I am not an expert in this field and haven't researched this subject enough to give a proper detailed response, however, it appears that one of the major underlying issues is the obesity epidemic we face. our current issue on that front has as a baseline led to a reduction of youth that would even qualify for service.

The border is expansive, and physical barriers and manpower alone will not amount to much. in regard to immigration, to quote Neil diamond, "on the boats and on the planes, they coming to America." ~40% of undocumented immigrants arrive via plane, and overstaying visas is another portion of the numbers for undocumented immigration, in reference to trafficking & other issues, sensors, and modern technology paired with good relations with Mexico will go a lot farther than physical barriers.
