ECONOMY
What changes, if any, should be made to the tax code?
It shouldn't take a CPA or tax attorney to complete and file your federal taxes. The tax code should be simplified and loopholes designed to incentivize certain behaviors or industries should be eliminated.
What government spending would you reduce in order to balance the budget?
All state agencies should be required to do zero-based budgeting each biennium and justify their FTEs and spending requests. The Texas Legislature should not allow state agencies to return each legislative session with additional funding requests on top of their base funding; it just leads to continuous government growth. The Texas Constitution requires the state to write a balanced budget that spends no more than we receive in taxes, but nothing says we’re required to spend all available revenue. Our state budget should use your taxpayer dollars judiciously, prioritize the essential needs of the state, and return what’s left back the taxpayer. A household is expected to live within its means; government should be no different.
Taxpayer-funded public education should be guaranteed through college.

I don't believe that everyone needs to go to college to be successful. I also do not believe that it is the role of the government to provide a free college education. I strongly disagree with the forgiveness of student loan debt as it cheats those of us who have repaid our obligations.

Under what circumstances can government close churches?
None. Texas voters just approved an amendment to the Texas Constitution that prohibits the state or any political subdivision from enacting a law, rule, order, or proclamation that limits religious services or organizations.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
It is not the government’s responsibility to ensure every individual has health insurance. However, there are certain vulnerable populations like the aged, blind, elderly, and disabled that Medicaid and Medicare provide a safety net for. I do not believe in Medicaid expansion or that government should be providing healthcare for able-bodied individuals. The federal government's funding of Medicaid expansion (90% of cost) is unsustainable with our national debt.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
I don't believe in vaccinate mandates as this country was founded on the principles of limited and enumerated powers, granted by the consent of the governed. Particularly with COVID, vaccine mandates take an overly simplistic view of the virus as it doesn't account for antibodies developed through immunity response or those, like my wife, who have autoimmune disorders. I'm a limited government conservative, and I do not believe that government or governmental entities have the legal authority to mandate vaccinations.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
We should work in tandem with a coalition of partners to share intelligence and eradicate Islamic terrorism by using our special forces for targeted missions and interventions overseas. The United States shouldn't be viewed as the world's police force and left to do everything on our own. I am disgusted by President Biden's withdrawal from Afghanistan and how his actions have dishonored the soldiers who served and died there.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

The U.S. should do more to physically secure the southern border.

America is a proud nation of immigrants, but we are also a nation of laws. Thanks to the failed policies of the Biden Administration, illegal border crossings are now at a 21-year high. Drug cartels and transnational gangs are exploiting the border crisis to engage in human trafficking and flood our streets with deadly drugs like fentanyl. A safe and secure border is essential to our national sovereignty – that’s why securing the border must be a top priority.
Who should be allowed to immigrate to the U.S. and under what circumstances?
My father legally immigrated to the United States from Ecuador. We are a nation of immigrants, but there is a right and wrong way to come to this country. That's why there should be a clear legal path for those who want to immigrate to the United States and who bring value to our country, learn English, embrace citizenship, and pass a proper vetting process. People who enter our country illegally (and violate our laws) should not be rewarded. Our immigration laws must respect those who came here the right way and not reward lawbreakers.

I'm a Christian who believes that Jesus came to Earth to save his people from their sins and gave his life on the cross for our salvation. Those who give their life to the Lord will not perish but instead will have eternal life. It as our duty, as Christians, to help spread this message to others.

What laws would you propose to change present voting practices?
We need to focus more on mail-in ballots. The Democrats exploited COVID in 2020 to get more mail-in ballots sent out, filled in, and returned. The Texas Legislature recently passed legislation to add voter identification requirements for mail-in ballots, but this provision is now tied up in litigation. We must protect the sanctity of the ballot box. I also support efforts that would require electronic voting machines to produce a traceable paper ballot.

Is racism a threat to domestic security in the United States? Why or why not?
Only reverse racism where Antifa and others try to use the issue to drive a wedge between people and create chaos. America is not an inherently racist country; what unites us is greater than what divides us.

What else would you like voters to know about you, including your legislative priorities?
I am a husband, father, and lifelong conservative. My father legally immigrated to the United States before I was born and raised me to work hard and respect the rule of law. When I was six years old, my father died of a sudden heart attack, forcing me to grow up quickly and become the man of the house, while my mother worked nights and weekends at a local department store. I worked hard to pay my way through college and law school and have been an attorney for more than a decade. Before law school, I spent years in the private sector, managing an international trucking and logistics company. My legislative priorities are: (1) ending Biden's border crisis - I am a proud Hispanic Republican who will fight to secure the border with walls, physical barriers, and increased law enforcement; (2) quality education - as the parent of a child in Round Rock ISD, I believe our schools should focus on education and address COVID-related learning loss, not promote political propaganda like Critical Race Theory; (3) reducing property taxes - as a Williamson County homeowner since 2013, I will work to deliver real property tax relief to keep Texas families from being taxed out of their homes; and (4) defending our rights - I am a strong advocate for individual liberty and oppose vaccine mandates.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I am against any actions to defund the police. However, I do believe we ask too much of our law enforcement officers, and we should better support them. One way to do so is through the use of Multi-Disciplinary Team Response (MDTR) teams, which are designed to divert people with mental illness from unnecessary arrest and connect them with community-based treatment thereby reducing law enforcement’s footprint in crisis services.

I am a strong supporter of the Second Amendment ("shall not be infringed") and have received an AQ rating from the NRA’s Political Victory Fund.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
