Under what circumstances should an elective abortion be allowed?
In less than 1% of cases - In the case of the life of the mother - but in proper perspective - this situation is extremely rare. In Ancient Christianity aka Judeo-Catholic-Orthodox Christianity, we have a great example regarding this one circumstance. Saint Gianna Beretta Molla (4 Oct 1922 – 28 Apr 1962) was an Italian Catholic pediatrician. Although aware of possible fatal consequences, Molla refused both a termination of pregnancy and a hysterectomy during her pregnancy. Protect Them Both!
Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Chemical abortions do not, nor have they ever met essential safety standards because procured abortion always ends in the murder/death of the pre-born child. Such abortion standards must still be maintained for reporting. Too often teenage woman have their pre-born child killed in abortion though coercion in the current "culture of death". Serving in the 66th Class of the Wyoming State Legislature, I resurrected and later became a co-sponsor to a bill to stop this deadly practice.
Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

No taxes by the people and for the people should ever be used to exterminate another human being, regardless of their age, race, sex, any anomaly or disability - As in all such killing since the wrongful Roe V. Wade decision made child-murder acceptable. Manslaughter is always an incorrect solution and simply morally wrong. Since 1993, I have joined with millions of pilgrims world-wide, though World Youth Day, to end the barbaric practice of procured abortion in every nation around the world.
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

I sponsored a bill (HB 150), which made the record, which would never allow "aid in dying" or the deadly and immoral act of assisted suicide. HB 150, AN ACT relating to crimes and offenses; amending manslaughter statutes to prohibit assisted suicide and failure to care for an infant born alive; specifying exceptions; and providing for an effective date. (Co-Sponsored by Senator Hutchings). Wyoming must end all efforts to legalize assisted murder.
ECONOMY
Free enterprise and the right to private property are essential elements of a productive economic system.

In the Fourteenth Amendment, Sect 1: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, ..." I agree we must do more to teach and clarify the supremacy of all inalienable rights.
What is your position on the minimum wage?
Wyoming has a right to work - Merely raising of the minimum wage, as a one size fits all solution, is NOT a viable solution. We as a people, through the legislature, should approach the Wyoming Labor Code re-write one segment of the market at a time.
Should environmental and social issues, like ESG (environmental, social, and governance) ratings, be used as criteria in deciding where to invest public monies?
No
We should do more to protect the dignity people and the planet! ESG ratings are biased - they look at "sustainability" though a clouded vision of the truth, and would do good to follow faith-groups at Colorado State Universities that focus on "Human Sustainability," (Per EWTN) which embrace the faith communities experience and knowledge in protecting the pre-born wholistically by looking at reproduction though a complete lens. Abortifacients poison our fish, water, human race, and planet.
RELIGIOUS LIBERTY
Under what circumstances can government close churches?
Rarely if at all. The closure of churches in Mexico, during the the Cristero War was a way to pursue a clandestine war and social agenda against the Ancient Christian community of Catholics through Marxist-Leninism to commit genocide. The same thing happened in the Armenia! The common good should take precedents and bishops and lead pastors should maintain their constitutional right to the local control of their parishes and congregations. All faith-based communities should be no different.
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

It's wrong! When Masterpiece Cakeshop petitioned the U.S. Supreme Court for certiorari (review), under the case name Masterpiece Cakeshop, Ltd. v. Colorado Civil Rights Commission and the US Supreme Court issued its ruling on June 4, 2018, ordering a reversal of the decision made by the Colorado Civil Rights Commission. I agree with the majority opinion defending the Free Exercise Clause of the First Amendment to the Constitution.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.
B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. We must work with Congress to stop the 2% of federally funded abortion, but NOT at the expense of those thousands who need healthcare or Medicaid - whom are not yet covered. Our state must defend the human right of healthcare for everyone, but should always include a private option, in order to have competition encourage the increased quality of "true healthcare."
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Only when "Ethical Vaccines" are used. This did NOT happen during COVID-19 pandemic. The Federal Government would do well to work the closest with the excellent faith-based scientists and stakeholders to avoid the errors that we saw during COVID-19.
NATIONAL SECURITY
The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Absolutely true! There is great bi-partisan support to accomplish a more protocol regarding our imminent need to continue to strengthen our military and military warfighters both physically, in cyber warfare, IP, in our economic sectors world-wide and our efforts must be aggressive and fierce.
Is the United States' relationship with Israel important, and if so why?
Yes. We must defend our allies, and the sovereignty of Israel. The unrest in the Holy Land must make constant efforts to protect all innocent lives on both sides at all costs, and we would do good as a nation to listen the global faith-leaders, exiled Ancient Christians, the Holy Pontif, who are the first to postulate a two-state deal. In any such a deal, the total destruction of terrorist factions inside the Gaza must be included. Iran and it's surrogates pose a major threat to us all.
IMMIGRATION
Who should be allowed to immigrate to the U.S. and under what circumstances?
Asylum Seekers, with priority given to those who can strengthen the USA in needed industries. We have long needed a Comprehensive Immigration Reform Law. Former President George W. Bush almost had such a bill passed but was derailed during the McCain V. Obama campaign; Recently we have another opportunity. Comprehensive Immigration reform should honor our supreme laws of the land; The US Constitution and The Treaties - We are better working together!
EDUCATION
The state should fund education by allowing dollars to follow the child through programs which protect parents' freedom to choose their child's school – public, private, or homeschool.

