Tax incentives to out-of-state businesses or foreign investors, KDHE as it oversteps the constitutional right/responsibility of Kansas citizens to care for themselves, reduce the amount of time those holding state offices must meet as too much time is spent making new laws that are unconstitutional and unnecessary
