What changes, if any, should be made to the tax code?

The tax code should not be a tool to penalize achievement or otherwise depress American industry. The favorable tax treatment for R&D expense and depreciation expenses that are due to expire need to be renewed. Further, there should be a tax credit for dividend payments so as to avoid double taxation on the very same income, or in the alternative, shareholders should receive a corresponding credit for taxes paid by the corporate entity. Capital gains taxes need to be indexed for inflation. The graduated tax rate scale is inherently unfair and needs to be revised. Further, penalties for innocent errors should be eliminated as too many lower income Americans are victimized by an overly complex tax code that contains traps. Lastly, individuals making under $100,000 per year should pay no income tax for earnings on overtime wages that are earned in excess of 40 hours per week (whether at the same employer of at a second/part time job) as long as the pay is calculated on the same or a lesser per hour rate used in the first 40 hours..


RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

They should remain separate as contemplated by the U.S. Constitution; provided that government does not expand its reach so far that it would inherently preclude the reasonable exercise of religion.


HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

The government should not be able to require vaccinations. As for schools, it should only be allowed when there is a substantial and compelling interest as well as an available and alternative choice to be educated elsewhere (either at home or another location where there is no such requirement). As for business, they should be able to choose what is best for their business.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. I would propose a new approach to reform and redesign the healthcare system in order to take advantage of untapped efficiencies and opportunities for individual health coverage and care. These reforms include a new approach to health insurance that utilizes a non-government, and non-profit, central purchasing authority and administrator organization. It will also include changes to medical device and prescription drug procurement and distribution that takes advantage of nationwide efficiencies versus state limitations. The plan also includes reforms to administrative processes, restores health decisions to be made solely between the patient and their doctor as well as reduces system over-usage caused by the Obamacare design. The system redesign is targeted to reduce the average annual healthcare costs for each individual by approximately 45% of their current costs, substantially reduce government involvement in personal health decisions, and provide additional cost savings to the Medicare/Medicaid system, which would remain in place.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

It would begin with strong border control. As for immigration, our government needs to comply with existing law so as to continue with the spirit of accepting those seeking bona fide political refuge, providing for entry based upon merit, and authorizing entry only after extensive and appropriate screening. Also, the federal government needs to focus its resources on radical Islamic terrorism and ANTIFA as opposed to focusing on lawful parents who are concerned about radical school programs and treating them as terrorists.

I oppose the expansion of "protected classes" not just for a LGBTQ class, but for for any group as non-discrimination laws (which at one time had some utility and were administered in a reasonable fashion) have now evolved into aggressive affirmative action programs and persecution of innocent members of society which is inherently discriminatory, racist and violates the equal protection provisions of the U.S. Constitution.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Critical Race Theory is deceptively disguised as teaching “diversity, equity and inclusion.” In truth, it teaches hatred and division based solely upon a child’s race at birth. As this threatens to reverse America’s race relations by more than 50 years, I will support legislation that outlaws CRT programs and preserves parental rights in education.

I am a Christian, and while I believe each community should help the truly needy and helpless, I also will support legislation that fosters personal responsibility, preservation of free choice, personal achievement and individual growth so as to be consistent with the capitalist values and freedoms established by our country's founders.


ELECTIONS AND VOTING

People should be able to vote without photo identification.

What laws would you propose to change present voting practices?

(1) I reject and will oppose the current movement by left-wing progressives in Congress to federalize elections in violation of the U.S. Constitution. In other words, they are attempting to take control of the dates, locations, and manner by which states administer their elections. As a member of Congress, it would be my duty to preserve states’ rights in governing their own elections, including their right to enact laws constituting a strong commitment to election integrity that should minimally include: (I) a voter ID and citizenship verification requirement, (II) making ballot harvesting a crime, (III) procedures for maintaining voter roll integrity for each election cycle, (IV) the right of candidates (or their representative) to be able to fairly and adequately observe the vote counting process, (V) a meaningful and immediate escalation process when fraud is being observed, (VI) mail-in ballots having a cut-off of receipt before the polls close on election day, (VII) no indiscriminate mailing of mail-in ballots, but instead, be available only upon request on a per election basis, (VIII) no automatic registrations, and (IX) state legislatures retaining jurisdiction to sue their state’s executive branch or election officials who attempt to make unauthorized changes/waivers to election laws. (2) I also support federal legislation that (I) prohibits state agencies or local officials from soliciting or accepting funds from corporations, unions or any other non-government entity or individual for the purpose of funding election related expenses or voter related activity except for donated space for polling locations on election day, and (II) Imposes increased civil and criminal penalties for election fraud by state officials and voter fraud by individuals.


