Any health emergency that falls short of a 100% mortality rate with a 75% or greater transmissibility rate from a highly contagious virus which could be readily cured with a true vaccine consisting of a NON EUA killed, or modified live virus vaccine with a extremally low morbidity rate from the vaccine would need to be weighed very heavily against the standard of personal liberty
