QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Disagree

While I do not support federal funding for abortions, organizations such as Planned parenthood also provide much needed medical services such as STD screening, treatment and prevention to some of our youngest and most at-risk community members. These ancillary services are deserving of federal funds.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Disagree

While the law in Oregon is well established, I do not support a policy at the national level that would facilitate euthanasia. Assisted suicide and euthanasia are a form of eugenics which runs contrary to the most basic of human rights, the right to life.

Under what circumstances should abortion be allowed?

The question of abortion has been adjudicated and the current law of the land rests in the 1973 Roe v. Wade decision. If the Supreme Court were to overturn their decision, I would reluctantly and begrudgingly support a mother's decision, under the advice of a qualified physician, to terminate the pregnancy only if it were ectopic or otherwise posed an imminent threat to the life of the mother.

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Disagree

Economic opportunity should be provided for all with special privilege for none. Taxation of income is the current method used by the government to re-distribute the nations wealth to people, programs and policies most in need. The perfect tax is one where those with adequate and sufficient means pay a fair share of the societal burden while those with more limited means pay less or nothing at all. The role of government is to limit expenditures and taxes in a way that is fair, balanced & just.

The government should cut spending in order to reduce the national debt.

Agree

Waste fraud and abuse is rampant in government. The fraud associated with the most recent round of government stimulus is just beginning to surface. Yes, government must learn to get by with less and use financial resources more efficiently. The solution is not just to cut funding, but to re-proportion the budget in a way that is balanced, one that protects our national interests while also being fiscally responsible.

What changes, if any, should be made to the tax code?

The tax code needs to be simplified, the carried interest loophole should be closed, and annual tax filing requirements should be eliminated. Taxes should be used for the purpose of benefitting American citizens. Tax collection of questionable or stale debt should be purged and or forgiven; Holding Americans hostage over back taxes should be quickly and fairly resolved. The mission of the Internal Revenue Service needs a complete overhaul to become more responsive to the people and more efficient.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Agree

The first amendment of the constitution protects religious liberty. When elected, I will protect the rights of all people to worship their own faith in their own way.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Disagree

Businesses should have the right to refuse service to customers based on moral grounds. There are enough alternatives in the world that customers have choices, just like the business owner should have choices. People need to either learn to get along or agree to disagree and leave it at that.

What should be the relationship between the church and the state?

Religious groups that support individual political candidates based solely on their religion are guilty of bias and possibly discriminatory behavior. Unfortunately, it happens as much on the left as it does on the right. When different politicians invoke the prayers of the different concepts of "Higher Being" there is bound to be debate. Politicians should consider all sides of a question, the religious, economic, political, philosophical and moral implications. While religion certainly plays a role in how many of us make decisions, it should never be the sole reason; i.e. "I'm voting for candidate A because they are the only Jewish/Christian/Hindu/Buddhist candidate in the race". The First Amendment to the United States Constitution is clear: It prevents the government from making any laws that regulate an establishment of religion, or that prohibit the free exercise of religion.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Governments, schools and employers can encourage, educate and promote vaccinations; They should never be required by law. Individuals should retain the freedom of choice to make their own medical decisions including vaccinations and mask mandates.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. Medicaid and Medicare must remain available and affordable for seniors and our most vulnerable citizens.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. I believe that foreign policy decisions must adhere to the United States Constitution, be based primarily upon the security of our vital long-term direct national interests, protect our sovereignty, and promote and defend the well-being of American citizens. I support the policy of America First, Peace Through Strength.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Disagree

I would not support any United Nations Security Council move to recognize Palestinian statehood. After World War II, in 1947, the United Nations (UN) adopted a Partition Plan for Mandatory Palestine, which recommended the creation of independent Arab and Jewish states and an internationalized Jerusalem. This Partition Plan was accepted by the Jews but rejected by the Arabs. The Israelis and Palestinians will have to work this one out amongst themselves.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Agree

Chinese and Russian leaders have released a communique that outlined a wide range of plans for economic and diplomatic cooperation. The Chinese government’s response to Russian military aggression contained no criticism of Russia but claimed, “China stands for peace and opposes war.” While they claim to promote "peace" between Russia and Ukraine, they have simultaneously been amplifying Russian disinformation claims of justification. China is definitely posturing aggressively towards the U.S..

What should the United States do to help eradicate the threat of Islamic terrorism?

American intelligence agencies must collaborate with friendly nations across the globe to combat terrorism. The two most important components to eradicate the threat of Islamic terrorism are to 1) Be ever vigilant for new, evolving and emerging threats, and 2) constantly improve terrorism prevention tools and techniques. Americans who see something should say something to alert authorities to possible threats of domestic terrorism.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

Failed leadership at the federal level is the reason for the challenges along our southern border. Focused resources and inter-agency cooperation are the key to success.

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Strongly Agree

Individual states do not have the constitutional authority to undermine federal immigration policy. These officials should be investigated for conspiracy, fraud, racketeering and human trafficking. The results in our communities nationwide to sanctuary policies are higher crime rates, increased traffic congestion, fractured social structure, higher housing costs and lower educational performance for schools.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Qualified, vetted immigrants who go through the formal naturalization process under U.S. law and certain persons designated as refugees should be the only people allowed to immigrate to the United States. Before we accept more immigrants, we need to house the people we already have. Resources and tax dollars should be spent primarily on those who paid the taxes, American citizens.

