OTHER INFORMATION

QUESTIONNAIRE*

*Additional information was received after the evaluation was assigned and was not considered in the Panel Evaluations, therefore it is for additional educational purposes only.
RIGHT TO LIFE

Under what circumstances should abortion be allowed?

None. Life begins at conception.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Killing unborn babies is wrong.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

I would NOT support legalizing assisted suicide or euthanasia.

ECONOMY

What changes, if any, should be made to the tax code?

Eliminate the tax on food and the tax on personal property such as cars.

What government spending would you reduce in order to balance the budget?

As a fiduciary fee only financial advisor, I would look at state programs, do a cost benefit analysis on major spending, and eliminate or consolidate duplicative services

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

Taxpayer dollars should not pay for a student’s college bill.

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Absolutely not. We have the First Amendment to guarantee religious freedom. Citizens have the absolute right to not have to violate their religious beliefs.

Under what circumstances can government close churches?

None. The government should NEVER be able to close churches. Religious freedom gives us the right to worship God without any government interference. One of the cornerstones of this country is that principle. ________________________________________

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C. Medicare was passed into law in 1965 as a means to help senior health costs. However, the government program is projected to go bankrupt within a decade. Before 1965, churches and individuals helped the most needy. Medicare needs to be reformed so it will stay solvent. I am open to the concept of people wanting to get off of Medicare by funding their own health costs as long as existing Medicare recipients’ needs are met.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

I am strongly opposed to the government, schools, or an employer requiring vaccinations – especially untested vaccines put forth by government edict. Reasonable people will accept vaccines if they believe they are effective. The recent vaccines for COVID were not effective and two of the “approved” providers were later discontinued.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

The United States needs to maintain a strong military capable of fighting two wars simultaneously. That Peace Through Strength concept should deter others from attacking us at home or abroad. Certain leaders in the Arab world have a fundamental difference of views. We should maintain diplomatic relations where possible to ease tensions. We also need to continue to support Israel.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

Israel has had four major wars since its inception in 1948 and numerous threats or military conflicts with the surrounding countries. Israel has a right to defend itself. Israel does give all citizens equal rights under the law and should continue to work with its neighbors to have a lasting peace that benefits all parties.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

The federal government needs to build the wall, patrol the wall, and prevent illegal migrants from entering the U.S.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Those that want to immigrate to the U.S. can go through the appropriate LEGAL channels to achieve that goal. We can accept people with certain skill sets that benefit the economy or national security. Those people who are truly leaving their own country for fear of their life should immigrate to the next country that provides them with political, religious, and economic freedom. That does not necessarily mean that they should continue to the U.S. unless they have specific reasons on why they would not be accepted in their new adjacent country.

EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Strongly Agree

I would support school choice because if the money follows the student, competition for those dollars would raise the education of all students. Also, parents should have a significant say in their child’s education including values and patriotism.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

This country was founded on Judeo-Christian principles. Those principles incorporated into the founding of this country have helped to make this country one of the best places to live.

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

All citizens should have equal protection under the law that is the same for everyone. We do not need specially protected classes of people.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Strongly Agree

I Absolutely Agree.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

This nation was founded on the principles of freedom and equal opportunity for all irrespective of race, religion, or creed. In the last 200 years, various amendments have been made to the Constitution to improve that effort for full and equal opportunity. CRT divides people by race into oppressors and victims which is opposite the concept of equal opportunity and equal rights. I have spoken against this concept to our school board members.

Briefly describe your spiritual beliefs and values.

I am a Christian who believes that Christ is the Son of God who came to earth to pay for our sins and give us the opportunity of life with Him after death. I am pro life and support traditional marriage.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

Citizens who vote should be able to prove who they are.

What laws would you propose to change present voting practices?

First, I would require that a person who registers to vote should meet the same standard of proof as required to get a U.S. passport. Having a utility bill to prove residency is not sufficient even thought that is the current standard. Also, end mail in voting and same day registration on voting day. Second, we need an election day – not an election season. All citizens should have the same information on the same day in order to make a decision on whom to vote for. We can have absentee balloting for those who have a legitimate reason on why they cannot vote on election day as was done before COVID. Third, we need to end mail in voting, same day voter registration, and motor vehicle voter registration without proof of U.S. citizenship.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

No. I believe that most people in this country are not racists. However, the Left keeps using racism as a wedge issue to try and divide people for their political purposes as opposed to trying to unite us all based on our common values and beliefs. We need to find what unites us as Americans – not what divides us.

