QUESTIONNAIRE
RIGHT TO LIFE
Under what circumstances should abortion be allowed?
I don't believe abortions should be allowed, I believe that life begins at conception and that life is protected under our Constitution.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).
Strongly Agree
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.
Strongly Disagree
I believe euthanasia is morally wrong, however I strongly agree that all means possible should be engaged to provide a peaceful and painless passing. As Director of Social Services at our local nursing home, I had the opportunity to sit at the bedside of many dying residents. Conversations about death and dying are difficult but physicians should be required to provide all of the possible outcomes from proposed treatments and openly discuss the results of extraordinary measures.
ECONOMY
What changes, if any, should be made to the tax code?
Taxes should be reduced, when possible, throughout the tax code. I believe overspending has become a problem for our government. I'd rather see a reduction in spending which results in a reduction of taxes.
What government spending would you reduce in order to balance the budget?
I believe there is an overall need of reduction, in multiple areas.
Taxpayer-funded public education should be guaranteed through college.
Disagree
I believe that all citizens should have the chance to further their education, but I disagree that college should be taxpayer funded. Many students leave high school with plans to learn a trade or follow in the family business without further education. Providing free tuition to others, would be an unfair distribution of our taxpayer funds. I would encourage employer "pay back" programs to encourage employment in rural areas and to fill a community need.
RELIGIOUS LIBERTY
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.
Disagree
I don't believe any business should be required to provide a service if the service violates their moral and/or religious beliefs. Government should be limited as much as possible in private businesses or our personal lives as this would be an overreach of government.
Under what circumstances can government close churches?
I don't believe governments should be allowed to close churches. If there is imminent danger which could cause immediate harm, churches can make the decision to close. I'm sure they would have concern for the safety of their parishioners and do not need government interference.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
B. I have witnessed "healthcare for all" in Canada, and it doesn't work. I know our system is flawed but socialized medicine isn't the answer. I believe people should pay a portion for taxpayer funded healthcare, as funds allow, and there should be an incentive to move off of taxpayer funded healthcare.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
I believe health decisions should be between an individual and their physician.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
Any terrorist that would cause harm to Americans should not be tolerated, however I would prefer that we concentrate our energies within our country, safeguarding its citizens prior to offering aid throughout the world. We need to secure our borders and truly vet those who enter.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

IMMIGRATION
The U.S. should do more to physically secure the southern border.
Strongly Agree
I don't disagree with immigration, but I believe that people should be required to follow the legal channels. The Southern states are taking on the brunt of the cost and hardship and I can see how illegal immigration could cripple a state's resources.
Who should be allowed to immigrate to the U.S. and under what circumstances?
I believe immigration should be denied to anyone not willing to pledge allegiance to the United States. Those who apply to come to the United States must agree to recognize and comply with our laws and Constitution.
EDUCATION
I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.
Agree
I believe that options for schooling will only improve the quality of education.
VALUES
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.
Neutral
I believe Judeo-Christian values established a framework of morality however, I do not believe it is necessary for our system of limited government. In fact, Amendment I of the Constitution indicates that "Congress shall make no law respecting an establishment of religion", so I believe we have to be very careful when limiting any religion that is otherwise lawful and within the bounds of our other constitutional rights and freedoms.
I support adding gender identity as a specially protected class in non-discrimination laws.
Disagree
Adding gender identity to the category of the protected class in these non-discrimination laws, would open these laws up to all sorts of other situations and criteria. The laws themselves could become irrelevant.
Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition
Neutral
I believe marriage is a God-ordained union and a sacrament that is between God, man and woman. However, a legal union is not God-ordained, but simply a contract between two people. Government should have limited involvement in citizen's private lives.
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.
Strongly Disagree
Briefly describe your spiritual beliefs and values.
I am a Christian and as such, I believe we are called to love one another. Jesus said this was one of the greatest commandments. I believe all humanity was created in the image of God and therefore has value and we should treat each other accordingly.
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Strongly Disagree
What laws would you propose to change present voting practices?
Voting should only be allowed with photo identification that clearly identifies you as an eligible voter.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
I believe hatred is threat to domestic security in the United States and it is fueled by entities with an agenda.
Reparations should be given to people on the basis of race.
Strongly Disagree
I don't believe the government can "punish" citizens with reparations of crimes they have not committed.
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
Neither of these two statements fit my view. I believe laws and regulations should only be imposed if there is a known value to them. Government over-regulation has hurt many industries without benefit to the public. Open, transparent, and objective studies should be required prior to the imposition of regulations.
I support the use of hydraulic fracking to extract oil and natural gas resources.
Agree
I believe that energy independence is necessary to reduce our involvement in issues overseas. Each situation needs to be weighed against this consequence.
ABOUT YOU
What do you think is the general purpose of government?
Government is rooted in the power of the people and is there to serve the people while infringing on their rights as little as possible. Government jurisdiction should be at the local level.
When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?
Conservative
Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).
Any public information can be located on my facebook page. Kathy Frelich for ND House Representative GOP District 15
Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.
No
What else would you like voters to know about you, including your legislative priorities?
I have a long history of work in various human service fields. I have seen what over-regulation can do to an otherwise well-meaning agency. I understand the necessity of checks and balances to maintain standards, but often the over-regulation of services impedes the desired outcome. My legislative priorities will include fiscal responsibility and limited government while providing for the needs of my District. I believe there is a tenuous balance between personal freedom and meeting the needs of the public and I plan to vote accordingly to maintain this balance.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.
Disagree
Police officers should be held accountable for their actions if their actions are outside of the scope of the law. If a police officer's actions are within departmental policy, they should be immune. However, if the department's policy encourages action, outside of the law, then the department should be liable.
I support redirecting funds from police departments to mental health and community programs.
Disagree
I believe we need to support police departments so that they can employ people who are worthy of the position, however I agree that mental health programs would be a great service to all communities.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
The Second Amendment states "the right of the people to keep and bear Arms, shall not be infringed."
Victims of gun violence should be able to sue firearms dealers and manufacturers.
Neutral
I would only agree if the sale or the manufacturing of the firearm itself was unlawful. Where would this stop? Are we to make car dealerships responsible for violence "caused" with a vehicle?
