This very issue is being considered by the US Supreme Court now. The argument being considered is when is life in the womb sustainable. It appears that this question will not be resolved by the Supreme Court but instead left to individual States to decide, which is what the Constitution directs.

I am concerned that the need for legalized suicide can be interpreted too loosely. It must be a decision that is based on the doctor and patient fully understanding and supporting the decision. My Brothers and Sisters who have served in combat are committing suicide in large numbers. They need professional counseling! For anyone who has watched their parent or loved one suffer from an incurable disease understands the difficult decision to allow euthanasia.

I have personally experienced the wonderful opportunity that exists in the USA for education and training. Education is the key to lessen the gap between the wealthy and working classes. Both universities and colleges can and must do more in partnership with junior high school and high school counselors to attract, motivate, and retain, at an early age, students to training in trades or seeking a Two-Year Associate Degree at little or no cost.

Those exemptions are too often created for a very small group. The tax code should be simplified so that professional preparers are not needed. The best approach, in my judgment, is to begin a program to remove narrow exemptions as soon as possible, begin withdrawing from the progressive rates, and reach a tax code which will be close to a flat tax after the remaining exemptions are considered

RELIGIOUS LIBERTY
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

I am shocked by the hate shown to all religions practiced in the United States. While Mayor, I had to fight (and won) for the right to open City Council meetings with a prayer! Our Founding Fathers made it clear that there is separation of church and state.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

I personally find it hard to figure out why someone would open their business to the public but intend to discriminate and choose their customers. What moral value or religious belief would be so strong as to justify such discrimination for services? I do agree that some services require special training, experience, and/or certification. Lacking the ability to provide certain services is an appropriate reason to deny a customer.

The church and the State co-exist and are separate. The Constitution defines what is the role of government. The church should not interfere with that role other than to provide advice and counsel when the role becomes blurred. Likewise, government should do the same for the church.

A very timely question. When I was a young man polio was very contagious and killing young children. I was too young then to know if the shots were required or not but the medical facts were presented and the polio vaccination was made available. People accepted the vaccination not because they were required but because they were convinced of the need to protect themselves and others. I cannot perceive any circumstance where a government, school, or employer should be allowed to require vaccinations. It is still a personal decision to vaccinate or not. I do believe it is reasonable to ask those who choose not to vaccinate to take other reasonable precautions, but not masking, to minimize a contagious disease. Today, the issue of Covid is real. Fortunately, the Trump administration saw the need for extraordinary steps to discover the source of the virus, manufacture a vaccine in record time, and quickly offer the innoculation...but not require it. The misinformation and disinformation from the Biden administration has caused individual citizens to assess the risk for themselves to accept or not accept the innoculation. That is their right.

I have traveled to South America, Europe, and Southeast Asia. I lived many years in Turkey. Many young men and women sought me out and asked many questions about the United States of America. The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

The Chinese Communist Party has been a threat to the United States for decades. There have been proxy wars with China supporting North Korea and North Vietnam against US and NATO forces. Now the CCP has shifted away from military confrontation directly with the USA to a more insidious but effective war. That war is designed to remove the advantages that the USA holds in economic strength and technical prowess. Past Presidents have foolishly believed that the USA could partner with the CCP.

