ECONOMY

What changes, if any, should be made to the tax code?

In times when the State of Colorado has surplus revenues that under TABOR must be returned to citizens, our legislators find increasingly innovative ways to spend these funds as opposed to actually refunding them. This has resulted in growing government and a bloated state budget. As such, our state income tax rate must be lowered so that funds stay with citizens from the beginning --rather than legislators and their special interests. Further, our property tax code is in desperate need of a complete overhaul. We have had a complex system of checks and balances with the Gallagher Amendment from 1982, and TABOR in 1992, however since the residential rate calculation portion of Gallagher was repealed in 2020, the determination of assessment rates are now under legislative control. We will experience a perfect storm with the statutory revaluation in 2023, and will see historic increases in residential property taxes unless intervention occurs -either from an assessment rate reduction, or a cap on tax increases.

What government spending would you reduce in order to balance the budget?

I believe that there are a number of state entities that do not serve citizens well, and / or exceed the scope of government responsibility. One of the most glaring in my opinion is the Department of Education -because this oversight belongs at the local level, not by a board who has no real ties to the various school districts and institutions they oversee. There are also a number of functions under the purview of the Department of Regulatory Agencies that could either be privatized, are redundant, or simply unnecessary. One example is the Public Utilities Commission, which is a board that is solely made up of governor-appointees, and does not have any accountability to those whose lives they impact. I strongly believe that this board should be elected -similar to the RTD board.

Under what circumstances can government close churches?

Government should not be able to close churches. This is a decision that should be made by the congregation and their leadership.

Vaccination is a personal choice, and there is not a situation where an entity should impose such a requirement on students, employees, or citizens.

Maintain a strong and technologically advanced military -with an emphasis on intelligence services and sanctions on those who provide funding and support to terrorist activities.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

I am a Christian who values our Constitution and our God given rights of life, liberty and the pursuit of happiness. Having spent most of my adult life living, raising children, working and volunteering in the same place that I grew up, I have a great love for Douglas County and the way of life that we've enjoyed -and that I see slipping away each year. I am a wife, mother and grandmother, and I decided to run to represent House District 45 because I just can't sit on the sidelines and watch this state continue to deteriorate. I want to be able to look my grandchildren in the eye and tell them that I tried my best to leave this world a better place for them. I will work tirelessly to restore Colorado to a place where businesses can prosper, our students are successful, communities are safe and citizens are heard.

What laws would you propose to change present voting practices?

Voter rolls should be audited every two years by the county Clerk & Recorder, and those no longer residing at the address they are registered should be purged from the rolls. This is one important step to ensure that votes are legitimately cast.

Is racism a threat to domestic security in the United States? Why or why not?

Racism is a threat to domestic security so long as you have individuals attacked physically, verbally, digitally, or otherwise on the basis of their skin color, religion, or even political affiliation. Whether we are looking at BLM, Antifa, white supremacists, or one of the myriad of activist groups, racially motivated violent extremism certainly poses a threat to US domestic security.

Reparations should be given to people on the basis of race.

The general purposes of government --according to the Preamble to the US Constitution is to "establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity."

As the Douglas County Assessor I have walked the walk of fiscal responsibility and limiting government, having returned almost 2.5 million dollars to the county's general fund over the last seven years. I have constantly worked to leverage technology rather than adding employees -absorbing a 25% increase in workload while not increasing staff.

What else would you like voters to know about you, including your legislative priorities?

I am a person who values action over activism, public service over personal gain, and hard work over lip service. I've been fighting for small fiscally responsible government for the 24 years I've worked for the citizens of Douglas County -first as an Analyst, then in management, and now as the elected Assessor. I have a number of legislative priorities: 1. We must regain our energy independence as a nation, and Colorado should be a frontrunner in this effort. I will run legislation to repeal the onerous oil and gas regulations and restrictions -and further change the Colorado Oil & Gas Conservation Commission to an elected body, rather than one that is appointed by the governor. 2. We have a lot of people on voter rolls who no longer live where they’re registered. The low hanging fruit to clean this up is to require Clerks to audit their rolls every two years and purge those who have moved on. It is an important start to ensuring that votes are legitimate, and begin the process of regaining public trust in our elections. 3. The current legislature has kicked the can down the road on the drug crisis in our state. I would sponsor legislation that increases penalties on drug possession and sales of schedule II drugs, including fentanyl, back to a felony. 4. We need common sense property tax relief in Colorado, and our current system is held together with duct tape and bailing wire. We need a serious study of best practices in the US, and a complete overhaul of our property tax code. 5. As a mother and grandmother, I’m passionate about parental rights and choice in education. There is NOT a one size fits all learning model for our kiddos, which is why we must not only preserve school choice, but expand and make school vouchers portable. 6. The partial tax exemption available to our senior citizens is funded at the whim of the state legislature --I believe that this exemption should be made permanent.

I do not believe in restrictions on gun ownership. The 2nd Amendment to the constitution states: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed"; there is not an exception provided by our founding fathers in this language.

Victims of gun violence should be able to sue firearms dealers and manufacturers.
