QUESTIONNAIRE
RIGHT TO LIFE
Human life begins at conception and deserves legal protection at every stage until natural death.
Strongly Agree
Protecting life is a moral obligation
Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.
Strongly Agree
The tax payer shouldn't have to fit the bill to murder human life.
I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.
Strongly Agree
Under what circumstances should abortion be allowed?
There should be never a circumstance where as a society we murder a child.
RELIGIOUS LIBERTY
Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.
Strongly Agree
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
Strongly Agree
I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.
Yes
What does "separation of church and state" mean to you?
It means that the government can't create a state ran church/religion and that the government cannot impose it's will on churches. It does not mean that the church can't influence the government or have no parts in government.
NATIONAL SECURITY
The best way to maintain peace is through a strong military.
Strongly Agree
HEALTHCARE
It is the government’s responsibility to ensure everyone has health insurance.
Strongly Disagree
How would you promote healthcare coverage that is adequate, affordable and accessible for all?
Promote price transparency, expand competition across state lines, strengthen Health Savings Accounts, and reduce regulations that drive up costs. Protect coverage for pre-existing conditions while expanding telehealth and patient-centered, market-based solutions to improve access and affordability.
ECONOMY
It is the government’s responsibility to ensure everyone has a livable income.
Strongly Disagree
We live in a free enterprise society. When we allow the government to decide what a livable income is we turn into a socialist/communist society.
Free enterprise and the right to private property are essential elements of a productive economic system.
Strongly Agree
Taxpayer-funded public education should be guaranteed through college.
Strongly Disagree
What government spending would you reduce in order to balance the budget?
Cut bureaucratic overhead and duplicative agencies, eliminate waste and improper payments, and corporate welfare. Reduce non-essential funding, and prioritize core constitutional functions over ideological grants and unnecessary federal programs.
IMMIGRATION
I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.
Strongly Agree
State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.
Strongly Agree
Who should be allowed to immigrate to the U.S. and under what circumstances?
Lawful immigration should prioritize individuals who respect our laws, contribute economically, and align with America’s constitutional values. Immigration should occur through a secure, merit-based system with background checks, skills-based criteria, family unity within legal limits, and strict enforcement against illegal entry.
2ND AMENDMENT
Should teachers be allowed to carry guns at school?
Yes
What restrictions on gun ownership are needed to protect public safety?
As long as the gun owner is a law abiding citizen then the 2nd amendment will do just fine.
OTHER IMPORTANT ISSUES
I support the legalization of recreational marijuana.
Strongly Disagree
In priority order, what three areas of legislation do you propose to author or sponsor if elected?
Protecting children from inappropriate sexual content and exploitation — Sponsor legislation to prevent exposure to sexually explicit material in schools and publicly funded institutions, strengthen anti-grooming protections, and enforce age-appropriate standards that safeguard minors. Protection of life and parental rights — Advance pro-life legislation and reinforce parental authority in education and healthcare decisions. Border security and immigration enforcement — Strengthen cooperation with federal authorities, prohibit state benefits for those here illegally, and prioritize American citizens in public policy.
JUDICIAL PHILOSOPHY
I support the use of Sharia law as a basis for legislation and judicial decisions in the United States.
Strongly Disagree
ABOUT YOU
When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?
Very Conservative
Please provide publicly available information validating your answer to the previous question.
My public testimony before the Indiana General Assembly, along with my published positions on social media and campaign platforms, clearly reflect my very conservative views. I have consistently advocated for pro-life policies, secure borders, law and order, limited government, parental rights, and fiscal responsibility, all of which are publicly documented through legislative testimony, interviews, and official campaign communications. Please refer to my website: www.richardbagsbyforindiana.com and click on the "agenda 22." There are 22 conservative positions that I lay out that I will bring to the senate.
What education or experience qualifies you to hold the office for which you seek election?
I hold an Associate’s Degree in Applied Science and bring over 15 years of experience as a construction managing superintendent, small business owner, and current project manager and professional realtor. In addition, I serve as a minister mentoring youth and young adults exposed to drugs and crime, giving me real-world leadership experience, fiscal responsibility skills, and a deep understanding of the challenges facing working families. I have also been an elected delegate for two cycles.
Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.
My record has been lawfully expunged eight years ago which is still public record. I have never been penalized or convicted of sexual misconduct.
Is there anything else you would like voters to know about you?
No
VALUES
Judeo-Christian values established a framework of morality that is necessary for our system of limited government.
Strongly Agree
I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.
Strongly Disagree
Briefly describe your spiritual beliefs and values.
Jesus is my Lord and Savior. I believe in the sanctity of life, and the enduring truth that our rights come from our Creator, not government. My values are grounded in faith, personal responsibility, service to others, and the principles of faith, family, and freedom that form the foundation of this nation.
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Strongly Disagree
The Electoral College should be abolished.
Strongly Disagree
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
No, I believe in equal enforcement of the law, protection of constitutional rights, and strengthening a culture of unity under the rule of law. Racism is only used as a tool of the left for controlling a voting block. I am a man of color and have overcome incredible odds and have become successful. Racism had nothing to do with any of my hardships.
