RIGHT TO LIFE

Under what circumstances should abortion be allowed?

Abortion should not be allowed unless it is to save the life of the mother.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

I strongly believe that Abortion funding including Planned Parenthood should not receive funding from federal, state or local governments. I do believe that counseling should be provided by faith based groups for mothers who are challenged by their pregnancy. I believe that adoption services should be readily available. Unfortunately, Planned Parenthood has crossed the line providing thousands of abortions. I know of a physician who provides up to 35 abortions daily for Planned Parenthood

Do you support the proposed Yes for Life amendment to the Kentucky Constitution, which makes clear that there is no state constitutional right to abortion?

Yes

I support all efforts to prevent abortions and to support counseling and services to mothers with unplanned pregnancy so that they can find help with their pregnancy and adoptions but not abortion.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

I believe that it is up to God when he wants us to join him. I do support using drugs in hospice to make people comfortable but not to the point where it will enable euthanasia.


RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

This is a matter of personal freedom. Individuals and business should never be required to provide services such as abortion or other services that violate their religious beliefs.

Under what circumstances can government close churches?

Never. Fundamental constitutional separation of church and state precludes government from closing churches.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

We need a stronger military. The recent Russian invasion of Ukraine illustrates how fragile that Peace is. Islamic terrorists have promised to destroy America and view us as the devil. We need to take this seriously - and especially if they have nuclear weapons. In addition, our porous Mexican border enables terrorists to easily penetrate our border and bring all forms of weapons into the US undetected. We are already behind Russia, China and N. Korea with Ultrasonic missle offense and defense. These are serous risks that we need to consider. I serve on the board of directors for a defense contractor and I am honored to be a part of the collaborative effort to protect our country. There is no question, especially that we need a stronger defense department especially after the events we are witnessing in Ukraine, Iran, and Syria.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

I do not support extreme measures favoring one side or the other in this dispute. I believe that we need to actively support negotiations for peace in the West Bank before it becomes another war. We should try to be a facilitator of peace in the middle east. Republicans have always supported efforts for peace in the Middle east including Israel. Unfortunately, Democrats have a history of not supporting Israel.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. I believe that we should not expand Medicare and Medicaid. Nevertheless, there is a lot of waste in the healthcare system and tremendous opportunities for administrative efficiency.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

I believe this up to the medical professionals and the relationship between patients and their doctors. Generally I feel blessed that vaccines are available to prevent certain diseases but I understand that some people have personal concerns or medical issues that prevent them from taking vaccinations.


ECONOMY

What changes, if any, should be made to the tax code?

Given that I firmly believe in Capitalism, I believe that we should not tax productive efforts or productive capital. I believe that we should encourage saving and investing. Assuming that overall government revenues (taxes) do not increase, I support consumption taxes instead of income taxes. I believe that Kentucky tax structure should be like the successfully growing states of Texas, Tennessee, and Florida.

What government spending would you reduce in order to balance the budget?

As a former CFO of many businesses, I have spent my entire career identifying waste and inefficiency. I advocate benchmarking everything that is measurable and striving toward best-in-class. There is so much waste in government that I could find thousands of spending line items to cut. For example the average spending per student in KY is 15,000 and the average teacher earns $55,000 per year. If there are only 20 students in each class room, we spend $300,000 per classroom. Find the waste. Zero based budgeting for every government agency would help to justify every government appropriation. The use it or lose it budget approach leads to incredible waste.

Taxpayer-funded public education should be guaranteed through college.

Public Universities are already substantially taxpayer funded. I teach a class at the University of Louisville. I believe that students should have some skin in the game to get a college degree and they should have the ability to be successful at the University level. Community Colleges and Trade School programs are good programs for students who are not academically capable of attending college without bringing down the learning of the collective college student body.


IMMIGRATION

The U.S. should do more to physically secure the southern border.

Absolutely, as indicated in an earlier question, I am very concerned about terrorists penetrating the border with weapons that could cause great harm. In addition, the pourous border allows illegal drugs including Heroin and meth to come into our country and essentially disable and kill thousands of people every year. The book "Dreamland" tells the whole story about how drugs are crossing the border with mules (teenagers).

