Under what circumstances should abortion be allowed?
When the mother's life is at risk.

Under what circumstances can government close churches?
None. Individual members of a church can be held responsible for their personal actions, but our right to religious freedom is basic and unassailable.
What should be the relationship between the church and the state?
Moral philosophy has always been the basis for our laws. While there are other sources, the Church is the most time-tested and Judeo-Christian philosophy is the basis of most of our founding documents. Therefore, the Church through its teaching will indirectly have noticeable influence on the state. The state, conversely, should respect the unique roll of the Church as laid out in our Constitution.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
First, no one should ever be forced to undergo any medical procedure against their will. I would never vote to compromise an individual's right to self-determination. The controversy surrounding the new technology involved with the COVID 19 vaccination is well documented and understandable. As a child growing up in a military family, I received multiple unusual vaccinations any time my dad deployed overseas so that I could go with him. I could have decided (or more likely my parents could have decided for me) not to take the vaccinations and stayed with my grandmother. That would have been the consequences of that decision. There wouldn't have been anything unfair about it. It would have been just a decision to be made with different outcomes based on that decision. One person's right to self-determination does not trump everyone else's rights. Just as I would not force a business to do business in a way that violates the owner's religious beliefs, I would not ask that same owner to accept a risk that they felt was unwarranted and not in their best interest. Schools have always had vaccination requirements, but in this present environment, there has been much more emphasis on political than health considerations. I have voted to both suspend the mask mandate and to require school systems to get our students back in the classroom. As far as the government goes, they have the authority to set requirements for their employees, but they should not be constraining the general public unnecessarily based on politically motivated pseudo-science.
ECONOMY
The government should do more to close the gap between the working class and the wealthy.

The government should provide a stable economy along with a first-class education to its children and opportunities for retraining for older citizen so that each can achieve all they are capable of. It should not intervene to favor one person or group of people over another, thereby constraining the latter from their right to the pursuit of happiness.
What changes, if any, should be made to the tax code?
I would favor a system that depended more on sales and use taxes with an exclusion for necessities like food and clothing. I would also support the reinstitution of the concept of income averaging for income tax.
Taxpayer-funded public education should be guaranteed through college.

At the present time the educational system is too frequently being used to indoctrinate rather than educate. I strongly support the concept of public education, but it must be run for the benefit of the student, not those with a social or political agenda. Whereas college has become obscenely expensive and that needs to be addressed, I think it would be a mistake to encourage all students to go to college by making it free. Subsidize the student rather than the school.
EDUCATION
States should allow parents to use the Opportunity Scholarship Program to fund private school for their children.

In what situations does a parent not have the right to know what their child is being taught in public school?
Under no circumstances.
When should parents be restricted from speaking in school board meetings?
Never. However, a reasonable constraint on how long they can speak is necessary. Plus, normal rules of public discourse would still apply. By this I don't mean that you shouldn't speak with emotion, but you should not curse at them or threaten them with violence.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Our police officers are tasked with tremendous responsibility and empowered with awesome authority. They must sometimes make split second life-or-death decisions. Hesitation may cost them their lives or the life of some innocent citizen. It is reasonable to protect them legally in these situations when their actions match their training. In the rare case where an officer uses this principle as a shield to do something that he or she knows is wrong, they should answer for it.
I support redirecting funds from police departments to mental health and community programs.

I support increased funding for mental health. It is the most underserved portion of our health care system. I also support, in concept, community programs when they are designed to intervein into societal problems before they become police issues. Both should stand on their own merits during the budget process. They are not law enforcement. They may or may not reduce the need for law enforcement, but they can't replace it. At the present time most police departments are already underfunded.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Violent criminals, those diagnosed with certain mental illnesses, and chronic substance abusers should be prohibited from possessing firearms.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

When a terrorist drove a truck through Christmas shoppers, we didn't talk about putting the vehicle manufacturer out of business. If someone stabs their spouse with a kitchen knife, we don't sue the cutlery company. If someone is hit in the head with a hammer, we don't go after the hardware store. This whole argument is sophistry and nothing more than an attempted first step by authoritarians to confiscating firearms. Hold the criminal responsible for the crime. Protect the 2nd Amendment.
OTHER IMPORTANT ISSUES
Would you support legislation that prohibits biological boys from competing on girls sports teams?
Yes
I was one of 4 members of the NC House to be a prime sponsor of the "Save Girls' Sports" Bill in this past session. Despite the vicious attacks, threats and misrepresentations that were leveled against us, our only motivation was to try to ensure that our female athletes would be able to participate in fair competition. If we are not going to stand up for this principle, we might as well repeal Title 9.

What do you think is the general purpose of government?

I am a conservative and believe strongly in our founding principles and the Judeo-Christian morals on which they are based. I did not say "very conservative" because I don't feel I am dogmatic. In government real progress is made through building consensus rather than just imposing your will on others.

What else would you like voters to know about you, including your legislative priorities?
I have served our community continuously for over 30 years both in office and as a volunteer on numerous boards. I was on the Board of Education for ten years and served twice as chair. I was a County Commissioner for four years. I am currently your Representative for the 43rd district in the NC House of Representatives. I retired as a Registered Nurse after 15 years to join my family business but remained active in nursing by serving as a medical missionary. I have been on numerous medical missions trips throughout the world including Ukraine. I don't do these things for any personal gain or recognition. I do them because I want to make a difference. I want to make a difference in our community, our state, our country, the world and in peoples' lives. My dad was a career Special Forces soldier who rose to the rank of Command Sargent Major. He was my hero and my example. Because of him I believe that a life of selfless service is the finest thing you can do with the years God has given you on this earth.
VALUES
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

We already have sufficient laws covering the subject. The real push behind this has little to do with discrimination anyway. That said, I will not support any attempt to humiliate or persecute anyone just because they are different.

ELECTIONS AND VOTING
People should be able to vote without photo identification.

No voting aged adult can function in today's society without a photo ID. This requirement is necessary to ensure that the person attempting to vote is who they say they are. The public is losing faith in the integrity of our election system. We must do everything possible to restore their trust.
What laws would you propose to change present voting practices?
I would like to see the Governor, Attorney General and members of the State Board of Elections held accountable if they violate their sworn duty to enforce the election laws as written and enacted.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
Race relations and bigotry are indeed a threat to domestic security in the United States. There are those who profit personally by dividing us on the basis race, class and economic circumstances. They have destroyed the family, work ethic, value of the individual, trust, belief, and even hope. They create division, resentment, hate, mistrust, dishonesty and violence. They have done this in a quest for personal power. We are not who they say we are, and we will never get to where we want to go by following their lead.
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
Neither. I'm somewhere between the two. We have to place some reasonable constraints on activities that affect the environment. That includes individuals as well as businesses. In writing these rules we shouldn't favor either corporate boardrooms or environmental zealots. We have to reach a reasonable middle ground. They need to be designed in such a way as to not unnecessarily impact the economy while still being comprehensive enough to accomplish the goal of protecting the environment. Maybe more important is to keep an eye on the bureaucrats tasked with enforcing the regulation to make sure they are not expanding them beyond what was intended.