EQUALITY

Reparations should be given to people on the basis of race.

Is racism a threat to domestic security in the United States? Why or why not?

Racism in all forms is fundamentally wrong. Programs such as CRT threaten to reverse the progress in America’s race relations by more than 50 years. As long as there are progressive movements determined to create hatred and division between races, racism will continue in many forms and will not be limited to oppression of any one particular race. As social division is always a threat to a stable society, it will always be a threat to domestic security. As such, I will continue to support a withdrawal from class and race identification, and encourage the evolution of a truly “blind” society where each individual is encouraged to pursue exceptionalism and achievement. Our country can only socially advance when individuals are judged on, and benefit from, the merits of individual efforts and quality of their character as was contemplated by Dr. Martin Luther King. Everyone’s quest for the American dream needs to be preserved, and consistent with, the covenants of the U.S. Constitution, which makes no mention of the color or physical condition of our citizens as was rightly pointed out by Frederic Douglas. Accordingly, I oppose the deceptive progressive programs designed, in part, to keep our minority communities socially segregated and permanently anchored to limited growth so as to relegate them to political control and a reduced standard of living.


ENERGY & ENVIRONMENT

I would say that excessive and ill-conceived environmental laws and regulations cost too many jobs and hurt the economy. I have serious concerns regarding the current administrations' assessment and action plans associated with climate, which warrants further research into the integrity of much of the information being presented to the public. Specifically, I have recently been reviewing National Oceanic and Atmospheric Administration (NOAA) data that is readily accessible and available concerning Co2 variations and temperature changes over the last 100 years. With respect to that data, I am seeing some significant contradictions with generally published conclusions on climate change. There is no doubt that climate change is occurring, given that there is no dispute that earth’s climate has constantly changed over millions of years. Accordingly, the question is whether it is changing in the manner (and for the reasons) generally being presented to the public. Specifically, I question the claim that the earth is growing warmer (or beginning to burn up); or, is it becoming more temperate as the NOAA data indicates. Put more clearly, the data indicates that we are not experiencing as severe cold weather which some would claim points to warming; however, the data also shows that the earth is also experiencing fewer hot days (such as number of days over 100 degrees or days over 90 degrees). In other words, the width of the temperature window between cold days and hot days has been closing and thereby changing the average temperature which could go up or down as the width of that temperature window narrows and the climate continues to be more temperate. A climate becoming more temperate is not the same as the global warming characterizations I have been reading, and therein is my concern. As such, the initiatives I would support would include a proper analysis of the data behind the disagreements in what is really taking place (which is undisputedly shown in the NOAA data). Notwithstanding this analysis that must be made, I support reasonable carbon reduction strategies that do not constitute a destruction of the social and economic stability of the planet or individual countries. Case in point, on January 20, 2021, President Biden signed an executive order that halted not only the XL Keystone Pipeline project, but numerous other natural gas and energy production resources while claiming that the move was part of his administration’s larger agenda to tackle a projected climate crisis. All of the foregoing being made without transitional technology being in place. The disastrous consequences are now readily apparent. It should be noted that the U.S. carbon footprint is 14% of world Co2 emissions while China is over 29% with other countries also having a larger carbon footprint than the U.S.; and unless the U.S. is able to obtain an equitable world-wide consensus on carbon emission requirements, the U.S. will not only be reduced to economic ruin while other countries flourish, but no beneficial results will be achieved on a global basis (even assuming the contemporary theory on warming is correct). That cooperative effort could include such methods as carbon capture technology being equally applied on a global basis so as to level the playing field on both costs and effectiveness. Beyond that, I believe Congress should cause a non-political analysis to be made that explains the contradictions I am seeing; and thereafter, Congress should devise programs with incentives for private industry to create a strategic technological and implementation plan for alternative energy generation.