Who should be allowed to immigrate to the U.S. and under what circumstances?

Given that our birth rate is now 0.8 per female and a society needs 2.1 births per female to survive, we have a problem. I do believe that we need a better system to document and provide a path for people who want to come to the USA and work. We just need to properly administer the laws that are already in place and tie immigration to working and paying taxes. My grandparents were immigrants form Latvia and Ireland. They worked hard and make a life for my parents and me. But the came here legally and contributed to the success of our country. We have a shortage of unskilled labor in this country and immigrants can help to bridge that gap. However, we do not have a shortage of free-loaders and people who take advantage of our social welfare programs. We must not entitle immigrants into the social welfare programs that they did not contribute toward. The danger now is that people are coming to the USA illegally, undocumented, and carrying drugs. If they decide to stay, they are welcomed to the benefits of socialism without contributing in the form of taxes or labor. The entitlement system is attractive for people who do not want to work or who are unwilling to better themselves. The Immigration and Visa system needs to be carefully monitored and if a immigrant is not working or being productive, they need to be escorted back to their native country.


EDUCATION

The state should fund education by allowing dollars to follow the child instead of the bureaucracy, through a program which allows parents the freedom to choose their child's school – public, private, or homeschool.

I strongly support School Choice. The West Virginia program is the best model. Florida program has a good program too. . I believe that the $15,000 that Kentucky spends per student (state wide) and $18,000 per student that the state spends for Louisville students should go to the students family and they should be able to chose which school they want to attend. Private and charter schools can do a better job for 50% of the cost by reducing the bureaucracy.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

We need to support our Police Officers. My father-in-law was an Assistant Chief of Police in a city of 100,000 population. I learned first hand about the challenges and fears of police officers. We need to support them better.

I support redirecting funds from police departments to mental health and community programs.

Police are way too underfunded right now.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

None. I draw the line at nuclear weapons. Individual people should not have nuclear weapons.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Victims of gun violence should be able to protect themselves. The person who shoots another person for any reason other than self defense should receive the full wrath of the law and the victim.


OTHER IMPORTANT ISSUES

Do you support the expansion of gambling in Kentucky?

No

I do not want to do anything that would hurt the Equine Industry in Kentucky. Expansion is not necessary. People can already participate in various gaming venues including live horse racing, historical horse racing, the lottery, and various form of scratch off games at convenience stores.

The LGBTQ+ agenda’s advocacy for puberty blockers, biological males competing on girls’ sports teams, and allowing biological males into girls’ restrooms, locker rooms, and showers threatens the wellbeing of our children.

Biological males should not be allowed to compete as Females. They have physical attributes that are athletically stronger than females and they ultimately are displacing biological females who would otherwise have a place on a girls' sports team.


ABOUT YOU

What do you think is the general purpose of government?

Government should be as limited and as minimal as possible. Defense, Roads, Judicial, Police, Aviation Administration, Navigation of waterways.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

I firmly believe in Fundamental Capitalism, limited government, right to life, pro 2nd Amendment, I believe in freedom from government bureaucracy and regulation. Safety from foreign enemies and domestic violence (crime) is the fundamental role of government. I believe in having a strong police force who do not fear doing their job to enforce the laws and protect the public. I believe in low taxes based upon consumption. I do not believe in taxing income, capital or wealth or wealth transfer

You can google me. As the CFO of public companies, I have publicly reported information about my company Genlyte Group with the SEC every quarter for over 10 years. I have made campaign speeches and presentations at Republican party meetings. I have presented at a number of investor conferences and Financial Executive magazine did a profile on me.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

Education, Safety and Freedom. I believe that we need to turn around the Kencucky Education system which is rated between 36th and 45th worst state in the US. Education is the key to attracting businesses to our state, opportunities for our population and ultimately eliminating poverty. When poverty is eliminated the crime, drug, gang and murder rates will go down. Personal Safety is critical. Our per capital murder rate in Louisville is worse than Chicago. Car jackings are escalating, kids are taking guns to schools, kids are shot at bus stops. We have hundreds of Police vacancies because the police are not supported. Roads need shoulders and pot holes fixed. Freedoms need to be restored. Personal choice for vaccinations, masking, are the tip of the iceberg. I have battled with 15 different regulators in my career: EPA, OSHA, IRS, SEC, DOD, Railroad Commission, DOT, Dept. of Energy, USDA, Federal Antitrust Division, Comptroller of the Currency, State Banking Regulators, FDIC. Bureau of Prison's. There is probably no other person in the legislator who has experienced the scrutiny of the federal and state governments causing undue burden and inefficiency on individuals and businesses.


VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

We need to get back to these values. Our schools and society have whitewashed values. Fewer people are attending church where these values are reinforced. We need to encourage and support the Judeo-Christian values.

I support adding gender identity as a specially protected class in non-discrimination laws.

I am seeing first-hand the efforts to focus on gender identity. I believe that the gender that someone is born with is their gender. It is not very hard to figure out.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

CRT and its new name of DEI (Diversity, Equity, and Inclusion) are harmful to the white students who are made to feel guilty about their history and the black students who are told that they can not succeed because of their race. This is harmful to everyone involved. Plus it takes time away from learning the fundamentals of Reading, Writing, Mathematics, and the economics of Capitalism.

Briefly describe your spiritual beliefs and values.

I am Catholic. I actively practice my Catholic religion. I believe in right to life. I believe in service to others and that is why I am running for office. I believe that Jesus Christ is a role model that we all should aspire to emulate, and if we did, the world would be a better place. Where we love our neighbor as ourselves. However, love needs to be hard-love where people appreciate the fulfillment of work and helping others. I admire John Kennedy's words of "Ask not what your country can do for you but what you can do for your country". If I am elected, will work toward that goal.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

My wife and I will be married for 40 year on March 13, 2022. Funny that you should ask this. Transgender and same sex marriages should not be permitted. These marriages are essentially a scam to take advantage of socialism programs. Adam and Eve were not the same gender and that set the guidance of one man and one woman.


ELECTIONS AND VOTING

People should be able to vote without photo identification.

Government issued photo IDs are essential to ensuring the integrity of our election system.

What laws would you propose to change present voting practices?

We should not allow people like Mark Zuckerberg to donate $450 million to the county clerks and control the election process. All voters must present a valid photo ID. Someone should be registered to vote in their precinct for at least 6 months before the election and they can not change parties after that. The Secretary of State should be allowed to purge the voting records using multiple sources of date, postal moving notices, death certificates, non-renewal of drivers license, etc. We should go back to one day of in-person voting Mail in voting should only be allowed for valid reasons such as military service and a documented travel plan. No ballot harvesting, No driving voters to polling locations. No coaching of ballots in nursing homes. All of the above violations punishable as Class D felony and permanent loss of voting rights.


EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

Racism is not a threat except for groups such as Black Lives Matter turning it into a threat. If you study the "Beliefs and Values" of Black LIves Matter on their web site you will find that they advocate for Marxism, transgender sexuality, no need for the nuclear family, etc. None of this has anything to do with being Black. But groups like this can take a perceived racism issue and use not-for-profit funding and tax structures to advance the causes of socialism and ultimately communism. So from that prospective, it is a threat to domestic security.

Reparations should be given to people on the basis of race.

Just the discussion of Reparations is another step toward socialism and more "helicopter" money to people for not working. My grandparents were more recent victims of ethnic discrimination than the current black dependents of great-great-great grandparents who were slaves almost 200 years ago. I hope that my tax dollars never go toward this.


ENERGY & ENVIRONMENT

A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. I have worked as the Chief Financial Officer of a number of manufacturing companies in the following industries: Construction and farm equipment, oil and gas, packaging, paper and forest products, automotive parts, printing presses, light fixtures and industrial fluids. I have had environmental regulators looking over my shoulder for decades. They have way too much power and control that causes needless damage to our economy

I support the use of hydraulic fracking to extract oil and natural gas resources.

If we did not have fracking technology that essentially made the US a net energy producer, we would be in a terrible position with Russia invading Ukraine. Thanks God that we have fracking. We need the Federal Government to start issuing drilling licenses and reauthorize the Keystone pipeline.
