QUESTIONNAIRE
RIGHT TO LIFE
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).
Strongly Agree
I support developing policies that support women facing unwanted pregnancies using resources to serve them such that the taking of a human life is not one of the options unless & only the life of the mother is medically threatened. If Planned Parenthood limited services to medical care, counseling, educating, providing adoption &/or other placement services, etc. that support "life," I would consider continuing government funding of it. Stigmas must be removed and giving life celebrated.
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.
Agree
In certain extreme cases where suffering is severe and prognosis is terminal and functionality is no longer possible, I am not opposed to the patient having a choice to shorten their life.
Under what circumstances should abortion be allowed?
In the case of a medical threat to the life of the mother only. I believe we should work toward educating young women to report rape and incest to a doctor who should be able to provide a medication such as or similar to the Plan B pill that will prevent a pregnancy from occurring and that she receive counseling and support for several months thereafter until she has found as much peace as she is likely to find that enables her to go forward in peace.
ECONOMY
Redistribution of income is needed to lessen the gap between the wealthy and working classes.
Disagree
Straight redistribution of income is counter productive to the optimum human condition. It is important that people experience the dignity that is achieved with completing an honest day's work and simple redistribution of wealth that does not consider that social benefit.
The government should cut spending in order to reduce the national debt.
Strongly Agree
I believe this step along with a deep look at each department of government to eliminate waste and bloat would be a path to reducing the national debt.
What changes, if any, should be made to the tax code?
1) Return social security income for seniors to distribution without taxing it. The government has had access to all the social security money that was withheld from every individual for their entire work career so I propose that it is fair that in exchange, seniors should receive their payments without having to pay tax on it. Had they not paid that withholding to the government for that period of time they could have amassed on their own funds that would accommodate them in retirement. 2) Increase the threshold of inheritance tax levied to inheritance in excess of $2,000,000. 3) Reduce Capital Gains taxes to 5% for taxpayers currently in the 15% category.
RELIGIOUS LIBERTY
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
Agree
A main purpose of of the United States of America was to establish a nation where men were free to worship God in whatever manner he chose and we must maintain and support that provision
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.
Strongly Disagree
Generally, individuals and businesses serving the public should provide those services to the public unless the reason for declining such services involves an event that violates their moral and/or religious beliefs. For example, services should be provided without question to people of ethnic diversity or sexual preference, but should not be required to support a specific event that violates their moral or religious beliefs, such as a same sex or bi-racial wedding ceremony.
What should be the relationship between the church and the state?
One of respect, accommodation and freedom of speech. The separation of church and the state is important and should be upheld to assure that the church is never in control of the state and the state never takes control of the church. That means that it is government overreach to issue a mandate that a church must close, however a church should certainly be respectful of and support government recommendations that are made for the public health if they are valid. By the same token, church leaders should certainly be free to guide their members to object to and speak out against civil laws that violate their religious beliefs.
HEALTHCARE
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Only under the circumstance where the medical studies have established without question the efficacy and safety of the vaccine in question. In those cases, and especially in the case of a communicable virus that has terminal aspects, for the public health it would seem acceptable to require such a vaccine in the case of travel, employment and schools. In my opinion, the COVID vaccines have not been vetted to the point where they should have been required. Rather, the information should have been presented to the public and the public allowed to make their own personal choices. I believe had it been done properly and consistently by the health officials and CDC we would have seen a higher rate of vaccination than we did. Also, vaccines should never have been mandated to maintain their livelihood for people who had natural immunity from having had the virus. There was every bit as much evidence that they had immunity superior to the vaccine and yet lost their jobs......insane.
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
Option B providing for government funded healthcare for those who need it and private healthcare options for those who choose it seems to allow for the freedom of choice that we prefer in this country and most closely matches my current view on healthcare. However, the question begs deeper study in terms of the feasibility of funding the program if it remains two pronged. It is a very complicated question. For example, healthcare clubs seem to be working satisfactorily for members, which requires deeper review. Also of concern is the quality of healthcare experienced in countries that have put universal healthcare for all citizens in place. I am not convinced that this produces the quality and frequency of healthcare desired. So, I do not support Option A guaranteeing government funded healthcare for all until further study reveals better quality than it appears. By the same token, I do not support abolishing all forms of tax-payer funded health care. I suppose at this point I have to say the jury is still out and needing much more study and information on this matter.
NATIONAL SECURITY
With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.
I support the United States selectively helping countries that are working toward establishing democracy and fighting tyranny in their country but stepping in to intervene whenever freedom is threatened is not our call so should be done selectively and upon request only if or when all else has failed. The United States should definitely place as much importance and attention on issues regarding our own sovereignty as we do on other countries.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.
