What changes, if any, should be made to the tax code?
Taxes are a “necessary evil”. “Necessary” because they are needed to fund government’s essential purpose, which is to protect our personhood, property and religious freedom, but “evil” because each dollar taken by the government in taxes is one less dollar from the private economy, and private choice in economic decision-making is generally better than government. In addition, all taxes distort cost and pricing signals by imposing an “artificial” cost on whatever activity is taxed, and therefore hinder the efficient allocation of resources (an exception being where there are externalties associated with the activity). For all these reasons, I support a tax policy that funds the essential, limited function of government, and that features low marginal tax rates on a broad spectrum of economic activity. So, I disfavor special tax treatments for this or that special interest or economic activity. In Kansas, the state’s overall take from the private economy is too high and there are too many special interest credits and deductions in our tax code. We need to lower marginal income tax rates and property tax mill rates, while reducing or eliminating special-interest tax breaks. We also should adjust property valuations (used to determine property taxes) and income tax brackets for inflation. Kansas’s high taxes (property, sales and income) cause businesses to leave or to locate new plants and offices in neighboring states, a number of which (for example, Iowa, Oklahoma and Arkansas) have recently lowered their taxes. Many people, especially retirees, leave the state to avoid high taxes. Kiplinger recently rated Kansas as the sixth least tax-friendly state for middle-class families. The state Senate recently voted on a constitutional amendment that would require a super majority in both houses to raise taxes. It failed to advance by a couple of votes. I support that amendment. Such super-majority requirements for raising taxes have worked well in other states to encourage state government to hew more closely to its essential purpose and to use taxpayer money more efficiently. Kansas should learn from the success in sister states and adopt a law requiring a super-majority for tax increases.

Kansas has a balanced budget. In fact, we have a budget surplus. We need to return money to the taxpayers.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

The only exception would be those businesses who discriminate based on race or ethnicity and claim the discrimination to be grounded in their moral or religious beliefs. That would be illegal under our civil rights laws and the US constitution.
Under what circumstances can government close churches?
It's hard to imagine a cricumstance when the government's closing of chruches or synagogues or mosques or buddhist/hindu temples or any other religious buidlings would be legal because to do so would violate the the right of religious freedom guaranteed by the first amendment of the U.S. Constitution.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

Where a disease is particularly virulent with kids such as mumps or chickenpox or measels. Where adults are involved it should be left to the decision of private employers and individual employees.

Law enforcement should be given the resources needed to develop confidential informants so that the activities of suspicious individuals can be monitored both here and abroad. County clerks should be more vigilant about removing voters from roles who have not voted for two election cycles and do not respond to inquiries about whether they are still elibigble to vote in the state or locale. Mail-in ballots should only be counted if they comport with the law in every particular and are received by the election day. Mail-in and absentee ballots received before the election day should be counted before, so that there is little or no delay of days or weeks for them to be counted. The Supreme Court needs to make clear that courts or executive branch officials cannot change voting rules and practices without legislative approval. In Kansas, just before the last election, the governor entered into a consent decree with the ACLU and other liberal groups that changed voter registration laws without legislative knowledge or involvement. A Pennsylvania state court changed the rules just before the 2020 election without legislative approval.

I believe the vast majority of Americans are conscious of America's struggle with race relations since its founding and of the great strides we've made to improve them in 200 plus years. I believe the vast majority of Americans try very hard to be fair and non-discriminating in their dealings with those of different races. There are, however, extremists and rablerousers of all races and ethinicities and both ends of the political spectrum who from time to time threaten our domestic security. We need to rid law enforcement of its few bad apples and give law enforecment much needed financial and moral support to protect us from all threats, whether racially motivated or not.
