Under what circumstances should abortion be allowed?

When the life of the mother is at a risk. In cases of incest and rape I consider the unborn child to a co-victim in the crime. I would concede that the mother and or her guardians have a very personal choice to make in this matter that considers the longhorn term mental health and spiritual health of the first victim (the mother). With counseling and community support support, I would hope that the life of the unborn (second victim) would be the top priority. However, I can understand how some would make a different decision not to carry the baby to term especially in consideration of the fact that fertility in very young minors has become more common.


ECONOMY

It is the government’s responsibility to ensure everyone has a livable income.

How would you guarantee Social Security benefits for future generations?

I would offer people that ability to reduce their contribution to social security by up to 50% of their total payment if they redirected this contribution to a qualified 401K or private pension plan. I would increase the maximum taxable amount from it current limits to all earned income over a phase in period. I would allow wealthy to waive their social security benefits for a tax credit or to redirect them to named individuals. This plan will reduce the need for this program over time by creating more wealth under individual control.

What government spending would you reduce in order to balance the budget?

I would create an additional benefit levels to Social Security to incentivize later retirement (while reforming disability laws to encourage employment for the elderly). I would add the option to waive monthly benefits in lieu of tax credits to be used during an individual's lifetime or after their death (with a higher value) against estate taxes. The tax credit option would chosen in a 5 year period prior to retirement and established a fully transferable security. This would lower spending.

Under what circumstances should taxpayers help pay off existing student loans?

Taxpayers should help pay off existing student loans of veterans, all especially those wounded in the defense of our nation or injured in the performance of their duties during their service.

What does "separation of church and state" mean to you?

Separation of church and state means that the government will not establish an official religion or make laws that favor any religion. It also means that the people of the US are free to exercise their religion of choice. However, if we look back at the founding fathers and the context of their establishment of the first amendment, it is clear that their intention was to create a nation where people of different faiths could live together in harmony. This was in clear contrast to the French Revolution which actively sought the elimination of religion by the destruction of its symbols and property. Ironically, the French even went as far as establishing the Cult of Reason as a new religion that rejected religion. I believe that it is important for lawmakers to understand these events in context to grasp the objectives instilled with the first amendment.


HEALTHCARE

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I would: Increase competition for traditional health plans by allowing them to cross state borders. Allow the concept of Direct Primary Plans in 50 states. Allow individuals to buy catastrophic healthcare insurance in combination with Direct Primary Care. These insurance vehicles could be designed like Universal Life Insurance Policies to accumulate with a return overtime. This would incentivize younger healthier individuals to begin contributions earlier so the accumulated wealth could subsidize their premiums in old age. The residual value of the policy after healthcare costs could be paid as death benefit. This would bring market forces into healthcare decisions and provide protection from tragic a accidents and other events.I would help separate healthcare plan design from employers by allowing other types of groups to form health plans (Churches, Professions, etc...)


NATIONAL SECURITY

What should the United States do to help eradicate the threat of radical Islamic terrorism?

The first steps that we must take to eradicate the threat of radical Islamic terrorism is to reduce our dependence on foreign oil. This will allow our us to negotiate with more effectively with the foreign powers that possess some of these resources because our economic well-being will be at lower risk. We need to support moderate secular regimens in all parts of the world that have a similar separation of church and state to ours. We need to be respectful of the religious freedoms of Muslims up to the point where it intersects with American principles and freedoms to legally eliminate the possibility of Sharia law existing in the United States (because of its incompatibility with the Bill of Rights and other beliefs that we hold dear). We need to reconsider our immigration policies to favor individuals that can and will embrace the principles of America's founding so that their families can thrive in our system.


IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

I am a devout Christian that belongs to the Catholic faith. I have had a lifelong spiritual relationship with the Holy Trinity that has formed the bedrock of all my interactions over my lifetime. I raised my son as a Christian and made financial sacrifices to insure that he could be educated in a private Catholic high school that reenforced his religious instruction along with his academic education. When I was diagnosed with stage 4 throat cancer, I turned to my faith when my doctors told me that my scientifically and medically improbable. I was miraculous healed when I had what I consider to be a Devine intervention from God. This was observed and confirmed by my doctors. It was reported locally in newspapers and it lead me to create the Frank Acosta Foundation that helps individuals like myself by offering spiritual guidance and directing. This is documented on both my campaign and foundation websites.

I am first generation American on my mothers side and second generation on my father's side. Both were proud of their Mexican heritage and proud to be citizens of the United States. They taught me that faith, hard work and good moral character were there three things you needed to flourish in America. I am tired of the politicization of our nations need to secure our border and all the attempts to undermine these efforts. Leftists insult and penalize every immigrant to America that has chosen to follow a lawful path to citizenship. There is a clear difference between those that follow the right path to do this and those that do not. The left and the media have done everything they can to blur these line and obfuscate the issue up to the point of openly stating that we should not have a border. With out a border, we don't have a Nation. Let's stop this ridiculous path we are on!


CRIMINAL JUSTICE & PUBLIC SAFETY

What restrictions on gun ownership are needed to protect public safety?

The current restrictions on gun ownership that are on the books are sufficient to protect public safety if they are enforced adequately. Tragically, the situations where they are not enforced is what often harms public safety. By and large, gun owners are responsible individuals with some exceptions that can be controlled with education and peer pressure from family friends and other respected community institutions.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

1-Reform immigration Policy to reward the immigrants that have followed the law and utilized the our system the way it was intended. This would include reinforcing intelligent immigration and border security policies. It would also include efforts to challenge the perceived rulings on birthright citizenship to non-citizens along with reforms in granting birthright citizenship. 2-Incentivize Free Market Healthcare solutions as outlined in Number 29 above. 3-Reform trade policies to only offer favored nation status to countries that have compatible records of human rights and economic freedoms.

Yes, racism is a threat to the domestic security of the United States. The unrest it creates undermines respect for the law and other bedrock institutions of this country.
