Under what circumstances should abortion be allowed?
When the mother's life is at stake. I do not believe any institution or government should make this decision. The mother or family should make this very difficult and personal decision.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
We must focus on protecting human life rather than protecting people from being offended. Law enforcement needs to investigate those publicly sympathetic to suicide bombers and other forms of terrorism and remove terrorist cells from our country.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
C - the best way to make healthcare available to everyone is to create policy and competition that will make health care affordable to everyone. Bureaucracy must be reduced.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Never. I do not agree with any justification for current vaccine mandates. If we don't have our medical freedom, we're not free.
ECONOMY
What changes, if any, should be made to the tax code?
In general, I support simplifying the tax code and creating an even playing field. I support moving towards a flat tax and sales tax reduction. I encourage tax relief, as opposed to government subsidy. I support repealing the gas tax, long-term car tax, and unconstitutional capital gains income tax.
What government spending would you reduce in order to balance the budget?
Our budget is balanced, but we are over-investing in public transportation and government oversight. I would encourage defunding any government program that could be better resolved through the private sector.
Taxpayer-funded public education should be guaranteed through college.

2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
I'm more concerned about the attack on our 2nd amendment rights, than restrictions on gun ownership. I do not support gun-free zones, which leave the zone defenseless to law breakers. I support well-trained, armed teachers and guards at our schools, but do understand that mental illness needs more attention. Until we see less instability in the mental health of the culture, our people and institutions must be protected and secured.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

What else would you like voters to know about you, including your legislative priorities?
My grandfather, Joe Cotta Jr, was born in Portugal. After immigrating to America, he planted vineyards in CA, where I became a 4th generation grape grower. I was raised on my father’s vineyard near Lodi, CA, where I developed a strong work ethic, values, and a passion for farming. I also met my high school sweetheart, Jenni, and wife of the last 21 years. I received my BS in Plant Science from the California State University, Fresno in 2001 and MS in Horticulture from the UC Davis in 2003. I worked as a viticulturist and grower relations representative in the North Coast of California for an International Wine Company, before spending 5 years owning and directing a vineyard and consulting business near St. Louis, MO, serving throughout the Mid-West. I moved to the Tri-Cities in 2009 to manage 1000 acres of vineyard, where I have become very active in the wine-growing industry, serving on several committees, with responsibility in political advocacy and union negotiation. I attend Calvary Chapel Tri-cities where I am involved with several ministries, including 3 years of jail ministry, substance abuse recovery at U-Turn for Christ, adoption ministry, as well as youth and adult ministries that require frequent bible teaching. These ministries have allowed me to learn the needs of our families, children, leaders, criminals, and victims of injustice. Jenni and I have 5 kids ages: 18, 15, 13, 13, and 12. We have a couple of adoptions on the bottom end. I love my kids dearly, so it has been difficult to watch them struggle, like so many of our kids, under the poor leadership of our state. My 18-year-old led high school mask protests and publicly spoke against mandates. My 15-year-old left a youth organization he loved, due to mandatory mask requirements. They made a stand for individual liberties and against policies that were harmful to the people observing them. I am proud of my boys standing for their beliefs, even when it required personal sacrifice. I am running to restore individual liberties. Our religious, medical, election, educational and 2nd amendment liberties are all under attack. Our safety is also deteriorating. The dramatic increase in crime, under the current democratic majority’s leadership, followed by implementation of the restriction of “use of force” and “pursuit” laws are a danger to citizens. Empowerment must be restored to our law enforcement. Loving your neighbor means protecting and defending your neighbor’s liberty. That’s why I became passionate about political leadership. I watched several neighbors be put on unpaid leave, lose their jobs, or lose medical care, due to standing up for their medical freedom. I also watched families struggle to manage overwhelming burdens, due to the bad educational environment forced on our kids. Private schools became overwhelmed with applicants from parents concerned that their children would not receive adequate education. Others couldn’t afford that expense. The stresses on our culture have led to increased adversity for farmers, business owners, medical professionals, pastors and teachers. There is nothing I’d rather be doing than farming, building up relationships with my wife and five kids, and teaching the love of God to anyone who wishes to know more about Him. However, those amazing responsibilities and freedoms are being increasingly tainted and corrupted by poor political leadership and I’m no longer satisfied with limited political involvement. By serving Washington state, I will protect and defend our liberties. I will fight to bring back good principles, freedom, and law and order, and I will honor God with my legislative responsibilities. I would be honored to have your support to restore our 8th district.

America was founded and the Constitution written by our founding fathers to allow ALL our citizens the freedom to exercise their religion. It was built on the belief that we are “One Nation Under God.” My faith is grounded on the inerrancy of the Bible. In simple terms, I believe that Jesus Christ bore the wrath of God that we all deserve on the cross. He then rose from the dead to restore us into an eternal relationship with Him, if we accept His payment on our behalf. Forgiveness and a renewed relationship with God are the best gifts of all.

Racism certainly exists, but I do not believe it is a threat to domestic security. Lawlessness is a threat to domestic security. I believe people should be judged by the content of their character, not the color of their skin.
Reparations should be given to people on the basis of race.

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
A - less regulation is needed to create a sustainable, prosperous economy. Our farmers and business owners want and deserve a level playing field. Overregulation from the government is crippling our farms and businesses by driving up costs and creating advantages for those businesses that do not need to comply with the regulations. We need and must provide foreign and domestic policies that encourage free market principles, to allow the hard work of farmers and business owners to be rewarded.
I support the use of hydraulic fracking to extract oil and natural gas resources.