Disagree
I support the State of Israel and continued peace accords between Palestine and Israel.
The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.
Agree
It is very important at this moment in time to assert our strength in the world as I trust that Chinese Communist Party is watching and waiting for the opportune time to make a strategic military move against the independence of Taiwan and emerge as the global super power they wish to be. I believe they interpret developments in the US indicate withdrawal/weakness & if we do not reclaim our position of strength by standing firm against the immerging radical ideology, they will move against us.
What should the United States do to help eradicate the threat of Islamic terrorism?
Enforce our immigration laws and deport radical terrorists who have slipped across our borders.......focus in on those in our country with connections to radical Islamic terrorist organization and ideology. Keep a diligent eye on threats to our homeland, search the dark web for growing threats and obliterate them. Allow the proper constitutional reference to God as a central foundation of the United States to stand prominently on our currency, our public buildings, in the consciousness of our citizens and reestablish the pledge of allegiance in our schools. If anyone is offended by the pledge of allegiance to the United States of America they are in the wrong place and we should assist them in seeking comfortable surroundings elsewhere.
IMMIGRATION
The U.S. should do more to physically secure the southern border.
Strongly Agree
If we want to remain a sovereign country we MUST secure the southern border. The lethal drugs and their mules must be repelled/destroyed. The terrorists who want to blow us up must be repelled along with gang members. Migrants seeking a better life must be registered and sent home with a plan for seeking entry into the US LEGALLY. If the President is not willing to reverse the policies that were working prior to his inauguration, the Congress is empowered by Article I Section 8 to act.
State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.
Strongly Agree
If a city can figure out a way to act as a sanctuary city without first having to break federal immigration laws......fine. If there are state or federal laws broken in the process of getting to a sanctuary city, the city is then obliged to turn the law breaker over to the proper authority for prosecution. If they refuse they should not receive state or federal funds.
Who should be allowed to immigrate to the U.S. and under what circumstances?
Immediate family members of US Citizens, foreign born citizens, asylum seekers, & refugees who desire to make their life in America and assimilate to the American way of life. They must be registered providing complete contact information, vetted to determine compliance with law & order in their country of origin and pledge their allegiance to the United States of America. There should be an orderly system of authorizing entry to the US and issuance of green cards that allows a balance of approvals across the various status categories, country of origin, level of education, vocational capabilities that is both practical for the United States and humane for the immigrant.
VALUES
Sexual orientation and gender identity should be protected classes in non-discrimination laws.
Agree
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.
Strongly Disagree
Any institution in the United States of America that is fundamentally racist should be held unconstitutional because the constitution/Declaration of Independence deems ALL MEN to be created equal and holds certain truths to be self evident and as such endowed by their Creator to the unalienable right to Life, Liberty and the Pursuit of Happiness.
Briefly describe your spiritual beliefs and values.
I believe in God Our Father, maker of Heaven & Earth. I believe in His son, Jesus Christ who showed us the way to live life on this earth. I believe in showing kindness to your brothers and sisters and that we are all created in the image of God. I believe that he loves us all equally and has given us freedom of choice that we would all choose Him. I believe that we are One Nation Under God. I long for healing in this Nation. I value integrity above all other things in this world as it is the only possession I have that cannot be taken from me. I value human life and believe it deserves to be protected. I value the constitution and the blessings of living my life in the United States of America.....the land of opportunity.
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Strongly Disagree
Election Integrity means to me that every eligible United States citizen who has registered to vote has the right, privilege and responsibility to cast one vote per primary, run-off or general election, either in person or by REQUESTED absentee ballot should they be unable to vote in person for any given election. I believe a government issued photo I.D. must be presented in order to cast your vote to certify that you are you and that you are the same individual who registered to vote.
What laws would you propose to change present voting practices?
I have drafted a bill making it a punishable federal offense for any court, official (elected or otherwise), group, or individual to change, override or usurp the Rules, Regulations or Procedures (times, places and manners) as set forth by the State Legislature of the State wherein the election takes place pursuant to Article I Section 4. And that should any such offense occur it will be prosecuted by the U.S. Department of Justice and if a guilt verdict is rendered, the offender will be subject to serving 2-5 years in a federal penitentiary. I would also propose a law barring the distribution of any unrequested ballots allowing only requested ballots to be mailed out as absentee ballots as well as barring the use of scattered voting boxes for the collection of completed ballots. Ballots would need to be mailed via USPS or deposited in a box positioned with outside access at the Election Commission and removal from the locked box inside the election commission by a bipartisan team of election workers and secured in a locked box until counted. I would also propose that absentee ballots be counted in a secured location beginning when the polls open on Election Day under the watch of trained poll watchers. I would propose that every state employ the use of paper ballots to back up and reconcile against the voting machine totals as protection against potential voting machine being set to calculate weighted votes for candidates.