In the 2022 Budget Session, I became the first legislator in Wyoming history, to draft a House Joint Resolution with strong co-sponsors, titled-Educational freedom-constitutional amendment - which would have, if voted upon by the people of Wyoming, reversed-the already considered illegal-Blaine Amendments which strangle a parent's freedom to choose their child's school - public, private, or homeschool. As a citizen, I continued to be a trailblazer for school choice - which is education freedom!

Children have the right to be protected from sexually explicit materials in publicly funded libraries, including school libraries.

True! We still need to do more to address explicit materials in our society as a whole, as it has become a gateway to the modern day slave trade of human trafficking (as seen in the docudrama SOUND OF FREEDOM and the recent P-Diddy Raid) We can not be of two minds. Publicly funded libraries and school libraries should use more discernment when exercising local control policies while respecting the civil and human rights of there stakeholders, the parents, children, and young adults.
Children are the most vulnerable members of society and must be protected from harm, including from gender ideology and bodily mutilation.

True! We would do well to learn from the mistakes in parts of Europe who are no reversing these bad policies of gender ideology, and bodily mutilation.

I agree - parents should have the right to make decisions for their child in areas that involve education, religion, activities, family rules and expectations, and healthcare - but I have concerns with parents who make erratic, unreasonable, and irrational decisions on behalf of their child. New federal child abuse and neglect data shows an increase in the number of victims who suffered maltreatment for the first time since 2015 - We must do more to stop and penalize parents who abuse.
Taxpayer funds should be used to provide gender transition services.

This should never happen; Gender transition creates great socio-psychological-spiritual harm to the person resulting in irreversible trauma and negative societal devastation. Much of Europe, which first moved to allow this has now reversed course after learning the hard way. We should learn from them and stop this practice dead in its tracks - we started with our state, lets continue to do law and bill clean ups to avoid this fallacy.
Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Statutory marriage, from an ancient Judeo-Christianity, has roots in being not "mere marriage" but "A Holy Sacrament of Matrimony" which sacred between one man and one woman, unless the Holy Matrimony was deemed invalid by a tribunal or proper authority. Like Roe v. Wade-Obergefell v. Hodges "legislated from the bench" and should be reversed - it is true that we can't judge a persons soul, but the actions we can, and we as public servants should never rule against a just law of the Creator-God.
Briefly describe your spiritual beliefs and values.
My faith is pro-life, pro-healthcare for everyone, pro-family, and pro-religious freedom and is pro-Jesus and His Holy Church. It is always best to respect the religious freedom of others (even as we struggle to codify such needed laws). In engaging deeply with many tribal members lately, I have learned in my faith journey that our spirituality is the same, though we have different understandings and experiences - even as such, God indeed has a plan - To sum up a core belief from the Gospel of Matthew 25:40 - which reminds us a hard truth to apply, difficult for us to live, "The King will reply, ‘Truly I tell you, whatever you did for one of the least of these brothers and sisters of mine, you did for me."
ELECTIONS AND VOTING
People should be able to vote without photo identification.

Our current law as amended is strong. We must do more to protect against election interference from foreign or domestic threats by working with our military leaders, the Pentagon, the Veterans Commission and other national security groups vital to National Security.
States should join the National Popular Vote Interstate Compact which makes the Electoral College irrelevant.

I am open to the discussion but realize such a discussion would need to include all stakeholders and a deep dive into how our nation, for years has had many "cut outs" of populations who were not, or still are not well represented with regards to their faith or culture. The Supreme Laws of our lands, the US and State Constitutions and all treaties signed and ratified under the authority of the US Constitution should guide these conversations.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
Yes. The racism of Planned Parenthood is thee worst racist threat thus far - killing more unborn child than any war combined in world history. Intra-racial violence is more a threat than inter-racial violence statistics in Criminal Justice does show.
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

CRT is AWAYS wrong as a one-dimensional theory of social science, but this mostly a national issue. Still, at the state level, we must guard against such a one-dimensional approach, by working with all stakeholders to prevent CRT from spreading in a wrong way within our state. We must do more to teach Authentic Anthropology, Sociology, Philosophy, Theology, and Psychology as our education system has been corrupted by Marxist-Leninist ideologies.
Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Nuclear is the most reliable energy source, not coal! - Our 'all-of-the-above energy policy' has always been a benefit for Wyoming. Wyoming residents should benefit.

The general purpose of government as with politics is to allocate funds to various public services and infrastructure needs. Government should be limited, but NOT non-existent. Those who vote to defund needed industries, should be purged from the Republican Party. Equally, anarchy has no place in government.

Though many debate the meaning of conservatism, the ideology in relation to life, and economic thought varies widely. Though conservative thought in some views is restrictive, without the defense of the unborn, truth would not be heard. We should do more to conserve all life, both people, and planet.