What should the United States do to help eradicate the threat of Islamic terrorism?
Islamic terrorism is worldwide, not just affecting the United States. However, the first priority of our government is to protect us. It is insane to have both the southern and northern borders of the USA wide open, allowing illegal entry and immigration into the United States. Our borders must be sealed securely and managed tightly. That is a priority. The United States must stop releasing illegal immigrants into the country with a false expectation that those released will voluntarily appear before a judicial hearing at sometime in the future. Those steps will at least slow the flow of Islamic terrorists into the USA. For those who have successfully infiltrated our country, our Federal Bureau of Investigation with cooperation of the States must aggressively investigate who and where those terrorists are and expel them or imprison them, following our laws that have already been enacted but poorly enforced. We must aggressively seek out and one-by-one remove the terrorists from the general population. I have spoken to many of my Turkish and Russian friends about the need to engage the Muslim community in efforts to identify the terrorists. They have said that the need for more assimilation of those communities is essential. However, there will not be success without a national plan. There must be a joint effort to accomplish this between the States and the federal government and all law enforcement agencies. There is also a need to join with other nations that are facing Islamic terrorism and agree to a common strategy. Sadly, the threat of Islamic terrorism worldwide has gone on for centuries. The idea of a worldwide caliphate appeals to many who are not hardcore terrorists but simply have been told and taught that Islam and Sharia law is a better way of life. Yet, the Biden administration is allowing all of this to happen to Americans all across the USA, not just at the southern border. The unsecured border has become a political effort to change the demographics of America. My Grandmother immigrated from Galway, Ireland, in the late 1800's. The family story is that she entered Ellis Island and was required to pass a medical examination, have a sponsor in the United States who would provide support until she was able to be on her own, and also pass a minimal security check. Today we still need legal immigrants. I am a supporter of H1B visas so long as they are not abused. America has a shortage of workers who are willing to do the basic labor jobs such as harvesting crops of our farms. At the same time, America is in need of workers who have the skills necessary to operate and manage the technical and scientific jobs that keep America great. Those who want to come to America and follow the laws to do so are welcome so long as they are healthy and not a threat to our American way of life. I agree that there should be a path for citizenship for those who will contribute to the greatness of America, whether they are laborers or scientists or someone in between. Our American economy needs legal immigration to continue to prosper. There are also humanitarian reasons for allowing legal immigration. But, those situations must be managed very carefully so that those immigrants will become successful members of our country. America is truly a melting pot. We just need to have laws and law enforcement that assure mutual benefit for all as well.

I agree that sexual orientation and gender identity should not be a basis for discrimination in the USA. However, the laws to prevent such perceived discrimination seem to have gone too far. The result is discrimination to other classes in America. Again, we see misinformation and disinformation being spread, sometimes by our own elected officials. I do not accept the assertion that institutions in the United States are fundamentally racist. As a young man in the military, I experienced sensitivity training to convince me I was racist. I believe that training resulted in more division than unity. Now CRT is being taught in our schools to young children whose life experience has not yet equipped them to understand how far America has come to provide freedom and liberty for all races. That history must be taught to unify the country.

I was a Combat Crew member on a reconnaissance aircraft that monitored the military capability of the old Soviet Union. Those missions were very dangerous and some aircraft were shot down and the crews were killed. I was shot at but not hit. I willingly risked my life for my Country. I know there is a God who protected me! My God protects me because of my faith. I served the Episcopal Church not only as a communicant but also as an Acolyte Master and later an Elder in the Church. My wife and I taught Sunday School classes to elementary school children. We are Christians. We have attended Jewish religious services and Muslim religious service as invited friends. My spiritual beliefs and values derive from the teachings of Jesus. I do my best to be a good American and a good Christian. I remember well the creed I learned when I became an Air Force Officer and continue to follow it today: I will not lie, cheat, or steal. Nor, will I tolerate among me those who do. I wrote a memoir several years ago for my great-grandchildren to read even though I might be passed by then. The memoir lists the ten most important lessons in life that I have learned. One lesson in the book is "Practice Your Faith". The passage includes: "I pray that you be curious about other religions and learn more about them. Grandma Deb and I truly believe that people of faith are more alike than not."

I wrote a memoir several years ago for my great-grandchildren to read even though I might be passed by then. The memoir lists the ten most important lessons in life that I have learned. One lesson in the book is "Practice Your Faith". The passage includes: "I pray that you be curious about other religions and learn more about them. Grandma Deb and I truly believe that people of faith are more alike than not."
ELECTIONS AND VOTING
People should be able to vote without photo identification.

