What government spending would you reduce in order to balance the budget?

Many of the things in our state budget are not discretionary such as school funding under McCleary and unfunded federal mandates for medicaid. So what do we do? I propose that we roll back spending to earlier levels until we can get back on our feet. We could also temporarily postpone certain capital expenditures. The 2017 biennial budget was 44 billion but by 2019 that number had risen to 52 billion. This is an 18% increase. We can figure this out without raising taxes.

What does "separation of church and state" mean to you?

The first amendment's dictum on religion seems simple: "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof". We get to practice our religion freely and congress does not get to establish any particular religion. Separation of church and state is a long held tenet that originated when Thomas Jefferson called the 1st amendment a “high wall of separation between church and state.” This statement has been quoted in many Supreme Court cases regarding the 1st amendment. I believe that the church and government are separate spheres. Men have died for the right for the church to be free of undue state influence. Similarly, government should protect the freedom of those who wish to practice their religion but not favor any particular religion. I am not a constitutional scholar, but I am a person of faith. This is how I understand the first amendment and the corollary doctrine of separation of church and state.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

First, it is important to remember that in a good economy, health care access is less of an issue for many people. We need to pursue policies that promote a robust economy. Clearly, as a compassionate society, we are responsible for aiding those folks who cannot obtain health care on their own. Prior to the enactment of Obama care, there were many private programs to aid those who faced medical bills they could not afford. There are quite a few market-based solutions to promote better access to health care for all: health savings accounts, more consumer choices for plans, and possibly tort reform. My policy decisions will be informed by a compassionate market-driven approach.

I am conservative in that I want to spend taxpayer money wisely. On the Puyallup City Council, I am always cognizant of the budgetary ramifications of the decisions we make. I am not afraid to take 6-1 votes on the losing side. I hate wasting money. I say somewhat conservative because I believe that the local level is where the most important decisions in government are made. We have a bit more latitude at the local level because our constituents are literally our neighbors. I want to take that attitude with me to the state legislature.

In 2010, I earned my Master's Degree in Accounting so that I could re-enter the work force full time during a recession. I ultimately landed a job teaching pre-college math at Pierce College. I love the mission of the Community College system in Washington. We take all students where they start and help them along their vocational and life journeys. We are so blessed in Washington to have the excellent community colleges that we do. I am also a Puyallup City Council member. This experience has helped me see the value of working with colleagues who hold divergent opinions, bringing balance to discussions, and standing up for the voters.

An emerging budgetary issue is the estimated 500 million dollar loss due to international unemployment compensation fraud. Keeping taxes low and having a fiscally responsible budget have always been my priorities, but especially now. Second, and this issue has risen in priority because of the COVID-19 response, we need to put direct oversight on gubernatorial power in emergencies longer than 30 days. Legislators are elected to provide checks and balances. Emergencies should not sideline them. Third, we need to provide compassionate but logical behavioural health solutions. Homelessness and the dual problems of addiction and mental health are plaguing my district. We need to provide help for those who are willing to be accountable. We also need to make sure that those who are mentally ill and incapable of making good decisions can be steered to the help they need. This is compassion.
