QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should abortion be allowed?

When the life of the mother is threatened by the pregnancy.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

If an abortion provider such as Planned Parenthood can make contributions to a political candidate that supports their position, they do not need to be funded by taxpayer dollars.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Disagree

I realize that people can find themselves in very difficult and painful circumstances where life is almost impossible to continue and I support their decisions to terminate life based on those realistic and difficult situations, but legalizing assisted suicide and euthanasia places the state in the precarious position of being unable to protect life from fraudulent and malevolent actors, or those people that cause death to suit their own needs or reasons.


ECONOMY

What changes, if any, should be made to the tax code?

I support eliminating the gross receipts tax because it unfairly treats small business and it discourages businesses from relocating to New Mexico. The property tax system needs to be reformed to eliminate tax lightning, lower rates and broaden the base from which the state derives its revenue. The food and medicine taxes may have been eliminated during the Richardson administration, but Democrats have replaced that revenue by doubling and even tripling the amount of tax we pay in order to replace the revenue lost. We need a more equitable way to distribute the tax burden.

What government spending would you reduce in order to balance the budget?

The state is required to balance its budget every year. Under the current governor, the 2022 budget is $8.4 billion, the 2021 budget was $7.4 billion, the 2020 budget was $7.6 billion, and the 2019 budget was $7.1 billion. Compared to the Governor Martinez budget in 2018 of $6.3 billion, you would think that Governor Lujan Grisham believes the New Mexico taxpayer is a bottomless pit of money.

Taxpayer-funded public education should be guaranteed through college.

College is supposed to be an institution of higher learning where students are making an investment of time and money to acquire the knowledge and skills that will enable them to compete for high paying jobs that justify their investment. By forcing lower income level taxpayers to foot the bill for students that will be on the road to higher income levels is hardly fair and equitable and it undermines the idea that college is a destination for excellence.


RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

This country was founded on the broad principles of liberty, religious or otherwise. Distasteful as that might seem sometimes, we have to honor our commitment to that ideal. We have enough diversity in our society and economy that provides goods and services without compelling any one entity to adhere to a general standard.

Under what circumstances can government close churches?

Government should not close churches. If we are affected by contagious disease, I would expect people to have the sense not to congregate in large gatherings.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C) Medicaid and Medicare should remain available, but we have to start realizing certain realities. Spending on Medicare has exploded since its inception and costs in healthcare have exploded because of government spending. There is a reason we have a market based economy; markets deliver goods and services in a more effective and efficient manner than government does. Who buys their home, car, television, smart phone or just about anything from the government? Big government socialists in this country like to point to Europe and claim they have a better system than we do because government funds healthcare and their system is better. But if you look a little more closely at European healthcare, you will see that they are struggling just as much as we are to lower costs, they are delivering less care and they are diverting patients from health centers to pharmacies. Some of the things we should be noticing here since greater government intervention in healthcare is the overall decline in our health as incidents of obesity and diabetes skyrocket. We would be much better off with a market based system.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

First, if a government, school or employer is going to require or mandate a vaccination, the government, school or employer should pay for it. Second, we better start thinking about how much of our fundamental liberty we are willing to surrender in some futile effort to achieve a society without risk, and where does personal responsibility begin and end.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

The United States appears to have defended itself rather well since 9/11 and I have nothing to add to the tactics currently in place.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

We have enough of our own issues to deal with without telling the Israelis and Palestinians how to deal with their issues. I do not support pressuring Israel to conduct themselves in any manner when it comes to Israel defending itself against forces that have attempted to destroy it since 1948.


IMMIGRATION

The U.S. should do more to physically secure the southern border.

The US maintains an adequate system utilizing both personnel and technology to secure the border. What it lacks right now is the leadership to deploy those resources in an effective manner that assures our citizens and the citizens of the world that foreign nationals that violate our laws will experience the appropriate consequences in a timely manner. The leadership appears to lack the will to enforce the law.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Since 1989, the US has taken in over 1 million immigrants per year, on average, since 1989. In essence, because the category of Immediate Relative of United States citizens has no numerical cap, this country has no control over the number of foreign nationals that can immigrate on a yearly basis. That is just not acceptable. We need a system that will allow us to control the level of immigration, something between 500,000 and 1 million per year, a system that will address our economic needs and limit family unification concerns. it is the family unification guidelines that encourages so much illegal immigration.


EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Under our current system of funding education, the money allocated by the state legislature is filtered through so much bureaucracy and administration before it gets to the student that the student gets a small percentage. Let's start with allocating the money to the student and have schools compete for that dollar.


VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

Even though I am not particularly religious, I have no doubt that certain things we value like individual rights and responsibilities, natural law and accountability to a higher power, and the commitment to the protection of life, find their genesis in the Judeo-Christian tradition.

