RIGHT TO LIFE
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

There is no greater right than the Right to Life. Abortion is an act that permanently effects at least two people forever. It is a decision that is most often regretted. I am Pro-Life and believe that life begins at conception and that an unborn child has a Right to Life as guaranteed by our Constitution.
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.
Disagree
Both of my parents died from cancer. Their doctors made them as comfortable as possible until the end. Doctors should not be in the business of ending life.
Under what circumstances should abortion be allowed?
When the mother's life is at risk.
ECONOMY
Redistribution of income is needed to lessen the gap between the wealthy and working classes.

We should not punish success through the redistribution of wealth. We should encourage success, not minimize it. The focus should be on how do we raise people up, not on how do we bring some people down.
The government should cut spending in order to reduce the national debt.

Our debt is out of control. We are spending money that our grandchildren have not even earned. It needs to stop. We need to stop looking for the government to solve every problem. Our Federal Government is bloated and needs to be reduced.
What changes, if any, should be made to the tax code?
Consideration needs to be given to abolishing the IRS as we know it today. I am in favor of a flat tax or something similar. I would support ending the taxation of anyone over the age of 65 and to those that have a lost a spouse in service to our country.
RELIGIOUS LIBERTY
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

The sacred right to the Freedom of Religion must be protected. It is the absence of the Church in people's lives that is significantly contributing to the problems we see in America.
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

While it would be best if we could all get along, freedom in America still includes Freedom of Association and no one should be forced to interact or do business with someone if doing so violated their moral and/or religious beliefs.
What should be the relationship between the church and the state?
The State should protect and respect the right of Freedom of Religion for everyone while not becoming a champion for any particular religion.
HEALTHCARE
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
The decision to get vaccinated should be with the individual and/or parent of a child. I have chosen to vaccinate all of my children for the "usual" concerns (measles, polio, etc) but if they were around unvaccinated children, I would not feel concerned because I believe their vaccinations will protect them. I am against the Covid vaccine for children.
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
"Government" doesn't fund healthcare; taxpayers do. What we need to do is work harder at reducing the cost of healthcare while also accepting the fact that with advancements, there can be significant cost. More emphasis should be placed on catastrophic plans and reducing impediments to competition.
NATIONAL SECURITY
With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.
The United States should intervene when America's interests and well-being is at risk, directly or indirectly.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Israel is a great ally and they face the constant threat of extinction on many fronts. We must continue to support Israel.
The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

America's greatest threat is China. We need to move towards divesting ourselves from them. We are addicted to China and it needs to change.
What should the United States do to help eradicate the threat of Islamic terrorism?
Radical Islamic terrorism is real. We must ensure that resources are available to stop it where it exists and before it comes to our shores.
IMMIGRATION
The U.S. should do more to physically secure the southern border.

It is evident from the hundreds of thousands of people illegally entering our country just recently that our borders are broken. This ultimately costs millions if not billions of dollars to deal with, money that could be better spent on Americans in need now.
State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

It is unconscionable that a local public entity such as a law enforcement department or jail can simply refuse to follow immigration laws. We have seen the tragic results in the news over and over.
Who should be allowed to immigrate to the U.S. and under what circumstances?
Anyone that wants to come to America should get that opportunity through a system of application and evaluation. There should be a robust seasonal worker program. We have a system now and it should be followed.
VALUES
Sexual orientation and gender identity should be protected classes in non-discrimination laws.

I believe that Freedom of Association should extend to whomever a company wants to employ or do business with in the private sector. The public sector should accept anyone that can perform the functions of the job.
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

The sins of the past should not determine how someone is seen today. We cannot end racism with racism. Hearts cannot be changed with anger. It is through love and time that will reduce racism on all levels.
Briefly describe your spiritual beliefs and values.
I believe that Jesus Christ was sent here to save us from ourselves and offer us eternal life. I accept him as my Savior. I do not belong to a particular religion. I attend a Protestant church.
ELECTIONS AND VOTING
People should be able to vote without photo identification.

Voting is a sacred right to be protected from fraud. This is 2022. Anyone that wants an ID can get one and if cost is a factor, one should be provided for free.
What laws would you propose to change present voting practices?
I would require ID, forbid ballot harvesting, eliminate universal mail-in ballots, and only allow absentee ballots to be mailed one week before the election to those requesting them. I strongly oppose the current effort to Federalize our election process.
EQUALITY
Reparations should be given to people on the basis of race.

It is time to move forward. Reparations move us backward because they go to those that were never slaves and come from those that never owned slaves. America has proven that you can be whatever you want to be, regardless of your race. We need to embrace what America is, not what it was.
Is racism a threat to domestic security in the United States? Why or why not?
No. Racism is real but it is fueled mostly by racial arsonists that benefit from perpetuating it. Kids don't notice race because they don't focus on it. Adults do. Racism will go away when we focus on love and not hate.
ENERGY & ENVIRONMENT
I support the use of hydraulic fracking to extract oil and natural gas resources.

America is dependent on fossil fuels and we will continue to be so for the foreseeable future. We just can't flip a switch and change that reality. We must continue to reasonably wean ourselves from fossil fuels while embracing cost-effective alternatives.
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
The air and water today are cleaner than they have ever been. In the Sacramento area, we attained clean air requirements only to then see them changed in 2014 to stricter guidelines. We spend billions of taxpayer dollars on staff and studies that tell us what we already know instead of pouring those resources into cleaner technologies.

Conservative
I am a Constitutional Conservative. I believe our country was founded in an incredible manner that has allowed us to survive nearly 250 years. We do not need to fundamentally change America. We need to return to the original meanings of the Constitution.

I would encourage voters to view my record during my 11+ years on the Citrus Heights City Council as well as efforts to defeat two attempts to raise taxes in Citrus Heights (Measure K in 2012 and Measure M in 2020).

What else would you like voters to know about you, including your legislative priorities?
My priorities in Congress will be clear.......Economy/Inflation, Border Security/Immigration, Spending/National Debt, and Military/Veterans. These are the things that Congress should be focused on, not fringe issues that should be handled by the States. I was raised in the district and have lived nearly my entire life there. I have spent my life serving others and I look forward to serving the residents and businesses of District 6.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Our police officers go to work every day facing potential serious injury or death and have to make split-second decisions. As a former law enforcement officer, I responded to 20,000 Calls for Service. Police officers following their department policies cannot be expected to then face a lawsuit for doing so. There are sufficient mechanisms in place to deal with police officers when they go beyond department guidelines and act inappropriately.
I support redirecting funds from police departments to mental health and community programs.

Public Safety is the #1 job of the government. We are not "over-policed" in America but we do need enhanced mental health resources mainly to help those in the homeless population suffering from mental disease. However, those resources should not come from our police departments.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Gun owners should be able to exercise the right to keep and bear arms consistent with our Constitution. What we have seen recently in Sacramento was not "gun violence". It was violence. It was immorality. It was a culture of irresponsibility that is glorified through music, videos, and certain politicians.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

Guns are created for protection and sport. They are not created so that someone can go out and randomly shoot people. There are legal limits on what you can do with that product. Should we able to sue car manufacturers because someone crashes going 140mph and kills someone simply because the car can go 140mph? No. There are legal limits to how fast you can drive and when someone exceeds those limits and hurts someone, we hold the person responsible, not the car. It should be the same for guns.
