With Federal Legislation in accord with the bicameral legislative process in the interest of public health and safety based on scientific research outcomes that are both valid and reliable.

The United States should selectively help countries trying to grow democracy and fight tyranny. Caveat: This view can easily be abused in favor of intervention based on false information pertaining to "trying to grow democracy" and "trying to fight tyranny." Intervention where American troops are committed should involve Congressional action under the War Powers Act of 1941.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Elements of this approach have merit however, Israel is a sovereign nation, the issues and history are exceedingly complex, and BDS fails to fully appreciate Israeli interests.

Continue the strengthening of our intelligence gathering abilities, the strengthening of our international commitment to human rights, the strengthening of our international commitment to education with access for all, and the strengthening of our engagement with Islamic nations for mutually beneficial economic relationships.

Indiana law, Public Law 109-2005, requires Indiana residents to present a government-issued photo ID before casting a ballot at the polls on Election Day. I support all Indiana legislation aimed at strengthening the integrity of the election process.

Racism does exist in America, and it will always be a factor we have to acknowledge and be vigilant in working to overcome. As such, racism is a threat to domestic security, particularly where it is used as a weapon to increase hate, fear, and mistrust.

Stricter environmental laws and regulations cost too many jobs and hurt the economy. However, this view does not mean that I fail to see the need for environmental laws and regulations. A balance must be struck and the power to make laws must be left to Congress, not placed in the hands of regulators.

My priorities as a legislator are to educate and serve; education to help voters sort through all the information/opinions in the public space; service to fulfill my obligation and responsibility to author and support legislation that will address problems directly and indirectly affecting my Indianapolis constituents. My priorities are public safety, crime reduction, job opportunity creation and enablement, improved educational outcomes, border security, stopping the flow of illegal drugs, pro-police, pro-life, pro-Constitution including the Second Amendment, strengthening our military, increasing access to mental health services, and addressing the housing insecurity affecting the homeless and many children in our communities.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Background checks for purchase, restrictions on ownership of a gun by violent offenders involved in crimes such as aggravated assault, murder and rape, and those with diagnosed dangerous mental health issues. Nevertheless, I do not support laws that create broad classes of people who cannot own a firearm because the application and interpretation of those laws can easily encroach on Second Amendment rights.

Victims of gun violence should be able to sue firearms dealers and manufacturers.
