Under what circumstances should abortion be allowed?

Only when birth brings serious risk to the child or mother. In the case of rape or incest.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

The government should provide services that it would to any other nonprofit organization, but the government should in no way dictate to any religious organization it's service, mission or community involvement.
