I would seriously look at every item on the budget to find spending that is not necessary and cut budgets that are not using money that is being used.

The first amendment specifically prohibits government interference with individual religious practices. However, should an organized religious group pose a threat to their members or others then the government should act as it then becomes a criminal matter

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Know Childhood diseases should be required but this is common practice in many states at this time. Governments should only allow vaccinations when a vaccine has been properly vetted using establish practices such as those set forth by the FDA as based upon the Nuremberg Code.

What should the United States do to help eradicate the threat of Islamic terrorism?
I believe that when I last heard only about 10% of Muslims are what could be considered terrorists. The US needs to distinguish between those who sincerely practice Islam and those who would pervert the message of the faith

The Constitution is clear that Congress has the responsibility of setting the laws for immigration. With that said I believe that we should enforce the laws that exist and that everyone seeking to enter this country should be vetted and that those with criminal backgrounds, especially those of a violent nature should not be allowed in.

Is racism a threat to domestic security in the United States? Why or why not?
It is a sad reality that relations between individuals in this country have reached the point that they are today. Having grown up in the 1960's I remember the civil rights movement and all that Dr. King and others worked for, while not forgotten and in theory still in effect, seems to have been placed on the back burner. We as American have a sad history on how we have treated races that are not in the majority, and we forget individuals that were nonwhite that gave their lives for this country. Crispus Attucks, a black man, is sometimes considered by many to be the first casualty of the Revolutionary War if you consider the Boston Massacre as the beginning of the that war. To the extent that we forget that we are all equal as human beings before God racism is a national security threat. Racism, in all forms, needs to be addressed and if forms of racism become violent, then appropriate action should be taken, whether it is white on black or black on white or any race against any other race no matter what it is action should be taken to ensure the public safety of our society as a whole. The argument is often given that our founders commented on the equality of all men in the Declaration of Independence and were hypocritical as some of them were slave owners. This is true it cannot be denied historically, however, these men were influenced by the society of their times and even though we look back on it as wrong we cannot be held accountable in the present for their views at that time. Thankfully, many of the same men had the foresight to limit the importation of slaves after 1808 with the idea that slavery would not be a sustainable establishment in the long run. The Constitution was set up by these individuals but as the preamble states, the Constitution was set up for them at the time and we are their posterity. We are their posterity and it is our responsibility to correct the mistakes that were leftover. That is up to the people of this country through their elected representatives, and it is the responsibility of the representatives to be intimately acquainted and connected with the interests and circumstances of their constituents

What do you think is the general purpose of government?
Governments have been established for the purpose of protecting the God-given rights of individuals. It is a social contract between those that are governed and those that are given the responsibility of governing whereby the governed abdicate some of their rights in order to allow the government to protect them. An example of this according to Bastiat is an individual's right to defend themselves but allows the government to establish law enforcement agencies to prosecute individuals that break the rules of society.

I'm a strong believer in individual rights and that these rights are given by God not the government. I believe as a representative elected by the people it is my job to ensure that those rights are protected and that my sole responsibility is to be aware of their concerns and circumstances. I must be guided by the Constitutions of the US in the State of Montana but I am there to represent them.

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

What restrictions on gun ownership are needed to protect public safety?
Gun ownership is a right of every citizen of this country that is legally qualified to own a weapon. I do not feel that violent felons or mentally incapacitated individuals should be allowed to own weapons. I do believe that gun ownership should be restored to individuals guilty of felons that are nonviolent or sexual in nature should be able to petition for the restoration of their gun rights.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
