QUESTIONNAIRE
RIGHT TO LIFE
Under what circumstances should abortion be allowed?
Only to save the life of the mother.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).
Strongly Agree
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.
Strongly Disagree
ECONOMY
What changes, if any, should be made to the tax code?
Changes must be made to the property tax appraisal and assessment process to alleviate the undue burden on property taxes on homeowners in Texas.
What government spending would you reduce in order to balance the budget?
As a small business owner, I believe we should enact zero-based budgeting where every program must show how dollars were spent, what outcomes were achieved, and if a mission was completed. With zero-based budgeting, we can more quickly discontinue outdated, unnecessary, ineffective, or duplicative programs thereby creating a more lean and efficient state budget.
Taxpayer-funded public education should be guaranteed through college.
Strongly Disagree
RELIGIOUS LIBERTY
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.
Strongly Disagree
Under what circumstances can government close churches?
Never.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
None.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
The American people deserve to have our armed forces, intelligence services, and local law enforcement empowered with the ability to identify and eradicate known terrorist operations who are a direct threat to American interests both domestically and abroad.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.
Strongly Disagree
IMMIGRATION
The U.S. should do more to physically secure the southern border.
Strongly Agree
Who should be allowed to immigrate to the U.S. and under what circumstances?
We should take an approach that allows for a merit-based system of immigration where those we are affording the privilege are legal immigrants who fit workforce, research, or educational needs of our country.
VALUES
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.
Strongly Agree
I support adding gender identity as a specially protected class in non-discrimination laws.
Strongly Disagree
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.
Strongly Disagree
Briefly describe your spiritual beliefs and values.
I am an evangelical Christian. I believe we all have fallen short of the glory of God through our sin and that salvation is only through Jesus Christ. I have been a Christian for 18 years and faithfully strive to serve Christ and His church.
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Strongly Disagree
What laws would you propose to change present voting practices?
Increase the penalty on voter fraud from a misdemeanor to a felony. Increase transparency with more audits of the election process.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
No, racism is not a threat to domestic security. The real threats to domestic security are coming from lawless major cities where crime is rampant and children are indoctrinated to believe that America was founded as a racist nation. Teaching children that they are oppressors or victims is disgraceful, debilitating, and must be stopped.
Reparations should be given to people on the basis of race.
Strongly Disagree
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
A) Stricter environmental laws and regulations cost too many jobs and hurt the economy.
I support the use of hydraulic fracking to extract oil and natural gas resources.
Strongly Agree

No.
What else would you like voters to know about you, including your legislative priorities?
Wilcox’s primary business, Primitive, is a digital media firm that has been in operation since 2011 and employs nearly 40 people. Wilcox owns numerous other businesses that provide services to Lubbock-area residents, and employ nearly 20 people. In addition to being an entrepreneur and businessman, Wilcox is involved in several non-profits and strategic projects - including rural workforce development, youth engagement, and a crisis pregnancy center serving women in Lubbock and West Texas. “We live in an age where our government is aggressively and blatantly attacking our freedoms, negatively impacting our economy, and doing nothing to create opportunity for its citizens. It's critical that we elect leaders with character and conservative convictions who will create policies that solve our biggest challenges and create opportunities for West Texans,” said Wilcox. “Our district deserves a new generation of conservative leadership who has created jobs, understands the fight against regulations and over taxation, and unwaveringly stands for our personal liberties, protections for our unborn, and fights against tyrannical government mandates that weaken our state and country. To preserve the values, principles, and God-given liberties we all hold so dear, the Lone Star State must always be the leader for our Nation, showing how limited-government and a strong rule of law empowers people to pursue their dreams. I look forward to carrying the torch of freedom and preserving the liberties with which we have been so richly blessed.” A fourth generation Texan, Kade was raised in the rural town of Nazareth, he is a state champion basketball player, former Baptist pastor and church planter, and relentless creator of small businesses. Kade and his wife Lacey are the proud parents of Selah and Kase. They are faithful members of Redeemer Church in Lubbock. For years, my wife and I have been committed to protecting the lives of unborn children by donating tens of thousands of dollars of contributions and services to support a Lubbock Crisis Pregnancy Center. We also assist the center with digital media assistance to combat the efforts of Planned Parenthood.

Strongly Disagree
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?

Victims of gun violence should be able to sue firearms dealers and manufacturers.
