Only if it a choice of life. We will always have an exception when the mother's life is at risk.

The influence that power has on mankind, it has been said many times that power corrupts. By giving each branch specific duties and checks and balances over the others the Founders attempted to limit and control that corruption that comes with power.

God, Constitution, Voters, then Congress, Supreme Court and the President, with none of the three ultimately have higher general authority than the other. The rest only have authority that the people (voters) allow them to have through influence.
