Qaeda’s top leader had returned to Kabul - but am pleased our military was able to eliminate him. This would have never occurred had President Biden listened to his military advisors.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

An insecure border is dangerous for all American residents - whether they are citizens or not. We know at least 40 alleged terrorists have used the recent chaos on our border to gain entry into the US. Enough fentanyl has crossed the border this year to kill every American. We need to be thoughtful about securing the border. Recognize that internal enforcement is needed, that we need to make it harder for employers to hire those who break our laws and use technology to improve enforcement.

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Agree

We must be careful how we handle this issue. I do not want police forces to lose funding because of the decisions by their politicians. We know that crime in places like New York will quickly spill over to Connecticut. However, these cities frequently rely on federal transportation and housing subsidies. Politicians love to trumpet their ability to bring these home. Congress should consider cutting off these funds in order to ensure they are not defying federal law.

Who should be allowed to immigrate to the U.S. and under what circumstances?

We need to prioritize those who have helped Americans fight our wars abroad (including Afghanistan and Iraq). We should also ensure those who need legitimate asylum can claim entry. We also want to welcome students - particularly in the STEM fields, as many of them are likely to create the jobs of tomorrow. We should welcome entrepreneurs and high-skilled immigrants who will contribute to our economy. We are facing a worker shortage and we may be able to fill some of this with less-skilled workers as well.

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Agree

I have recently signed a letter urging Congress to pass the Respect for Marriage Act - which would codify same-sex and interracial marriage. I hope Congress takes this opportunity to affirm the equality of all of its citizens. If it fails to do so, I will be proud to lead on this issue in Congress. All Americans deserve to be treated equally by their government. I will also ensure that religious groups have their civil rights protected as well.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

We always have room to become a more perfect union. I will always fight against racism and any form of bigotry. I believe the American people are fundamentally good and want our country to be fair and equal. I will promote those American values when I am in Congress.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Disagree

Government should provide every eligible citizen who wants to vote a photographic identification card. This way we protect the integrity of elections while ensuring no eligible voter faces significant burden. I want it to be easy to vote and hard to cheat. I will always look for ways to expand access to elections and to ensure these elections are honest. The integrity of our elected government relies on citizens feeling that elections are conducted fairly.

What laws would you propose to change present voting practices?

I would end mail-in voting. We should use those resources to ensure that polling stations are more accessible and that those with disabilities are able to have their ballots certified in a way that guarantees their privacy and access to polls.

EQUALITY

Reparations should be given to people on the basis of race.

Strongly Disagree

No one should receive special treatment or punishment due to the sins of their ancestors. I want to create a society that brings opportunity to neglected groups. Sadly, we see that neglect in Fairfield County. Countless politicians have promised jobs and growth to places like Bridgeport. These people are still left behind. I will fight to ensure we revitalize this community - which includes many groups who have historically been excluded from all of the privileges of American citizenship.

Is racism a threat to domestic security in the United States? Why or why not?

Racism is a threat to domestic security. So is anti-semitism, homophobia, and any other prejudice that treats any group as an other. We must guard against that kind of thinking through proper education. But government can provide an example here. I recently signed a letter urging Congress to pass the Respect for Marriage Act - which would codify same-sex and interracial marriage. I hope Congress takes this opportunity to affirm the equality of all of its citizens. If it fails to do so, I will be proud to lead on this issue in Congress.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Agree

I support an all of the above energy strategy. We know that natural gas can be a reliable and clean bridge fuel as we make other clean energy options more reliable. We must ensure that we have regulatory certainty so that any extraction can be done safely and that investors have confidence their products will get to market

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

Sadly, some of the permitting rules that have blocked the construction of coal and nuclear plants are now being used to block the construction of wind, tidal and hydroelectric power. We need a thorough review of our national energy policy so that entrepreneurs can bring more energy to market and make the US an energy leader. We need a proper balance. Some environmental policies have harmed jobs and even been used to block the construction of clean energy sources. However, we in Connecticut rely on Long Island Sound for our economy. We must ensure the fish we catch, and the water we swim in are clean and remain protected.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Strongly Agree

Police officers have an incredibly difficult job and must make life and death decisions in a moment’s notice. We must ensure that we have proper civilian oversight of police forces. However, if an officer does everything by the book and according to his training, there is no reason he or she should be subject to a lawsuit. This would actually treat this profession worse than most others. Doctors, for example, benefit from certain legal safe harbors in many states in which they cannot be sued for

I support redirecting funds from police departments to mental health and community programs.

Disagree

We can have a strong police force and have more funding for a robust mental health system. To ensure we have the best, most honest, and well-trained police forces - we need to pay the best people. We also need to train them. This costs a significant amount of money. Cutting these funds puts officers in danger and increases the likelihood that accidents will occur in the line of duty. I also believe we need to invest more in mental health - particularly in the wake of the recent pandemic.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

We must ensure that people can pass criminal background checks. As your congresswoman, I will ensure the recent enhancements to this system are being implemented robustly. I will also ensure we stay on top of any loopholes and problems that are allowing dangerous criminals to get their hands on firearms.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Neutral

It would need to depend on the circumstances of the case. I am worried about any industry getting special favor or being treated worse than others. I would want to ensure that all laws treat all legal industries equally. Victims should have the right to sue any who caused them harm and all defendants need to be entitled they are treated fairly before the law.
