OTHER INFORMATION

QUESTIONNAIRE

RIGHT TO LIFE

Human life begins at conception and deserves legal protection at every stage until natural death.

Strongly Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Agree

Under what circumstances should abortion be allowed?

If the pregnancy is placing her life at risk.

ECONOMY

It is the government’s responsibility to ensure everyone has a livable income.

Disagree

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

What government spending would you reduce in order to balance the budget?

The Michigan Auditor General found that little errors in Medicaid benefit claims might result in $228 million in overpayments through the state's Comprehensive Health Care Program. The audit found that when claims and medical records were compared, 14% of the time the records were missing or did not support the claim. I am working to require in the state budget that Medicaid benefit claims are checked against actual medical records to verify that Michigan is not overpaying claims.

RELIGIOUS LIBERTY

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.

Agree

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

The government should not establish an official religion.

HEALTHCARE

It is the government’s responsibility to ensure everyone has health insurance.

Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I voted to end the practice of surprise billing where a patient is hit with an unexpected bill because they received a service from an out-of-network provider without the patient's knowledge. I am hopeful that this bill becomes law later this year. Next year, I am going to request to serve on the Health Policy Committee. I want to work together with members of both parties to find common ground on how to lower the cost of healthcare coverage and build healthy communities in Michigan.

NATIONAL SECURITY

The best way to maintain peace is through a strong military.

Strongly Agree

IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Strongly Agree

State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

I support a merit based immigration policy that prioritizes people with skills that are in demand and will allow them to work.

EDUCATION

Taxpayer-funded public education should be guaranteed through college.

Disagree

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Disagree

Briefly describe your spiritual beliefs and values.

I am a Christian and attend Victory Life Church in Emmett Township.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Conservative

Please provide publicly available information validating your answer to the previous question.

It is well documented with new stories on my website http://www.electmatthall.com

What education or experience qualifies you to hold the office for which you seek election?

In my first term, I was appointed Chairman of the House Oversight Committee. My responsibility is to hold the Whitmer Administration accountable to the people of Michigan and to ensure that departments of government operate effectively, efficiently, and lawfully. I also serve on the House Education, Regulatory Reform, and Tax Policy Committees. My primary areas of expertise are in regulatory policy and administrative rules. I want to have a bigger impact on the regulatory policy and in the development of administrative rules for the departments. In May, I was appointed Chairman of the Joint Select Committee on the COVID-19 pandemic. This is a bipartisan committee of House & Senate Members that reviews the decisions made by the Whitmer Administration during the COVID-19 pandemic and makes recommendations on how Michigan can better prepare for a future pandemic and improve on decisions in the future. I want to see through these recommendations and make sure they are implemented.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

No.

Is there anything else you would like voters to know about you?

Did not answer

JUDICIAL PHILOSOPHY

I support the use of Sharia law as a basis for legislation and judicial decisions in the United States.

Strongly Disagree

CRIMINAL JUSTICE & PUBLIC SAFETY

Mandatory minimum sentencing should be required and enforced for violent crimes.

Agree

2ND AMENDMENT

Should teachers be allowed to carry guns at school?

Yes

What restrictions on gun ownership are needed to protect public safety?

I introduced bipartisan legislation to prevent a concealed pistol holder from unfair prosecution in the event he simply forgets to renew his concealed pistol license within the first year. Under current law. a CPL holder found carrying even one day after his license expires is guilty of a felony. A felony conviction can destroy a person's life. CPL holders are among our most law abiding citizens and must pass a criminal background check and receive firearm training. The current law is unfair.

OTHER IMPORTANT ISSUES

People should be able to vote without photo identification.

Strongly Disagree

I support the legalization of recreational marijuana.

Neutral

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

Reform Children's Protective Services. The Michigan Auditor General found that legislation is needed to require CPS to look into the safety of all children living in a household where suspected abuse or neglect has occurred within 24 hours of receiving a credible complaint. This legislation will protect children. Require the Area Agency on Aging to use criminal background checks to stop felons who have a history of violent or serious financial crimes from volunteering or working at their facilities and having contact with vulnerable seniors. Michigan's Auditor General reported this legislation is needed. It will better protect seniors from abuse or financial exploitation. Occupational Licensing Reforms that remove barriers for many people who cannot obtain an occupational license because of a low level criminal offense in their distant past. A person should not be banned for life from cutting hair or installing gutters on a house because of a mistake they made a long time ago.

Is racism a threat to domestic security in the United States? Why or why not?

We can do more to listen to one another and learn from each other’s life experiences. We can work together to improve community-police relations. I supported requiring police officers to receive implicit bias training and learn de-escalation techniques (HB 5837). However, I voted to oppose recent calls to defund police departments (HR 277). Further, when Governor Whitmer slashed funding for our county sheriff departments by $1 Million in Kalamazoo County and $400,000 in Calhoun County, I helped restore those dollars (SB 152). For their work during the COVID-19 pandemic to keep our communities safe, I also helped secure hazard pay for local police officers, corrections officers, firefighters, and emergency medical service providers (SB 690). I am grateful for the service our first responders provide and will continue to support them.
