Having served in the Texas Legislature, I have seen first-hand there are always frivolous expenditures to be cut. I support zero-based budgeting for all government expenditures.

HEALTHCARE

C, but we should reform Medicaid and Medicare to ensure they are fiscally responsible programs that are solvent and able to serve their intended purpose as a safety net.

None, it should be a personal choice.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

During the Trump Administration, I went on a trip to Israel with a delegation of elected officials from Texas and across the country. It was an honor to visit such an important place at such a historic time, as the United States moved its embassy from Tel Aviv to Jerusalem. During my travels, I was honored to visit with the U.S. Ambassador to Israel, David Friedman. During our discussion, he told me that the uptick in oil and gas production in Texas had made "all the difference in the world" for Israel in their international negotiations. I truly believe that energy security IS national security. It is no wonder that during the Trump Administration, we entered no new wars AND became the largest producer of oil and gas in the world. Reducing our reliance on foreign oil produced by our enemies can mean only good things for our national defense and our ability to protect our allies, like Israel. As your Railroad Commissioner, I will continue to fight for to expand domestic production of oil and gas in Texas to move our nation closer to energy independence and the national security that comes along with it.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

No. Racism is wrong, and no one should be judged based on immutable characteristics like the color of their skin, but racism is not currently a threat to domestic security. A bigger threat to our domestic security is the divisive rhetoric of the modern left, that seeks to divide people into sects based on these characteristics, instead of unifying as an American people.

Reparations should be given to people on the basis of race.

During my time in the Texas House, I was consistently ranked by third-party independent conservative watchdog organizations as one of the most conservative legislators in Texas. I maintained top scores with Young Conservatives of Texas, Texas Eagle Forum, Texas Right to Life, Texans for Fiscal Responsibility, and more.

What else would you like voters to know about you, including your legislative priorities?

Throughout the 90's I was heavily involved as a grassroots conservative activist fighting back against Ann Richards and the leftist policies she was pushing at our state capitol. In 1996, I was elected to the Texas House of Representatives as the first Republican elected from Deep East Texas since Reconstruction after the Civil War. During my time in the House, I played a key role in electing a Republican majority to the Texas Legislature and kickstarting the conservative renaissance in the State of Texas. As state representative, I served as the President of the Texas Conservative Coalition and earned a reputation as one of the most conservative, liberty-minded elected officials in the State of Texas with A-Ratings from the National Rifle Association, leading pro-life groups, and conservative watchdog and business organizations. In 2016, I was honored to be elected as our state's 50th Texas Railroad Commissioner. As Railroad Commissioner, I have reduced permitting times and streamlined the inspection process. I have fought to decrease regulations and allow the free market to create jobs, increase economic growth, and move us closer towards energy independence. I have been able to influence policy nationally amongst my fellow regulators, authoring and passing several resolutions and being elected by my peers to serve as the Vice-Chairman of the Interstate Oil and Gas Compact Commission. Because of my efforts, we have been able to send strong messages to Washington that energy producing states oppose the Green New Deal and support returning federal oversight to the individuals states. I have utilized my position to advocate at the legislature against subsidies that pick winners and losers and in favor of policies that improve the reliability of our energy grid.