Reparations should be given to people on the basis of race.

Strongly Disagree

Slavery ended 158 years ago. Some of those descendants of slaves have risen to high political positions including Governor Wilder. Other black men and women have become president, vice president, and Supreme Court justices. Others have become highly successful in business, sports, and entertainment. Many northern families lost loved ones in fighting to free slaves in the Civil War. There is no need for reparations based on race.

ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

My view is closer to A. We all want clean air and water, but excessive regulations can be counterproductive and drive up the cost of production. The western portion of Route 37 was built in Frederick County 40 years ago, but excessive regulations today make the cost of building the eastern portion extremely expensive. Those excessive regulations have little benefit to the public.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Agree

I think that fracking can increase our supply of energy and help us return to being energy independent. More energy and cheaper energy also help to strengthen our economy and lowers the price of everyday household items that we all need in our daily lives.

ABOUT YOU

What do you think is the general purpose of government?

The general purpose of government is to provide life, liberty and freedom to its citizens. Government should allow citizens to pursue their economic opportunities, worship God as they see fit, and raise their families free of government dictates.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Conservative

I would consider myself a conservative that believes in limited government, balanced budgets, reducing debt, and supporting religious liberty while providing services that are needed such as national defense, police, fire and rescue, roads, etc.

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

1 Endorsed by VCDL PAC in my supervisor re-election race in 2021. 2 Interviewed by Mike McCool by the Royal Examiner on May 9, 2023 https://royalexaminer.com/meet-the-candidates-a-conversation-with-blaine-dunn-candidate-for-virginia-senate-district-1/ 3 Presented Chief’s Award by several Volunteer Fire and Rescue companies in Frederick County.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No

What else would you like voters to know about you, including your legislative priorities?

I entered this race to address FOUR KEY ISSUES that other candidates were not discussing and can only be resolved at the state level. HOW TO PAY FOR POPULATION GROWTH. This is the fastest growing area of the state. Each new house costs you, the taxpayer, about $27,000 to cover the capital costs of schools, firehouses, roads, etc. that are not covered in the real estate tax. I would propose legislation that would require new residents to pay for the additional capital costs they bring to a community instead of asking existing residents to subsidize those costs which can easily be done through a small increase in a monthly mortgage payment. ROADS. VDOT currently examines a road problem but does not provide funding for 4-5 years. By that time the problem in a growing community such as ours has grown and the money does not solve the problem. VDOT needs to provide the appropriate amount of funding to solve the problem when the money arrives, not when the issues is first addressed. I will help solve that problem. EDUCATION. Parents need to have a significant say in their children’s education. Money should follow the child which would create competition in all schools and improve educational opportunities for all. Unnecessary and unproductive regulations which inhibit school education should be eliminated so that teachers can have the best opportunity to teach students the basic core subjects including U.S. history and the Constitution and how to critically think so they are prepared upon graduation to enter the workplace, military, or college. ELECTION DAY - NOT AN ELECTION SEASON. All citizens should have the same information about all candidates on the same day in order to vote for the candidate of their choice. This system has worked well since the Republic was founded. Absentee balloting can be used for those who have a legitimate reason on why they cannot vote on election day. Ensure voter integrity and fair elections by requiring voter ID and that people registering to vote should meet the same standard as required for a U.S. passport – not a utility bill which is the present standard. We need to end mail in voting and same day registration.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

I think that qualified immunity gives police officers the protection they need when making an arrest or dealing with a split second life or death decision. However, qualified immunity does not mean absolute immunity. Officers who clearly violate a person’s Constitutional rights or violate a previous court decision can and should be prosecuted.

I support redirecting funds from police departments to mental health and community programs.

Disagree

Cities, counties, and states need to fund police to give the public the protection they need. I have had discussions with local entities to fund mental health programs to help those people address their health issues. As a supervisor for 8 years, I have advocated for funding for our police.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

The Second Amendment guarantees the right to have a firearm. We have a fundamental right to own a firearm to protect our families and ourselves. Criminals who are convicted by a court should lose that right. I co-authored and the Board of Supervisors passed a Second Amendment Resolution reaffirming the right to keep and bear arms in Frederick County

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

The companies that manufacture firearms are manufacturing a product. How that product is used is by people. Should the manufacturers of cars, clubs, knives, baseball bats, and other items that have been used to kill people also be sued? I think not.