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Neutral

The law has been adjudicated. We all need to just get along and accept one another as we are, including our differences. Discrimination lawsuits simply fan the flames of societal intolerance, making the problem worse, not better.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

One tenet of CRT is that racism and disparate racial outcomes are the result of complex, changing, and often subtle social and institutional dynamics, rather than explicit and intentional prejudices of individuals. CRT scholars argue that the social and legal construction of race advances the interests of white people at the expense of people of color; This, in and of itself, promotes the very same racist views it proposes to challenge. Full of generalizations and inaccuracies, CRT is divisive.

Briefly describe your spiritual beliefs and values.

Man is of a dual nature, Physical and Spiritual. The Physical is the medium through which the Spirit operates while on the earthly plane. The Spirit is immortal and eternal. When the Physical body – through disease, age or accident – becomes unfit for further habitation, the Spirit leaves the body and the change called Death takes place. The Spirit – which is the life – leaves the Physical body upon death and disintegration of the Physical body begins to take place (“ashes to ashes, dust to dust”). Upon the change called Death, the Physical body returns to the original elements from which it came while the Spirit goes right on in a conscious state of existence, retaining the same characteristics it had while in the body; The same desires, hopes and fears, minus those belonging exclusively to the Physical. That it is no better or worse out of the Physical body than in it, and that it will remain in the same state until advanced by enlightenment and education, the faculties for which may be much better after leaving the physical. It further teaches that the Spirit, after leaving the body, does not necessarily go away somewhere to an orthodox Heaven or paradise and spend all of eternity signing psalms, playing on golden harps and crying “Holy, Holy to the Lord”. Rather, the Spirit is here, there and everywhere, engaged in various activities. Some Spirits are good, some are bad and some indifferent, much along the same lines as when they were in the Physical. The Spirit is as much interested in friends, relatives and the things that pertain to their welfare as ever.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

You have to present identification to perform a number of tasks: drive a car, cash a check, receive public benefits; Why shouldn't someone be required to present identification when they vote? Vote by mail, motor voter laws and sanctuary laws all significantly increase the very real risk of voter fraud.

What laws would you propose to change present voting practices?

1) Require all ballots to be received and counted by election day, no exceptions; 2) Re-establish in-person neighborhood voting precincts and polling places; 3) make motor voter laws illegal; 4) Require valid identification to cast a vote; 5) outlaw "sanctuary" jurisdictions

EQUALITY

Reparations should be given to people on the basis of race.

Strongly Disagree

If that were the case, my family is due $1000 from when my ancestor Thomas Bulla rescued George Shelton and was fined that amount by the court. His family lived in poverty for many years as a result of helping a black man and former slave flee into Canada to freedom.

Is racism a threat to domestic security in the United States? Why or why not?

A house divided against itself cannot stand. An America divided against itself by racism and discrimination on all sides will not long endure. We all have to learn to live together if we are to be truly "free".-, and come together as one people, one nation.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Agree

The current Administration has burdened Americans with costly regulations that have shed American jobs and domestic energy production. I support policies that would reverse the regulations on American jobs and energy production. I would increase domestic energy production and remove regulations that hinder American energy independence. I will work tirelessly to free American industry and ingenuity from the constraints of Government overreach with respect to domestic energy policy and production.

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

Stricter environmental laws and regulations cost too many jobs and hurt the economy. In Oregon, protecting the environment and being a steward of the land is every person's responsibility, but there has to be a balance. Finding that middle ground, that consensus, is where progress can take place.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Lean Conservative

Fiscally conservative, socially pragmatic. Freedom allows us all the right to our own beliefs as long as they do not unnecessarily infringe on the rights of others. I believe in a government of, by and for the people. While I lean conservative and feel strongly about many issues, I am a practical, pragmatic, deliberative, reasonable person. My opponents have some very strong views that I find unnecessarily combative and unproductive. Socially conscious conservative would be a good summary of me.

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

Full candidate interview here (from 2020 campaign): https://youtu.be/wzRfm2x_HGI

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

When I am elected, my legislative priorities will be to: 1) Procure the federal funding needed to start construction on the I-5 bridge over the Columbia River; 2) Support an amendment to the constitution to enact term limits for Congress; 3) Promote "Peace through Strength" by continuing to work on nuclear and hypersonic weapon non-proliferation while modernizing America's defense capabilities, including defense from cyber attack; 4) I will simplify the U.S tax code, streamline tax filing and eliminate loopholes for wealthy fund managers 5) Most importantly, with the help of wise and judicious Oregon voters, we will retire a 5 decade career politician and move our state in a new direction, one of progress and opportunity.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Strongly Agree

I agree with the tenth circuit court of appeal's decision in "Pearson v. Callahan" that "Qualified immunity balances two important interests—the need to hold public officials accountable when they exercise power irresponsibly and the need to shield officials from harassment, distraction, and liability when they perform their duties reasonably."

I support redirecting funds from police departments to mental health and community programs.

Disagree

Mental health crisis intervention is a large part of police wok today. I support augmenting existing public safety budgets, not increasing mental health funding at the expense of public safety. However, Many jurisdictions, particularly smaller communities, struggle to implement this model because it is dependent upon the need for appropriate social services in the area.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

All Americans have the unalienable right to defend themselves, others, their home, and their lives without fear of criminal or civil reprisal. All law-abiding citizens have the right to keep and bear arms in a manner of their choosing without government infringement and I support interstate reciprocity of all government-issued concealed carry licenses.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

Guns don't kill people, people kill people.
