QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should abortion be allowed?

I am 100% Pro-Life and do not believe there are any circumstances where abortion should be allowed.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Do you support the proposed Yes for Life amendment to the Kentucky Constitution, which makes clear that there is no state constitutional right to abortion?

Yes

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

ECONOMY

What changes, if any, should be made to the tax code?

The state and federal income tax should be abolished, along with the motor vehicle property tax. No legislation to raise taxes without the consent of the taxpayer should be passed. I am also against any proposed gas tax. Short of abolishing the income tax, the tax code should be simplified.

What government spending would you reduce in order to balance the budget?

I would call for an audit of all government organizations to assess where there is currently wasteful spending. Based on that information, I would propose to cut various departments and programs that are not integral to the basic operation of the government. The government is not meant to be a charity, and I believe programs intended for such purposes are, at their core, unconstitutional.

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Under what circumstances can government close churches?

The government can close churches under NO circumstances. God gives us our rights, not man.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Under no circumstances should they be allowed to require vaccinations.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

The United States should strengthen the southern border by completing President Trump's border wall, enforce immigration laws, deport illegal aliens, and ensure proper vetting of individuals entering the country.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Choose not to answer

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

Anyone should be allowed to immigrate to the U.S. so long as they do it legally, meeting all immigration requirements as set forth by law.

EDUCATION

The state should fund education by allowing dollars to follow the child instead of the bureaucracy, through a program which allows parents the freedom to choose their child's school – public, private, or homeschool.

Strongly Agree

I support less government involvement (if any) in education, but if there is state money to be spent, it should be reflected in policies that promote true school choice.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I am a Christian and have been a follower of Jesus Christ for as long as I can remember. My faith is the most important aspect of my life, and it guides me in how I live.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

Strongly Agree

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

What laws would you propose to change present voting practices?

I would propose the banning of electronic voting machines in favor of paper ballots cast in person, with no early voting (absentee allowed for the standard cases). I would propose the counting of paper ballots at the precinct level. I would propose voter ID laws that require government-issued photo ID (no student IDs, credit cards, etc). I would also propose banning mail-in ballots, banning Big Tech funding of election operations, and withdrawal from the ERIC program.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

While racism likely still exists to some extent within the United States, it is not a threat to domestic security. Our country has made dramatic positive strides ever since the end of the Civil War to promote equality for all Americans (of every color). Any claim about racism being a domestic security threat is likely a liberal interpretation meant to further cause division where there is none.

Reparations should be given to people on the basis of race.

Strongly Disagree

ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A

I support the use of hydraulic fracking to extract oil and natural gas resources.

Strongly Agree

ABOUT YOU

What do you think is the general purpose of government?

I believe in limited government and believe as our founders did that the purpose of government is to secure each person's Creator endowed rights to life, liberty, and property.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No

What else would you like voters to know about you, including your legislative priorities?

My name is Jessica Neal and I am running for State Senate in District 24, to represent Bracken, Campbell, and Pendleton Counties, along with 3 precincts in Kenton County. I grew up in Fort Thomas, graduating from Highlands High School in 2004. I am a 4th generation resident of Campbell County, and my family has had its roots in Kentucky since the early days of this great Nation. After high school, I attended Belmont University in Nashville, TN, where I was a double-major in Music Education and Classical Voice. Since graduating college and joining the work force, I have spent a large part of my career in the financial services industry, working about 7 years at Fifth Third Bank. In 2019, I accepted a position at P.L. Marketing in Newport, where I have supported Kroger in a variety of capacities, from merchandising and item setup to data management and floor planning. I have lived in Cold Spring for 9 years, and am proud to call Kentucky my home. In my free time, I run a small photography business and enjoy biking, gardening, cooking, shooting, spending time with family and friends, and attending church. I keep active in the community by attending local meetings in my city and county, from school board to city council. I am a member of We the People Kentucky, Northern Kentucky Young Republicans, the Northern Kentucky Tea Party, the National Rifle Association, and the United States Concealed Carry Association. Additionally, I am a Republican Precinct Youth Captain for Cold Spring and an active member of the Campbell County Republican Party Election Integrity Committee. Running for State Senate in District 24 is a task I do not take lightly. The time for seat filling politicians, anointed by the power brokers, is over. A true grassroots movement is here, supporting fighters for liberty…but only if the people demand it, loudly and boldly. I am running to be a fighter for liberty because I believe we need authentic, principled, conservative leadership in Frankfort. I was raised by parents who taught me the American values of Life, Liberty, and the Pursuit of Happiness. I am running because the future of our great Commonwealth and Nation hangs in the balance. Our God-given freedoms are at stake and the liberties we cherish are being stolen. Over the past 2 years, we have witnessed “15 days to slow the spread” turn into perpetual mandates with no clear end in sight. Politicians and unelected bureaucrats have amassed an unprecedented amount of power, and our very way of life is being threatened. Employees are losing their jobs over their objection to taking government- and employer-mandated injections. Frankfort elites treat us as nothing more than cash cows, shaking us like money trees with every new tax increase. Parents are being punished and harassed for speaking out about their children’s education. Censorship is enforced when anyone dares question the mainstream narrative. The time is now for ordinary citizens to stand up and be heard. Those in power failed to act in defense of ordered liberty. We will never be a free nation if we do not have secure elections. This is why I will fight for authentic election integrity in Frankfort. Special interests have corrupted Frankfort, representing the interests of anyone but the average Kentuckian. As your next State Senator, I will vote against every policy that continues to put Kentucky Last. My guiding principle is to put Kentucky First, and that means prioritizing Kentucky’s children. This is why I will stand up against the sick and twisted indoctrination known as Critical Race Theory. As a lifelong Conservative, I know that life, especially innocent life, is our most valuable gift from God. Abortion must end, and I will introduce a Life-at-Conception Act on my first day of taking office. In an era of runaway inflation, supply chain shortages, vaccine passports, and a complete assault on the only way to guarantee our rights - the Second Amendment - we are becoming less free every day under the Biden-Beshear Regime. As a Patriot, I will stand for our God-given rights, will NEVER vote to raise your taxes, and will continue the mission of our Founding Fathers as we promote Kentucky values in Frankfort. My name is Jessica Neal, and I am running as an authentic, principled, conservative who will uphold your values in Kentucky State Senate District 24. It would be an honor to have your vote on Election Day.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Disagree

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Restrictions on gun ownership will not help with public safety. An individual's moral compass (or lack thereof) determines what they might do with a gun or any other weapon. Legislation will not solve public safety problems.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

OTHER IMPORTANT ISSUES

Do you support the expansion of gambling in Kentucky?

Yes

I support the expansion from an economic perspective, since dollars are leaving Kentucky to be spent in neighboring states.

The LGBTQ+ agenda’s advocacy for puberty blockers, biological males competing on girls’ sports teams, and allowing biological males into girls’ restrooms, locker rooms, and showers threatens the wellbeing of our children.
