ND must balance the State budget as required by the ND Constitution. The Appropriations Committees of the ND House and Senate must closely examine budget requests by State agencies in order to limit spending to that which is absolutely necessary. This applies to all agency budgets.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Government should not be allowed to require vaccinations for government employees. Government and schools should be allowed to require vaccinations for children in those situations where the Legislature has required it by law for childhood diseases. Parents should have the right to opt out of these requirements. Private employers should have the right to determine what is best for their businesses.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
The US should carefully examine the backgrounds of those people who want to enter the US legally and should deny entry to illegal immigrants.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

I am a Catholic and a Christian. I support the right to life, individual liberty, and the freedom to control my own life without harm to others. I believe in God the Father Almighty, Maker of Heaven and Earth. Parents have the right to determine what is best for their children. We have the right to bear arms. We have the right to be free from unnecessary government regulation. Federal government activities should be limited to the powers specifically provided for in the US Constitution and should not encroach upon the rights of the States under the 10th Amendment. We must follow the Rule of Law and resist the trend towards anarchy from both the extreme Left and the extreme Right.

Yes. There are many documented cases where domestic security has been threatened by racism. All are equal under the law.

A. ND currently is one of the environmentally cleanest States in the USA and we need to keep it that way without unnecessary federal control.
I support the use of hydraulic fracking to extract oil and natural gas resources.

Hydraulic fracking has proven itself to be environmentally proper in ND, particularly since it is conducted at very low depths of 10,000 to 14,000 feet. It has also been a way to achieve energy independence from overseas oil an gas. The USA was briefly a net exporter of oil and gas under the Trump administration, but has again become energy dependent under the Biden administration.

My voting record for the past 24 years clearly establishes me as a conservative. I am not an ultraconservative. Voting records are available from many organizations.

It is early in the election process now, but in the past general election, I was endorsed or recognized as pro-life and pro-business by numerous organizations, including the ND Right to Life, ND Family Alliance, ND Chamber of Commerce, NFIB, NRA, ND Council of Educational Leaders, and others which monitor voting records. I have been a leader in the ND Legislature. I was elected by the ND House as Speaker of the House for the 2018-2020 term and have been Chairman of several legislative committees. In the 2021 Legislative Session, I served as Chairman of the House Judiciary Committee. I am Chairman of the ND Commission on Uniform State Laws and serve as a member of the ND Commission on Juvenile Justice. I was recently recognized as a 2022 Life Protector of the ND Right to Life. My core beliefs have been provided in writing to the voters of District 47. These core beliefs include: Individual Liberty: The rights of American citizens proceed from The Creator, not from government. Government authority proceeds only from the consent of the People. Individuals, including the unborn, have the intrinsic right to life, liberty and the pursuit of happiness. Limited Government: Federal, state and local governments should be transparent and limited to their respective roles, in accordance with the Tenth Amendment. The size of government, government regulations, and entitlement and transfer programs, should be limited to essential, inherently governmental functions. Right to Bear Arms: I support the right of individuals to keep and bear arms, a right which is older than the Constitution and was confirmed by the Second Amendment. I have been a staunch supporter of the Second Amendment and a proud member of the NRA. The Right to Bear Arms -- the Original Homeland Security! Responsible: I won’t make promises I can’t keep to get a vote. I am well respected in the Legislature and have sponsored over 350 bills during my legislative career. I have the seniority, experience, and leadership to represent District 47 in the Legislature with distinction. I have a proven record of legislative accomplishments that have made District 47 and the State of North Dakota a better place to live. I will continue to represent the people of District 47 to the best of my ability. Taxes: In my 20 years in the Legislature I have never voted for a tax increase. I have voted for tax cuts many times. I have even voted to repeal income taxes. I sponsored a bill to lower the gas tax. I have voted for many budget cuts, including $1.7 billion in spending cuts in the 2017 Session. I will never vote for a tax increase and will always vote to reduce spending and increase government efficiency. Public Safety: I have sponsored many bills to increase public safety, including DNA testing of felons to identify those who have committed unsolved crimes; electronic home detention and GPS monitoring; no texting while driving; expansion of the “castle doctrine” for self defense in your home. Under a bill I sponsored, you cannot be held liable, either criminally or civilly, for the use of deadly force in your home to protect yourself and your family. Justice Reinvestment (now known as Recovery Reinvented). I sponsored the bill to start the process moving forward to reinvest appropriations for prisons into behavioral health programs to address addiction problems among criminals and reduce recidivism. I was the leading advocate for improved juvenile justice programs for our youth. Education: I have been a strong supporter of education throughout my legislative career and have been recognized with Golden Apple Awards from the ND Council of Educational Leaders. Business: I have sponsored many business bills to reduce regulation and enhance the business climate in North Dakota. I have received the Chamber Champion Award from the Greater North Dakota Chamber of Commerce, the Guardian of Small Business Award from the National Federation of Independent Business, and the Lignite Champion Award fro the ND Lignite Energy Council.. Family Values: I am pro-life and have been endorsed for election throughout my legislative career by the pro-life organizations in North Dakota. I am a devoted family man, husband, father, and grandfather. I recognize the importance of the family in our lives and will continue to support family bills and oppose bills that impair our family values. Community Leader and Volunteer: I have been a community leader and volunteer for many organizations in Bismarck. I will continue to do my best for the voters of District 47 and the State of North Dakota, and will act consistent with my core beliefs as outlined above in this questionnaire. I will continue to be pro-life, pro-business, and will work for public safety and justice for all.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Police Department policy should be consistent with public safety. Police officers should exercise sound judgment in following that policy in order to receive qualified immunity.
I support redirecting funds from police departments to mental health and community programs.
Disagree
"Justice reinvestment" from prison appropriations to behavioral health programs has proven to be an effective use of taxpayer dollars. A portion of the appropriations should be used for treatment in the communities. Dangerous prisoners should stay in prison and those who have committed crimes under the influence of drugs should receive rehabilitation and treatment. Justice reinvestment can prevent recidivism. I do not support defunding police departments.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Felons should not be allowed to possess dangerous weapons unless they have been fully rehabilitated and are not a threat to the public.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
