Under what circumstances should abortion be allowed?

I have voted in favor of legislation that provides exemptions (for rape and incest) because the overall policy advances the priority of protecting life. However, I personally believe there are no circumstances under which abortion should be allowed unless the life of the mother is at risk.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We must be ever vigilant in protecting our homeland to ensure all of our citizens can live in peace and security, this includes enhancing border and port security and strengthening immigration policies to keep terrorists from ever entering the U.S. I believe America, and the world, will be a safer place if the United States takes a leadership role in addressing the global challenge of radical islamic terrorism. My objective is to ensure we bring the full capabilities of our armed forces to bear in meeting the reality of the threats facing the United States and to project power around the globe to deter our adversaries and defeat radical extremism abroad with the support of allies and partners in the Middle East.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

The “Father of the Constitution” James Madison said it best when he identified the imperfect and fallen nature of man as the need for limited government and separate powers when he wrote in Federalist 51 that, “if men were angels, no government would be necessary. If angels were to govern men, neither external nor internal controls on governmnet be necessary.”

Briefly describe your spiritual beliefs and values.

I am a practicing Christian that is active in the faith community on Capitol Hill through weekly Bible studies and the Congressional Prayer Caucus. My faith grounds my public service in an environment that can often be very combative and frustrating. Daily prayer reminds me that despite our political differences many of my fellow Members agree on the values of integrity, service and personal sacrifice that can bring us together to advance our nation. The great commandment exhortation to love your neighbor serves as the foundation for my commitment to public service as I strive to serve God and the people I represent.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Obamacare has not fulfilled the promises that Democrats made to the American people. When Obamacare passed, Americans were expecting patient protections and affordable care. Since Obamacare was enacted, we’ve seen people lose their coverage, insurance companies abandon exchanges, and families left with few, if any,choices for health care. Costs are so high that it isn’t care. When one asks, “Can I afford health care?”, and the answer is far too often, “No.” In contrast to the Democrats’ approach to health care, Republicans have advanced and continue to work on transparent,innovative, and consumer-driven solutions to lower costs, inject more choice into the system, and put people back in control of their health care decisions. In the meantime, Republicans have also focused on a better health care future for all. We have passed legislatiom to protect vulnerable populations,combat the opioid crisis, promote research into cures and innovative treatments, and improve veterans' care.

What role should government play in boosting the economy?

This Congress and Administration have been relentless in rolling back job-crushing federal red-tape. How refreshing it has been to get government out of the way, cut down on thousands of pages of regulations, and unleash our economy’s true potential. A hallmark of the work we accomplished this Congress was preventing over a dozen Obama-era regulations from becoming law through the Congressional Review Act (CRA). The House also passed the REINS Act as a check on the federal ruling making process that requires Congressional approval for new regulations imposing over $100 million in costs. Simply put, our government is too large, and I’m proud of the steps taken to cut back the pages and pages of job-killing regulations. There is still more to be done to limit the size and scope of the federal government, and I will continue to be active in advancing this priority.

What changes should be made to the tax code?

Congress passed and the President signed the Tax Cuts and Jobs Act. This makes the tax code much simpler for working-class Americans, while simultaneously protecting more of their hard-earned paychecks. I was proud to cast my vote in favor of a plan that means bigger paychecks, fairer taxes, and more jobs for Virginians. This pro-family, pro-growth plan for tax reform was inspired by hardworking men and women across the country who are struggling under the current tax code. This tax-relief plan will give our economy the boost it so desperately needs, by simplifying our broken tax code and putting more money back in the pockets of hard-working Americans.

What is the best way to bring down unemployment?

This Congress has made great strides towards getting our economy back on track. However, businesses across our nation are struggling to find qualified workers. A shortage of a skilled workers poses a threat to economic growth. That’s where STEM and career and technical education (CTE) programs come in. STEM and CTE programs, like those reauthorized in the Carl D Perkins Act this year, bridge the skills gap by providing our students with useful and applicable experiences to enter today’s workforce prepared for success and provide in-demand alternatives to those desiring a non-college track. Bridging the gap here has been a major priority of mine. I have already held CTE symposiums in the district to connect education institutions with local businesses and the private sector, and help ensure the curriculum for our students reflects the needs our workforce.

How would you guarantee Social Security benefits for future generations?

Social Security has served our nation well, providing retirement security for millions of Americans. This program must be saved to ensure the long-term sustainability of Social Security. Congress should not change Social Security eligibility rules or benefits for anyone currently enrolled in these programs or for those who are close to retirement. I believe we must honor the commitment to current beneficiaries and those who are nearing enrollment.

What education or experience qualifies you to hold the office for which you seek election?

My extensive experience in public office has given me the honor to represent the First District starting from a member of the Montross Town Council to United State Congress. My positions as Town Council Member, Member of the Board of Supervisors, Mayor, Member of the Virginia House of Delegates, and now Congress give me a unique perspective that the federal government must take a measured approach in the regulation and mandates they craft to encourage ingenuity and prevent costly and unreasonable mandateson states and localities.
