Under what circumstances should abortion be allowed?

"Individual Choice" Abortion is a very complex, nuanced and neccessarily emotional issue. There's a line our legislature must draw and has drawn between banning abortion and infanticide (which represent the current extreme limits). I've been very consistent on this for over 30 years. Banning abortion in our State is highly prejudicial against those who don't have the resources to travel elsewhere for the procedure. I also believe we must allow for differences in individual faiths, moralities and values. We're not a homogenous population. At the other extreme, there's a line when the "procedure" crosses the line and destroys a viable life. This is repugnant to most of us. It's not victimless. And there is often long term psychological damage to all engaged, which is almost never discussed.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

ECONOMY

What changes, if any, should be made to the tax code?

Lower rates for repatriation of capital earned and held in foreign countries. More incentives for capital investment including faster depreciation. Equalization of rates for carried interest. Taxation of earnings on Non-profit endowments above modest growth and minimum annual disbursement levels. Reduce personal and SMB income rates for all returns less than $10MM in pre-tax income.

What government spending would you reduce in order to balance the budget?

Implement zero based budgeting across all departments and agencies. Implement sunset provisions on new programs, subject to biennial review and renew options. Mandate individual department/agency appropriation bills. Forbid the use of Omnibus funding. Reduce the size and scope of the Department of Education and provide annual block grants to each State.

Taxpayer-funded public education should be guaranteed through college.
