QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Neutral

My parents both died at home after years of battling cancer. I think that during their final weeks of life they were not in much pain, and therefore they did not require large doses of pain medicines. However, if they had been in severe pain, I would have been in favor of increasing their pain medicines in order to keep them comfortable, even if the medicines had shortened their final days of life.

Under what circumstances should abortion be allowed?

Rape, incest, threat to mother's health

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Disagree

I do not believe that the function of government is to redistribute wealth. But the gap between the extremely wealthy and most people is startling, and I believe that all workers should receive fair wages.

The government should cut spending in order to reduce the national debt.

Agree

I believe that governments at all levels should be responsible in financial affairs. Our national debt has grown to an alarming level, and I think that cuts in federal spending are important in the process of reducing the debt.

What changes, if any, should be made to the tax code?

The tax code should be simplified and loopholes should be closed to ensure that those who can afford to pay taxes will do so.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Agree

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Disagree

What should be the relationship between the church and the state?

I support the principle of the separation of church and state.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

To protect patients, students, and co-workers from the threat of serious infectious diseases. The mRNA vaccines were the products of Operation Warp Speed under the Trump administration have proven to be very safe and effective.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

B. At least indirectly, we all currently pay for the healthcare that is provided in the United States. We could reduce the healthcare cost to our nation if we provided an option for healthcare insurance beyond what is offered by insurance companies.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

B. Ukraine is a good example of a country that desperately needs support, as is currently being provided.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Disagree

The Israelis need to decide these issues.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

The threats posed by mainland China are well outlined in the book, Shadow War. These threats should be seriously addressed by the federal government.

What should the United States do to help eradicate the threat of Islamic terrorism?

Our current policies have proven to be effective in combating terrorism.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Agree

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Neutral

I disagree with a city adopting policies that would lead to it being defined as a "sanctuary city." But everyone is entitled to basic services, including legal protection from human trafficking.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Immigration policy is a complex issue. It is so complex that immigration reform legislation has not been passed for many years. If I am elected to the Senate I would make such legislation a priority, focusing on allowing law-abiding people to immigrate to our country.

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Neutral

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

The majority of institutions in the United States already have fair policies regarding races.

Briefly describe your spiritual beliefs and values.

I was raised in a Christian family and believe in the values taught in our church. The fundamental teaching was The Golden Rule. Throughout my life, I have tried to treat others as I would have had them treat me.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Neutral

I have always provided my driver's license to vote. I think that the Department of Public Safety should provide an identification card to all citizens. For people who are not able to show an identification card at the polls, their vote should be accepted but not counted until any question of their identity is settled.

What laws would you propose to change present voting practices?

In general, our current laws are adequate.

EQUALITY

Reparations should be given to people on the basis of race.

Strongly Disagree

Is racism a threat to domestic security in the United States? Why or why not?

Sadly, racism leads to occasional threats to individuals. But these threats do not amount to a threat to our domestic security.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Neutral

Fracking led to an alarming number of earthquakes in Oklahoma. Therefore, it should be utilized only under regulations that ensure public safety.

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

In general, being a conservative means conserving our environment. In the long run, environmental laws and regulations can be enacted that help rather than hurt our economy. In many cases, an ounce of prevention is worth more than a pound of cure.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

I have addressed voters at the Whistlestop Jamboree in Oklahoma City and a political forum in Altus. Each of these events were held on Saturday, April 30th, sponsored by the local Republican Women's clubs. And on Wednesday, May 4th, I met with some of the members of the Wheatland Republican Women's club in Alva. I believe that my comments and conversations confirmed that I have conservative political views.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

I was born and raised in Oklahoma. I am an orthopedic surgeon who served in the U.S. Navy Reserve for 33 years. During my medical career I have treated scores of wounded servicemen at Landstuhl Regional Medical Center and thousands of Veterans at the VA Medical Center in Oklahoma City. In addition, during my last recall to active duty, I helped treat dozens of COVID-19 patients at the Javits N.Y. Medical Center. With my father, who was an Oklahoma orthopedic surgeon, I wrote a book for the layman about the fundamentals of preventing medical problems. The title is the book is, An Ounce of Prevention: The Truth About Our Health. I strongly believe in the prevention of problems, for both our personal lives and for our nation. I am a life-long conservative who believes in small government, a strong Department of Defense, and fiscal responsibility. I think our nation is best served by citizen legislators, who focus on sound policies, rather than professional politicians, who focus on their careers.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

It is important for police departments to have sound policies and to have these policies followed by their officers. The same is true for all law-enforcement agencies.

I support redirecting funds from police departments to mental health and community programs.

Disagree

I support the funding of mental health and community programs, as I believe these programs help prevent crime. But I do not agree with taking money away from police departments to fund them. I believe that within police departments, it would be beneficial to employ mental health experts, such as social workers. They should be available for intervention in domestic disputes and situations in which citizens are at risk of harming themselves. Police officers could then focus on enforcing laws.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Responsible, law-abiding citizens should be allowed to own guns.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Disagree

In general, I support the Second Ammendment. But in limited circumstances, product liability laws should apply. And dealers who do not follow the laws should be subject to civil actions.