EQUALITY
Reparations should be given to people on the basis of race.
Neutral
Because I haven't seen a proposal for providing reparations that establishes adequately how to determine who should receive them and why, who should pay them and why, and how it would be rolled out so until then I remain Neutral.
Is racism a threat to domestic security in the United States? Why or why not?
Absolutely........racist white supremacy groups are known to be a violent threat to domestic security in The United States because they thrive on expressing their aggression and misguided ideology in a violent, destructive manner. Supported by the House of Representatives Homeland Security Committee - Sub Committee on Intelligence and Counterterrorism transnational white supremacy groups were identified as also having influence in the United States and efforts were underway to thwart the activities of the groups they identified in their sub committee report as of April 2021.
ENERGY & ENVIRONMENT
I support the use of hydraulic fracking to extract oil and natural gas resources.
Agree
With fracking, any water pollution, noise or chemical toxins can be controlled so I believe the upside of fracking, lowers gas prices at the pump, jobs and increases energy independence outweigh the downside of not allowing it....causing us to produce less oil and depend more on other countries for oil & gas. Also, as we prepare to transition to natural gas, when it is fracked it burns cleaner than oil or coal which nets less carbon in the atmosphere and thus is good for the climate.
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. Option A is a known factor....Option B is conjecture. We must strive to continue reducing our carbon output as we have been but within reason so we do not cripple the country while we prepare to transition to cleaner energy. I propose that we continue to drill and return to energy independence while we transition to cleaner energy and when we are ready to change over we will be in a position to do so without jeopardizing our stability.
ABOUT YOU
When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?
Conservative
I support Life, the Constitution, the 2nd Amendment, Fiscal Responsibility, Legal Immigration, Law & Order and Election Integrity. I thoroughly believe we must use common sense in governing and come together to resolve our multitude of problems.
Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).
I would suggest the recent candidate forum taped on May 19, 2022 sponsored by the University of Tennessee and USA TODAY at Lipscombe University in Nashville, Tennessee; WANT FM98.9 Radio Interview with MJ Lucas @ 9am Thursday, May 26, 2022; also, see responses to Candidate Questionnaire on line at www.Ballotpedia.com
Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.
No.
What else would you like voters to know about you, including your legislative priorities?
1) I intend to focus my attention on being a true representative of the constituents of the 5th District. I want them to use the "Talk to Me" feature on my website to ask me questions about issues or where I stand on issues and to share their concerns with me......either way, I will respond directly......during the campaign and during my term in the House. 2) I am committed to take my Common Sense to Washington to work WITH all of my colleagues in a collaborative way to solve the serious problems we are facing in this country right now and do away with the political standoff that prevails in Congress at this time. I have the tools in my kit to build teams, solve problems, balance budgets and accomplish reaching consensus on what is best for the people of this country. 3) I believe that this year we should stop electing partisan politicians and lawyers and start electing each other......citizens with life experience and common sense who will commit to working together to solve our problems and I believe we need to make this change this year. 3) I will commit to a self-imposed term limit unless we have elected enough common sense citizens to the house and the senate this year who will co-sponsor and pass a bill establishing Term Limits for the Legislative Branch of our government......a bill that I believe is long overdue.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.
Neutral
Police officers should be personally immune from personal prosecution provided it is clear that the departmental policy has been followed to the letter.......this creates a complicated determination whether or not that policy was followed without question.....who makes that determination and when? Perhaps in cases of prosecutable actions on the part of a police officer the department fields prosecutions or conduct hearings when there is occasion to raise questions about officer conduct on duty.
I support redirecting funds from police departments to mental health and community programs.
Strongly Disagree
I support directing more funds to police departments to add a support layer to provide counsel to officers, determine their suitability for service in general and on a given day when they may not be equipped to properly conduct themselves consistent with departmental policy. The job of an officer is dangerous, challenging, emotionally impactful & difficult in the best of circumstances and they must deal with the worst of circumstances all day long....a support team to ready them for what comes
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
I support background checks, reasonable waiting periods for gun purchases.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
Strongly Disagree
Manufacturers: Other than in cases where the manufacturer is responsible for the malfunction in the firearm that causes injury to a victim.......they should have no liability for gun violence victim injuries. Firearms Dealers: outside of a circumstance where a firearms dealers disregards employing a background check or prescribe waiting period prior to transferring a firearm to a purchaser, they should have no liability for gun violence victim injuries.
