QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should abortion be allowed?

Abortion should be allowed only when deemed medically necessary to save the life of the mother.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Public funding of abortion providers is morally reprehensible.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Disagree

The sanctity of life must be protected.

ECONOMY

What changes, if any, should be made to the tax code?

The Colorado tax code should be simplified. State tax filings should not require a Federal filing in order to be completed. We should end sales taxes on food, put a moratorium on the gasoline tax, and significantly reduce taxes on retirees.

What government spending would you reduce in order to balance the budget?

In the State legislature, there are many so-called social programs that were never the proper role of Government to begin with. I'd start with the ones that are not expressly authorized by State Constitution.

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

I strongly disagree, Government funding would be too easily mismanaged and exploited with a program such as that.

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

That is a violation of the First Amendment.

Under what circumstances can government close churches?

That would be in conflict with the First Amendment, so government should never have the power to close churches.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

I am very much against government forcing or coercing civilians to accept any vaccination or other medical procedure. The Government can and does require certain vaccinations for its servicemembers (an all-volunteer force) to be able to deploy, and as a former military officer, I am okay with requiring vaccinations of servicemembers provided the vaccines are fully tested and FDA-approved, not just provisionally, and provided that religious exemptions are available. Experimenting on our service members is inappropriate and it can also pose a threat to our national security.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

The Federal Government needs to take its role in immigration and customs enforcement more seriously, including vetting immigrants more thoroughly, deporting anyone who comes here illegally or overstays their visa, and not turning a blind eye to neighborhoods where radical Islamists attempt to replace U.S. law with Sharia Law. Perhaps more importantly, we need to understand that our interference (including covert CIA exploits) in the affairs of other countries has unintended consequences, or a blowback effect.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

I strongly disagree with the BDS movement.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

Strongly Agree. Much of the illegal immigration today supports human trafficking and drug cartels and is a clear and present danger to our national security and a threat to the safety of law-abiding citizens and their right to life, liberty and the pursuit of happiness. Colorado should join with the 28 Governors who are protecting our borders through the new Memorandum of Understanding that all states secure our southern border together.

Who should be allowed to immigrate to the U.S. and under what circumstances?

As the child of a proud naturalized citizen who came to the U.S. 60 years ago and followed the process, I have always believed that English language proficiency and a demonstrated understanding of our history and civics should continue to be required. And as a former military officer who served with immigrants, I also think that those who serve honorably in our military for several years should be given priority consideration although not a guarantee.

EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Strongly Agree

Colorado has a strong school choice culture including public charter school options, but we can do even better in the area of tax credits and voucher programs, and I'll always fight for parents' rights to direct their own children's education.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

Agree

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

CRT, marxist ideology, and other forms of indoctrination have no place in our schools. We must teach what matters most in order for our children to be able to compete in the global market: reading, writing, arithmetic and science are at the core of what our children need.

Briefly describe your spiritual beliefs and values.

I am a Christian. My values derive from the Judeo-Christian heritage that I was blessed to grow up with, and the belief that there is only one God, the Creator.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

Proof of citizenship must be required to register to vote, and a government-issued photo ID should be required to cast a ballot. We require IDs in schools, to drive a car, get on a plane, or even enter a government building. Requiring an ID to vote is not discriminatory it prevents fraud.

What laws would you propose to change present voting practices?

Confidence in elections is the bedrock of democracy. In Colorado, that confidence has been shaken by a system that automatically registers every driver, sends out mail ballots to every voter without requesting one, fails to update voter rolls when voters die or move away, and automatically changes registrations to “unaffiliated” when a driver’s license is renewed unless the voter specifically reaffirms a party preference. These issues all need to be addressed, but most of all we need a return to 100% paper ballots as we cannot trust our elections to be in the hands of Dominion’s electronic voting machines.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

To the extent that certain politicians seek to divide us by race or ethnicity rather than unite us as citizens of one country, yes, this is a threat to our security as a country. Institutionalized racism in the form of affirmative action, reverse discrimination, or “equity” as it’s now referred, does not get us closer to Martin Luther King Jr.’s ideal that we would judge a man by the content of his character and not by the color of his skin.

Reparations should be given to people on the basis of race.

Strongly Disagree

ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A. In time, we WILL transition to green energy, including safer nuclear power such as thorium, but this should be driven by free markets, not government mandates.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Agree

ABOUT YOU

What do you think is the general purpose of government?

The legitimate purpose of Government is to protect the lives and the rights of its citizens. Under our Federalist system, the Federal government has a duty to protect the borders and guard against invasion, while the States are free to focus on protecting their citizens, whether that be from each other, from corporations, or even from an overreaching Federal government.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Conservative

I consider myself a Constitutional Conservative. I am pro-life, pro-liberty, and pro-America.

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

I am a regular citizen and not a career politician so there is limited media. People can vet me through social media and see that I have historically been solid in my conservative views and have not veered from this based on swiftly changing public opinions. https://www.coloradopolitics.com/energy-and-environment/new-faces-emerge-in-state-races-following-assemblies/article_7252098f-bef0-5323-90a9-bfb19ac282b2.html Here are some examples of what was said about me in my 2015 run for City Council. https://gazette.com/government/insights-at-large-joe-woyte/article_38aca84c-a053-5d5c-9d5b-789c737a6c4a.html https://www.ppcitizensforlife.org/ppcfl-local-election-candidate-survey-results/

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No!

What else would you like voters to know about you, including your legislative priorities?

Through hundreds of conversations, I've learned that our community’s top priorities currently are Education, Election Integrity, and Healthcare Freedom. • I’ll be a champion for parents’ rights to direct their children's education, and of local control of curriculum without federal or state interference. • Because confidence in our elections is critical, we need common sense election integrity reforms, like requiring photo IDs to vote, paper ballots, and an end to ballot harvesting. • Medical decisions should be made by patients consulting with their healthcare providers, not dictated by governments… So, I’ll fight for every Coloradans' right to make your own healthcare decisions, without government interference or mandates.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

Yes, but there are limits to this doctrine. Just as it is not a defense for a member of the military to say he was “just following orders” in obeying an unlawful order (as with war crimes), "departmental policy" is not an excuse to violate the rights of our citizens.

I support redirecting funds from police departments to mental health and community programs.

Disagree

We have nonprofit agencies that can fill this role. Colorado has more nonprofit agencies than almost any other state in the nation, and a strong spirit of charity.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

We already have plenty of restrictions on lawful gun owners. We need to enforce these laws with violent criminals, not take away the right of law-abiding citizens to defend themselves.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

Should you also be able to sue the manufacturer of a hammer, or of an automobile, if someone intentionally hits you with one? No, of course not.
