The key word is "civilly" and if these conversations become the basis of disruptions, bullying, and violence then it should not be allowed if these circumstances arise. Religious knowledge is very powerful, so much so that when a person has a small amount of it, they tend to become arrogant. Some go to extremes in which they become violent. It is not until one goes deeper into religious knowledge that they become humbled by the realization of how little we actually know.
School districts should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.
