Under what circumstances should abortion be allowed?
I am 100% prolife, from conception to natural death.

ECONOMY
What changes, if any, should be made to the tax code?
The federal tax code should have all marginal tax rates (and capital gains tax rates) reduced across the board for both individuals and corporations. All else equal, lower taxes across help stimulate gross domestic product and private sector jobs growth. In addition, the tax code should be simplified and applied consistently between sectors and geographies. When the tax code carves out exceptions and credits unevenly between sectors (sometimes in proportion to campaign support and lobbying activities) it makes the code susceptible to political corruption and favoritism.
What government spending would you reduce in order to balance the budget?
Given the state’s precarious credit rating (among the worst in the country!), and the recessionary flags for our economy, I would focus on reducing expenditures across the board, paying down debt, and lowering taxes. Approximately two-thirds of the California budget relates to public education and health and human services, categories for which waste, fraud, and abuse are persistently well-represented. I would audit these departments immediately and demand accountability and results as necessary conditions for further appropriation. I would also start enforcing the GANN Limit (also known as the State Appropriations Limit) which restricts the growth of government spending and requires excess revenue be returned to the taxpayer. Unfortunately, sneaky politicians find ways to exploit loopholes in the law and circumvent these restrictions, with the consequence of growing government well in excess of population growth. This failed strategy displaces private investment, overburdens our people with crippling taxation, and slows the pace of economic growth.
Taxpayer-funded public education should be guaranteed through college.

Per-student spending in California ranks near the top when compared to all other states; yet student achievement and test scores in traditional disciplines (e.g., reading, writing, mathematics) rank near the absolute bottom; which reveals a disconnect between government spending and academic achievement in California's public schools. The education budget is the state's single greatest appropriation (mostly directed to compensation schemes); and frankly, there is very little accountability.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Under what circumstances can government close churches?
Religious freedom is a key component of the First Amendment, and a key basis for our country's independence and constitutional foundation. Our laws should respect the freedom to worship and assemble.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
I support the long-term migration to Health Savings Accounts for outpatient care, with annual budgetary appropriations and roll-over status for unused funds, which can provide consumers with every incentive to price discriminate, keep costs down, and compete for service. The current system is expensive (beyond any reasonable market equilibrium for individual services) because consumers are largely subsidized by government (in some cases, entirely) without any personal stake or incentive to price discriminate, and because health care providers similarly have little incentive to reduce prices. Ultimately, we need to create a competitive marketplace for healthcare service.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Under no circumstances should government (or government agencies) require vaccinations. Vaccinations involve private healthcare decisions that should be limited to individuals and their doctors, based on individual healthcare conditions, risks, and ethical dispositions. Period.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
The United States should respond to direct threats and attacks on our people, swiftly and decisively. However, as to the critical engagement of foreign WAR involving other countries, this should be reserved only for the most serious threats to U.S. national security; only as measures of last resort; only by constitutional declaration; and only under the banner of the United States flag to which our young service personnel have pledged allegiance. Never as the basis for foreign political entanglements or nation-building endeavors that have nothing to do with our national interests; never under the banner of foreign flags or transnational global organizations; and never as pretext for subversion of our civil liberties at home.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

As a sovereign country, Israel should have the right to defend itself and promote its own national policies and interests. In this sense, I do not agree with the so-called BDS movement. However, the United States should seriously re-evaluate the degree to which it subsidizes foreign countries throughout the world. We do not want to create a permanent dependency on United States taxpayers, or morph our country into the global policeman and permanent mediator of foreign disputes. #AmericaFirst.
IMMIGRATION
The U.S. should do more to physically secure the southern border.