However, the federal government is now pursuing to pass laws that force every state to enforce the same rules. That proposal does not require photo identification. States should adopt a requirement for registration far in advance of the vote. This allows time for Election Officials to properly confirm the accuracy. It also allows Election Officials to remove voters that have moved or passed away. States should closely limit the ability of a voter to cast an absentee ballot. It is clear that suspected voter fraud is found most in absentee ballots being completed and even harvested. The time period for use of absentee ballots must be limited to prevent the opportunity for voter fraud. Very importantly, absentee ballots must be received by the time polls close on election day. When there are challenges by Election Officials, the voter should be allowed to cast a provisional vote which must be verified prior to being counted. Currently, election rules are the responsibility of the states. Many states will not adopt the laws I have suggested. If the federal government is able to dictate the Election Rules, there will be more consistency among the states but likely less stringent enforcement of weaker rules than I have suggested. Grassroots efforts are needed in each state to reasonably closely manage voter qualification and vote verification.

While it can be shown that long ago in history, different groups were discriminated including Native Americans, Irish immigrants, Italian immigrants, Asian immigrants, and even on the basis of religion such as Jews. But, history also shows the significant progress made over the decades to rid that discrimination. More of that is needed.

However, there are a number of extreme groups, headed by leaders that are using claims of racism to create division among the population and seek political power and money for themselves. We have seen this for decades and recently seeing such efforts growing. I firmly believe that the majority of the US population do see racism as a problem. It is a problem that can and is being addressed with much success. It is an ongoing issue and more needs to be done. While good will is being practiced more and more by the common citizen, more effort needs to be done to infiltrate the radical groups that are fanning the racism flames. While freedom of speech is often claimed to allow these radical leaders to urge terror, there are other laws that can be used to hold those irresponsible leaders accountable. Community leaders and our elected officials must insist that the local, state, and federal law agencies investigate the radical groups, even infiltrating them if necessary. If those radical leaders are not forced into transparency and prosecuted where laws are broken, racism could become a greater threat to domestic security in the United States.

Oil and natural gas resources in many parts of the world are left to waste. In Texas the hydraulic fracking process allowed the capture and use of natural gas in large amounts. That should be continued. However, much has been learned about the needed environmental protections that the original process did not provide. There is both an important need for more energy sources and also an important need to protect our environment. There must be measured management of each.

In my view, stricter environmental laws and regulations cost too many jobs and hurt the economy. While that is an absolute statement, it does hold true to some extent. We need both but we must go at a pace where we do not cause other issues, possibly greater issues. A good example is what is happening in West Virginia where there is a strong movement to shut down coal mines in order to protect the environment. But, shutting down those coal mines will remove completely a needed resource for energy production and put thousands of workers immediately out of work at a time when the economy of West Virginia has slowed. What will be the costs of caring for those unemployed miners? What will be the cost of other sources of energy...likely higher and adding to inflation. There are too many instances where there is no effort to implement needed change incrementally. We have no choice but to find compromise and set a strategic plan to be carefully followed over a long time span.

My history of being a very successful Higher Education Executive at large and complicated colleges and universities for more than two decades establishes what my views have been consistently.

Preventing the progressives who want to promote CRT and division among our children in our schools 3. Managing the economy to return to the progress made by Trump policies to restrict inflation 4. Re-establishing border security..stop illegal immigration…prevent terrorists from crossing. This is greater than a South Texas problem! 5. Battling crime in our communities..including the elimination of Chinese fentanyl crossing our southern border In addition to the District needs, I want to win support from my colleagues to consider the need for a Federal Department of Education. Because of the control of federal funding for specific programs, the federal government has the ability to interfere with the states right to operate and oversee its education decisions. Another tax law that I plan to seek support from my colleagues is a transaction tax to be paid on each stock transaction in the public market. Too many day-traders with computer algorithms greatly influence, sometimes improperly, the public's view of the national economy on a daily basis. A tax on transactions will likely reduce the many quick trades that are computer controlled.

There are sufficient laws now in effect to protect public safety. To expand those laws based upon a desire to even more strongly restrict gun ownership is not necessary.