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

I'm certainly not going to endorse the framework of Judeo-Christian values, which would argue for the acceptance of oneself as created, and then accept the proposition that one could change their identity to benefit oneself, in an arbitrary and capricious manner, from non-discrimination laws.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

I would imagine, going back in time, there has always been some type of governmental body that has concerned itself with the sexual activity of men and women because that activity produces children and, therefore, requires some form of regulation. Regardless of the religious values, it seems there may be a social interest in how children are brought into society, who they belong to and who is responsible for raising them so society continues in an optimal fashion.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

I suppose that when an individual or a group fails to succeed within a society that informally adopts standards or requirements, one reaction would be to question those standards or requirements and then gratuitously point to the racial history and resulting racial tension as causes for their failure. The problem, of course, is that many members of the group have managed to succeed at meeting the requirements and so we are left with the conclusion that CRT really j wants to eliminate standards.

Briefly describe your spiritual beliefs and values.

Given that there is no religious test for elective office in this country, I think it is extraordinarily curious to be asked this question. I'm happy to discuss beliefs with anyone that wants to discuss beliefs but I'm not interested in answering this question.


ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

We have diluted voting standards in this state to such a degree that the system itself is in question. That system requires a level of integrity that the electoral loser and supporters should accept the results. Mexico issues a voting card that contains a photo and the voter's address and it is free. I don't know why we cannot do that.

What laws would you propose to change present voting practices?

The state should issue a voter ID card and restrict absentee ballot use to voters that are actually absent.


EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

Because human nature is what it is, there will probably always be racism. What concerns me more is the false narrative that our society is dominated by victims and victimizers and the degree to which certain elements stress that people are victims. It is getting to the point that people that identify as victims believe they are not accountable for their criminal behavior because, as victims, they cannot be criminals.

Reparations should be given to people on the basis of race.

I'm not sure how it makes any sense that one group is entitled to reparations from another group unless it can be established that an identified group intentionally and actually harmed the victims. For instance, how do people that have never owned slaves owe reparations to people that have never been slaves?


ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A) Nothing in life comes without some type of cost, off set, or consequence. We have made tremendous advances in the search, mining, drilling, processing, refining, and distribution of natural resources. Does it make sense for a person to starve himself in order to avoid producing waste or do we figure out an effective and efficient way to deal with that waste.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Hydraulic fracking is a safe and effective way to produce oil and gas and has helped this country re-emerge as a global energy producer.


ABOUT YOU

What do you think is the general purpose of government?

It depends on the system that creates the government. Our States created the Constitution which created the Federal government. Therefore, state government has power not delegated by the Constitution to the Federal government but the Federal government has the authority to regulate the activity among the states, a sensible authority that prevents anarchy and chaos. The purpose of government, in that context, is to protect the rights of the people, to conduct activities necessary to the creation and maintenance of infrastructure, and defend the country against foreign enemies or the community from criminals.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Conservative

I believe that the free market works best in delivering goods and services to the people and that for a free market to exist, government must exist to ensure that individual rights are protected and that property is protected. Our Constitution limits the authority and scope of government to allow people the ability to make full use of their talents, intelligence, resources and energy in order to achieve success. Individual success leads to the success of the community.

What else would you like voters to know about you, including your legislative priorities?

We seem to have an attitude in this state, somewhat epitomized by Governor Lujan Grisham in her stated belief that New Mexico is a poverty state, that wealth is bad, that success is to be disparaged, mediocrity is satisfactory and that accountability is a negative. It's no wonder that people are leaving the state, business won't come to the state, we're losing doctors, nurses, teachers and law enforcement, crime is up, and New Mexico is one of the worst states when it comes to education. New Mexico and its people have so much potential to succeed if we chose the right leaders and implemented the right policies. The state is rich in natural resources like oil, gas, uranium, copper and rare earth minerals and has vast spaces in which to develop these resources. We have billions of acre feet of brackish water that can be desalinated for use if we make the right energy decisions. We have talented and brilliant people whose brain power can set all that in motion. When people are working together for a common goal, in this case, the creation of wealth, individual differences melt away and we realize that aspect of what it means to be an American because American is not an ethnicity or a culture, it is an idea. There are a significant number of people in this state that reject that idea and they are not interested in success. Hopefully, the creation of wealth will help them see the light and that they can improve. We don't have an equal distribution of talent or intelligence but nothing limits how hard a person can work or apply himself. I worked in the Federal government for 28 years and I have seen how mediocre government is and how it treats people. I have worked on a variety of political campaigns and have talked to thousands of people regarding their concerns for this state. They love the state and its people but they feel beat down by the political leaders. Therefore, my legislative priorities are to reduce the laws that are holding people back. It's very disappointing to not see any questions in this survey about regulations stifling our economy or how hard it is to attract business or how hard it is to start a business or get some type of license. I will also focus on anti-crime legislation that actually makes sense, because, without it, there is no safe community,


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Work environment and satisfaction is more important than pay.

I support redirecting funds from police departments to mental health and community programs.