Illegal immigration should be discouraged across the board, on economic, security, and humanitarian grounds. Every year, thousands of illegal immigrants die crossing the border illegally (including women and children), and those who survive the dangerous journey are exploited and victimized in unimaginable ways, while undermining order and equilibrium in our economic sectors. By contrast, I support legal immigration and believe that orderly and efficient immigration is great for our country;
Who should be allowed to immigrate to the U.S. and under what circumstances?
Legal immigration should be tied to the human capital needs of our economy. I support annual evaluations of key economic sectors, by geography, to determine where labor needs exist (and where American citizens cannot otherwise fulfill the demand for labor in timely or efficient ways), and then structure legal immigration levels in sensible ways to respond to the economic need -- whether in agriculture and service sector employment, or high technology and specialized medical fields, as the case may be. Unfortunately, our legal immigration system is arbitrary, slow, inefficient, and disconnected from the human capital needs of our economy. Our system should be deliberate, thoughtful, faster, and flexible enough to adjust to evolving needs of our economy. I also support guest worker programs where they might be efficient to administer. Finally, under all circumstances, new entrants into the country should come in orderly fashion and be encouraged to assimilate and integrate into our culture, language, and way of life.
EDUCATION
I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

This issue is exceptionally personal to me, because I am a survivor of a decrepit public school education. In fact, my public high school was ranked in the bottom 10 percent of public schools in California, when I was a student. It is only through hard work, raw ambition for self-improvement, and the grace of God, that I survived a terrible public education and went on to graduate from Harvard and Stanford universities. I support school choice and school vouchers 100%.

What laws would you propose to change present voting practices?
I support periodic audits of the voter rolls to eliminate duplication, deceased voters, and those individuals who have relocated and registered to vote in other geographies and jurisdictions. As Council Member and past Mayor of a city that was previously victimized by documented instances of voter fraud, I also support valid photo identification (e.g., driver license, passport, etc.) at the time of voting.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
While we cannot totally eradicate racism (or crime or hate) in all its forms and manifestations, I believe the goodwill of our fellow Americans has come a long way in recent generations and we have never had a better basis for race relations than we do today. Our institutions have also evolved in favorable ways. I believe the best path forward is to treat each other with respect, to judge others based on the content of character and not color of skin, and to think of ourselves as Americans first. I also encourage young people from minority working class communities to never think of themselves as "victims" and to avoid feelings of anger and bitterness based on race; and instead to channel their energy to hard work, self-improvement, and friendship with people of all backgrounds.
Reparations should be given to people on the basis of race.

What else would you like voters to know about you, including your legislative priorities?
California’s financial crisis is the consequence of severe mismanagement and poor leadership by reckless politicians. Our credit rating ranks near the bottom with only six states in a worse predicament (including Illinois which is just about to fall apart for the same trajectory of mismanagement now afflicting California). Our reliance on debt is greater than ever, with higher interest payments both in absolute dollars and as share of the state’s budget. Our debt-to-GDP ratio now approximates the levels experienced by peripheral Eurozone countries which just 10 years ago faced austerity measures and near collapse. Unfunded pension liabilities now exceed a staggering $1 trillion, presenting the single greatest threat to the long-term financial stability of the state. Our business climate is the worst in the country, with excessive taxation, crippling fees and burdensome regulations destroying jobs and livelihoods, and contributing to unprecedented levels of migration from California to more favorable states. The list goes on ... As mayor and council member of Cudahy, a working-class community where nearly one-third of my constituents live in poverty, I have observed firsthand the pernicious effects of failed policies by state government. Like most of my hard-working residents, I have had enough! I believe the time has come for an independent watchdog (free from the single-party political apparatus of Sacramento) to serve as a check and balance on a state government run amok. I feel called in this moment to step forward as the candidate of the people, to restore public trust, and to advocate for policies that place citizens first.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I support the police and believe the vast majority of police officers are decent, honorable, and hard working. However, I oppose the "police state" and believe that law enforcement should focus on safety of people and property, and not on subverting personal freedom, right-to-worship, private property rights, or contrarian political ideas (that are different from the majority party). In those very limited cases where constitutional rights are violated, there should be legal recourse.
I support redirecting funds from police departments to mental health and community programs.

While I disagree with a "de-funding" strategy for basic police services, I do demand fiscal discipline and accountability across the board, from every agency of government including law enforcement agencies. We must use our resources wisely, avoid waste and abuse of taxpayer funds, and avert tax increases under any circumstance.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
I support the 2nd amendment and the right for law-abiding citizens to protect themselves and their families. I believe reasonable restrictions on gun ownership are appropriate for felons, criminals with violent histories, or people suffering from clinical mental health issues.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