What else would you like voters to know about you, including your legislative priorities?

Congressional District 23 Voters should choose me because I am the candidate that best satisfies the three most important criteria for a candidate. They are (1) Qualifications, (2) A platform that is consistent with the voters’ ideology and priorities, and (3) Electability. I am the most qualified candidate for this position by a significant margin. I not only have Masters’ and Juris Doctor Degrees, but I have had an extensive career in technology and business prior to obtaining my Juris Doctor and practice of law for 23 years. Specifically, I previously worked for the IBM Corporation for 16 years and then another five years in a publicly held software company where I held various positions in those companies including executive management, plans and controls, strategic planning, publishing, manufacturing, research and development, and field engineering, as well as managed multi-million dollar budgets. In addition, I held a number of significant positions at IBM (including strategic product planning) while I was on the development team for the IBM Personal Computer. With respect to my legal services, I practiced before Florida State Courts, the 4th District Court of Appeal, and the Federal US District and Bankruptcy Courts for the Southern District of Florida. Those services included representation for numerous commercial and business disputes such as shareholder/partner disputes, contract breaches and defaults, as well as civil remedies for various business torts and white collar crimes. On the transactional side, my law practice helped to build local companies by providing services associated with business organizations in a variety of business areas, finance, commercial and residential real estate, intellectual property, securities regulation and other state and federal regulatory matters, acquisitions, business alliances, and extensive contract work for domestic and international transactions in a variety of business sectors. A review of the Platform page on my Website will show that I have the most extensive written platform among all of the candidates in District 23. It will also show that I have one of the most extensive America First platforms with supporting analysis in the country. These positions not only align with Republican voters’ ideology and priorities, but they align with what appears to be a growing majority of conservative independent voters as well. In addition to having both the most qualifications and most comprehensive Platform, I was the Republican Party’s selected candidate that ran against the incumbent, Ted Deutch, in the 2020 election (Note: the District number was then designated as District 22 which is now revised and renumbered to District 23). The 2020 election results demonstrated that I am in fact electable. Specifically, I received 166,553 votes which was more votes than any other Republican candidate in the District 22 area over the last 30 years with the sole exception of Clay Shaw’s re-election in 2004. It is also important to note that from among the 7 Republican candidates in District 23, I am the only candidate that has been put on the ballot by voter petition. The other candidates had to pay the $10,400 filing fee to be put on the ballot, which demonstrates that I not only have a functioning organization, but have maintained significant name recognition and support in the community.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

I have seen no competent evidence that would show that banning or confiscating firearms would make a material difference if an individual intends to commit murder or mass murder. For example, 3,000 Americans lost their life on September 11, 2001 in the largest mass murder event in the history of the country and not a single shot was fired. My research has revealed that while there are nearly 40,000 gun related deaths per year (mostly suicides), there are more than 500,000 defensive uses with firearms each year resulting in substantial preservation of life. Further, the 2nd Amendment to the U.S. Constitution states that "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." As I pledge to support and defend the U.S. Constitution, I will continue to defend American’s 2nd Amendment rights along with the right to defend their persons and property. Notwithstanding the foregoing, there is an urgent need to examine and pursue methods of threat identification and intervention, which has been woefully insufficient to date. Also, we must compel aggressive enforcement of existing gun laws associated with violent crimes, address contemporary cultural changes relating to acceptance of violent crime, and implement effective deterrence measures that are directed at criminal conduct as opposed to penalizing lawful gun ownership. Further, my assessment of current red flag laws is that they are an ineffective rush to action as they violate the Due Process Clause found in both the Fifth and Fourteenth Amendments to the Constitution. Those Constitutional Amendments specifically prohibit the arbitrary deprivation of "life, liberty, or property" by the government. Ultimately Congress should focus on criminal penalties associated with violent gun crimes and mandatory enforcement of those laws, as well as address contemporary cultural and policy changes associated with acceptance of violent crime. The state legislatures, on the other hand, should focus on passing/amending existing laws (such as Florida’s Baker Act) that provide for both immediate action and due process that could be utilized to achieve a more effective result while remaining constitutionally compliant.

Victims of gun violence should be able to sue firearms dealers and manufacturers.
