QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should abortion be allowed?

I am 100% Pro-life, and I am opposed to abortion. When I am Attorney General, it will be my privilege to be the attorney standing at the podium defending the Value Them Both amendment.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

ECONOMY

What changes, if any, should be made to the tax code?

Tax policy should be set by the legislature. As a fiscal conservative, I believe that it is the role of executive branch officials like the Attorney General to run a tight ship and do the best job they can with the resources they are given. I will never ask the legislature to raise your taxes to pad my budget.

What government spending would you reduce in order to balance the budget?

We can reduce waste in the Attorney General's office by avoiding political stunts and focusing on serious, necessary litigation. Furthermore, I intend to be in court myself on serious issues instead of hiring expensive, out-of-state attorneys to do my job for me.

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Under what circumstances can government close churches?

None. Churches should not have been closed to to COVID, and our Attorney General should stand up against future lockdowns.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

Healthcare policy should be made by the government closest to the people- state and local government. I oppose one-size-fits all mandates from Washington and will fight for our legislature's ability to make these policy decisions.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Government entities should not ever require vaccinations.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

I am the only candidate in this race who has actually prosecuted Islamic terrorists. I prosecuted the terrorists responsible for the USS Cole bombing as well as two homegrown Islamic terrorists here in Kansas. During my time in the Department of Justice, I served as the National Security Coordinator for Kansas. Keeping the homeland safe from terrorists requires that law enforcement and national security professionals at all levels communicate and work together. I can bring all of these partners to the table to keep Kansas safe because I spent a career doing it.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

The next Attorney General will have to sue the Biden Administration to get them to enforce the border. I will be prepared to do so right away.

Who should be allowed to immigrate to the U.S. and under what circumstances?

People who are coming to our country for the right reasons should be allowed to immigrate to the United States. But they must respect the laws of our country in doing so. We cannot turn a blind eye to people whose first action upon entering our country is a criminal one. Immigration laws are written by Congress, but they must be enforced through cooperation of all levels of government.

EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Strongly Agree

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

In Federalist 55, James Madison noted that our system requires “sufficient virtue among men for self-government,” or else “nothing less than the chains of despotism can restrain them from destroying and devouring one another.”

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

Choose not to answer

The power to define marriage as a legal institution ought to reside with the legislature. As a Christian, I believe that marriage also exists as a spiritual institution, created by God and not subject to the authority of any government. No religious institution should be forced to perform any religious ceremony, including marriage, that goes against their beliefs.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I am a lifelong, devout, mass-attending Catholic. I am involved in my church community and all three of my children attended Catholic schools.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

What laws would you propose to change present voting practices?

The job of the Attorney General is to enforce the law, including election laws. I will take all allegations of criminal activity seriously. I am proud that Kansas has been recognized as one of the strongest states in the union for election integrity, and I hope the legislature will keep working to make our elections the safest and fairest in the nation.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

As the National Security Coordinator for Kansas, I witnessed, thwarted, and prosecuted multiple attempted terrorist attacks. Several of these were motivated by radical Islamic extremism and one of them was a racially motivated plot to murder Somali refugees. Beliefs don't blow up buildings or murder innocent people- bad people do. We cannot extinguish evil from our society. Whatever label you give it, some people will choose to murder innocents. As the Attorney General of Kansas, I will continue to fight to keep Kansans safe from violent extremists, whatever their beliefs.

Reparations should be given to people on the basis of race.

Strongly Disagree

ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A. The government in Washington has gone far beyond reasonable and necessary protections for our environment and natural resources. As Attorney General, I am prepared to stand up for Kansans, whether they are farmers and rangers, business owners, or everyday people who are suffering from burdensome and illegal federal overreach.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Agree

ABOUT YOU

What do you think is the general purpose of government?

Government is constituted by the people in order to provide protections for our most fundamental rights, among which are life liberty and property. We need some government to keep us safe and protect our society. But government does not and should not exist to regulate every detail of our lives.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

Kansas Attorney General Debate June 15, 2022: www.youtube.com/watch?v=2rUW9yd9OPM Interview about Tony's appearance at CPAC: www.omny.fm/shows/john-whitmer-show/tony-mattivi-interview-2-27-22

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

My first priority as Attorney General is keeping Kansas Safe. The AG is the state's chief law enforcement official, and yet I am the only law enforcement professional running for the job. I am the attorney in the race with the most complex case experience and the strongest track record of winning in the court room. No other candidate is better prepared to keep you safe and to defend your constitutional liberties in court.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Strongly Agree

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

Police in our state are under-resourced and under siege at a time when the crime rate is rising. We cannot divert resources from police departments. I do believe that making investments in our broken mental health system is essential, but we should not defund the police to do it.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

We don't need more gun laws. I will fight to defend the 2nd amendment rights of Kansans. I will also fight to put criminals away, especially those who use firearms to commit serious offenses.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree
