QUESTIONNAIRE

RIGHT TO LIFE

Human life deserves legal protection from conception until natural death.

Strongly Agree

The lives of human embryos created through artificial methods ought to be protected from purposeful destruction.

Choose not to answer

Under what circumstances should an elective abortion be allowed?

Choose not to answer.

Abortion providers, including Planned Parenthood, should receive taxpayer funds from federal, state, or local governments (including Title X grants).

Neutral

Per the Constitution a State issue, I am not in favor of Federal taxpayer funds being utilized.

The Comstock Act, which bans interstate transportation of abortion-inducing drugs, should be enforced.

Agree

I support enforcement of the Acts/Laws of Congress.

ECONOMY

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

I will utilize my 40 years of government/business experience/performance and work with Gov. Scott to carefully transform VT from a business unfriendly state into a business friendly state; from a state to leave to a productive economy state to stay, live, and thrive. Key to this is VT finally, after 25 years, having moderate, balanced representation in DC that actually supports free enterprise/individual prosperity, not the Socialism/progressive left false promises that have failed Vermont.

People who can afford to pay more taxes should do so in order to provide relief for working families.

Strongly Agree

The top 1% of earners pay 40-45% of federal income tax, and the 2017 TCJA as extended has lowered taxes for middle income Americans, per the IRS. Vermont has become unaffordable. Among many increased burdens on individuals and businesses, which is why folks and businesses are leaving, we have experienced substantial tax increases, such as property tax increasing an average of 9% over the last 7 years. The progressive left has failed Vermont. Common-sense GOP representation is the answer.

The government should cut spending in order to reduce the national debt.

Strongly Agree

I support balanced budgets. The national debt is approaching crisis level as we are above 120% of GDP. I have demonstrated discipline and the ability/willingness to make harder right over easier wrong decisions and I will do so in Congress because rampant overspending is literally leveraging the future of young Americans, including my 4 children.

List your top 3-5 priorities to eliminate government waste.

1. Healthcare Fraud/Waste/Abuse; Foreign Assistance programs; Washington, DC; Defense; Intelligence Community. I have direct experience in each of these areas, including using AI to identify and prevent Healthcare F/W/A, and there is much to be done to reduce wasteful overspending, re-prioritize savings and the spending of taxpayer dollars, and to operate under a balanced budget.

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Choose not to answer

What does "separation of church and state" mean to you?

From the Constitution, Amendment 1: "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof".

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.

Medicaid and Medicare will remain available. Healthcare costs have skyrocketed despite many years of false promises about lowering costs from grandstanding Vermont politicians who publicly berate Healthcare executives but then never take the next step to enact policy or even legislation to actually address costs/access/quality. I intend to take that next step to seek solutions to lower costs and improve Healthcare across the United States, and especially in rural areas (most of Vermont).

The government should keep a database of people with various ongoing medical illnesses to assess the economic burden of treatment.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

US foreign policy and foreign relations should be based on improving the security and economy of the United States.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Agree

Is the United States' relationship with Israel important, and if so why?

Yes, the US relationship with Israel is important as many Americans have ties to Israel and Israel contributes to improving the security and economy of the United States.

Islamic terrorism is a threat to the United States' national security.

Strongly Agree

Unfortunately there are organizations, including Islamic terrorists, that have beliefs and desires to destroy America. Islamic terrorism is a threat to the US, including the possible use of nuclear weapons on American soil.

IMMIGRATION

Who should be allowed to immigrate to the U.S. and under what circumstances?

The United States has established immigration laws. We are a Nation of immigrants. Both Democrats and Republicans have avoided immigration reform for decades. I intend to propose common-sense immigration reform based on Democrat Representative Barbara Jordan's proposal.

I support the existence of sanctuary cities to protect undocumented persons.

Disagree

Sanctuary decisions by are made by state and city jurisdictions. Most of the states, including Vermont, are experiencing an exodus, most of the cities have a serious crime problem. I do not support the idea of not cooperating with Federal authorities, but I do recognize that state/local law enforcement needs to focus on state/local law enforcement and public safety. I support deporting criminals not here legally. I do not support trying to track down/deport every undocumented person.

EDUCATION

I support eliminating the U.S. Department of Education and giving control back to states and communities.

Neutral

I support states and communities controlling and making decisions about education; that's one of the tenets of the Constitution. Another tenet is limited government - much of our federal government has become extremely bloated, costly, and in some cases counter-productive. I would consider actions related to the Dept of Education and other federal agencies. Education is supposed to be a state issue, and one of the problems facing Education is the high cost from too many administrative layers.

Foreign governments should be prohibited from funding American education.

VALUES

Attempts to physically or socially transition a child to the opposite sex constitute child abuse.

Neutral

I do not support physically or socially transitioning a child.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Neutral

Marriage is a God-ordained, sacred and legal union.

Briefly describe your spiritual beliefs and values.

I am Catholic. I attend Mass regularly at Annunciation Church in Ludlow, VT. Our Pledge of Allegiance states "one Nation under God, indivisible, with Liberty and Justice for all" and I believe in all of that.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Disagree

I am in favor of photo ID, as are the overwhelming majority of Americans.

EQUALITY

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Agree

ENERGY & ENVIRONMENT

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

Nuclear power. I realize that some Vermonters might not want for instance Vermont Yankee to re-open, however electricity demand is growing substantially. Nuclear power is the most reliable, cleanest, safest, lowest cost, and independent/US solution.

ABOUT YOU

Have you ever been penalized for sexual misconduct in either civil or criminal court? If so, please explain.

No

Have you ever been convicted of a felony? If so, please explain.

No

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Moderate

I consider myself a Moderate. Graduating West Point 42 years ago I took the same Constitutional Oath as members of Congress, it has no duration. Today some politicians are not fulfilling that Oath, they want America to be something different than about individual rights and opportunity, something more like Socialism. I will listen and collaborate with anyone on any ideas to form a more perfect union and deliver results - which by Constitutional design come from somewhere in the middle.

CRIMINAL JUSTICE & PUBLIC SAFETY

Government has a responsibility to protect children from sexual exploitation during online activities.

Agree

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

I support protecting the rights of law-abiding citizens to own firearms while also taking steps to reduce gun violence. Reasonable measures include stronger enforcement against illegal gun trafficking, temporary removal of firearms from people who pose a clear danger to themselves or others with due process protections, and safe storage encouragement to prevent accidents and unauthorized access. The goal should be to reduce violence and save lives while respecting Constitutional rights.
